Accelerating the construction of key projects contributes to improving the disbursement of public investment capital in the province.
The main reasons for the low disbursement rate are primarily due to the complex situation of natural disasters, heavy rains, floods, and landslides, especially Typhoon No. 3, which caused serious and severe damage to people, property, crops, livestock, and socio -economic infrastructure in Cao Bang province, directly affecting the contractor's construction progress. The project owners have not implemented decisive and timely solutions to resolve obstacles related to the scarcity of stone materials and the significant lack of backfill resources; land clearance work is difficult and slow, and project owners are still heavily dependent on coordination with the units directly responsible for land clearance as well as other related units.
13 out of 22 project owners (departments and agencies) had disbursement rates below the provincial average; 8 project owners had disbursement rates above the provincial average. Among them: The unit with the highest disbursement rate was the Farmers' Association (100%); the unit with the largest disbursement amount was the Project Management Board for Investment and Construction of Transportation Works (837,936 million VND). Four out of ten project owners (district and city People's Committees) had disbursement rates below the provincial average: Ha Quang, Hoa An, Nguyen Binh; and Cao Bang City People's Committee. Six out of ten project owners had disbursement rates above the provincial average: Thach An, Bao Lac, Bao Lam, Trung Khanh, Ha Lang, and Quang Hoa.
From now until the end of the year, the Provincial People's Committee will continue to direct the strengthening of discipline and order in the investment and disbursement of public investment capital; evaluate the results of implementing key tasks and solutions in Directive No. 07/CT-UBND dated April 5, 2024, and promptly reflect the progress of implementation and disbursement of public investment capital; investors should strengthen on-site inspection and supervision, closely monitor and promptly resolve difficulties, and especially prioritize strengthening, mobilizing, and even supplementing personnel to effectively carry out the task of promoting capital disbursement; urge construction contractors and consultants to increase human and material resources and "work overtime" to accelerate the construction progress; and promptly and proactively review and assess the disbursement capacity of each project to propose a plan to adjust the 2024 public investment capital plan in accordance with the regulations to ensure that all allocated capital is disbursed.
Be more decisive in compensation and land clearance for projects; focus on coordinating to resolve difficulties and obstacles related to land acquisition and material shortages (stone, embankment soil, etc.). For investors whose projects still face obstacles regarding the conversion of forest land use, continue to urgently and proactively coordinate with the Department of Agriculture and Rural Development and relevant units to accelerate the completion of forest land use conversion for the projects, ensuring timely handover of land and speeding up construction in the final months of 2024.
