Organize a "Month of Listening to the People"

On June 18th, on behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, Ms. Ha Thi Nga, Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front, signed and issued Plan No. 17/KH-MTTW-BTT on organizing activities for the "Month of Listening to the People".

This plan is one of the prominent activities in the implementation of the Vietnam Fatherland Front's Action Program for the 2026-2031 term. Through this activity, the aim is to strongly promote the role of the Vietnam Fatherland Front and other political and social organizations in representing and protecting the legitimate rights and interests of the people; gathering and promoting the strength of national unity, practicing democracy, strengthening social consensus; conducting social supervision and criticism; participating in building the Party and the State, and engaging in people's diplomacy, contributing to national construction and defense.

According to the plan, the organization of "People's Forums" or "Listening to the People" forums at the central level will continue to maintain and innovate direct dialogue between Party and State leaders and the people; expanding the scope and content of dialogue to focus on major issues and policies that directly impact people's lives, creating conditions for people to participate in contributing opinions, reflecting their thoughts and aspirations, and proposing solutions to overcome difficulties and obstacles in practice.

At the provincial and commune levels, depending on the actual conditions, "People's Forums" or "Listening to the People" forums can be organized; emphasis should be placed on organizing them at the commune, residential area, and neighborhood levels.

In terms of organization, the forum should be held in the form of in-person conferences, online conferences, or a combination of both, depending on the actual conditions and circumstances; establishing channels for receiving feedback from the public, union members, and association members through digital technology platforms, social media sites, and the official media outlets of each organization.

The Vietnam Fatherland Front Committee and socio-political organizations at the provincial and commune levels should maintain, promote, innovate, and expand effective models for engaging with and listening to the people, such as: "Weekend with the People"; "Email Box - The Fatherland Front Listens 24/7"... At the same time, localities should proactively develop new models for listening to the people's voices that are suitable to their local conditions and circumstances.

The Vietnam Fatherland Front encourages the diversification of organizational forms for listening to the people's voices, with a focus on regular, direct models, expanding on the foundation of digital transformation and the application of digital technology so that people have more channels to express their opinions, suggestions, and proposals.

Every six months, annually, and before and after sessions of the National Assembly and People's Councils at all levels, the Vietnam Fatherland Front Committees of provinces and cities, and political and social organizations report on the results of implementing the "Month of Listening to the People" activities, summarizing the opinions and recommendations of voters and the people to the Standing Committee of the Central Committee of the Vietnam Fatherland Front for overall compilation and submission to sessions of the National Assembly and relevant agencies and ministries.
