On March 25th, at the Party Central Headquarters, the Personnel Subcommittee of the 14th Party Congress held its fourth meeting to review several amendments and additions to the draft Guidelines on Personnel Work for the 14th Party Congress.

General Secretary To Lam, Head of the Personnel Subcommittee of the 14th Party Congress, chaired the meeting. Attending the meeting were members of the Personnel Subcommittee of the 14th Party Congress and the Working Group of the Personnel Subcommittee of the 14th Party Congress.

After reviewing the reports and presentations, and based on the opinions of the members of the Personnel Subcommittee of the 14th Party Congress and the Working Group, General Secretary To Lam, Head of the Personnel Subcommittee of the 14th Party Congress, emphasized in his concluding remarks at the meeting that the 14th Party Congress is of great importance and a turning point, a special milestone on the path of our country's development, opening a new era, "the era of striving for strong, prosperous development of the nation"; it is the time to vigorously, comprehensively, and synchronously carry out the revolution of reorganizing and streamlining the organizational apparatus from the central to the grassroots level to improve the effectiveness, efficiency, and effectiveness of the political system; at the same time, it sets out the requirement to continue strengthening the Party's leadership, creating new transformations and breakthroughs, bringing the country to develop rapidly and sustainably, catching up with developed countries in the region and the world.

The General Secretary pointed out that, given the current situation, we face very high demands in preparing and improving the quality of the documents for the 14th Party Congress, including the Guidelines on Personnel Work. To successfully carry out this important task, summarizing and evaluating the personnel work of the 13th Party Congress to build and refine the Guidelines on Personnel Work for the 14th Party Congress is especially important, ensuring implementation according to the Party's principles, procedures, and regulations; it must be rigorous, democratic, objective, scientific, and highly practical.

The General Secretary noted that during the preparation process, special attention must be paid to the quality of human resources and ensuring a harmonious and rational structure. The ultimate goal is to build a truly exemplary Central Committee, Politburo, and Secretariat, especially with key leaders, who are exemplary in terms of moral character, competence, and prestige; who are united, highly cohesive, and determined to innovate and effectively fulfill the Party's mission and leadership role in the country in the new era; contributing to bringing prosperity and happiness to the people.

The General Secretary stated that the Personnel Subcommittee of the 14th Party Congress basically agreed with the Report, the Submission, and the draft Guidelines on personnel work for the 14th Party Congress; in which, the guidelines on the number and structure of the Central Committee, the Politburo, and the Secretariat of the 14th term are established; ensuring synchronicity and close connection with the effective implementation of the policies and resolutions of the Central Committee, the Politburo, and the Secretariat of the 13th term on restructuring and streamlining the organizational apparatus of agencies, units, and localities in the political system.

On behalf of the Personnel Subcommittee of the 14th Party Congress, General Secretary To Lam, Head of the Personnel Subcommittee of the 14th Party Congress, commended and highly appreciated the sense of responsibility and thorough preparation of the Standing Committee of the Personnel Subcommittee and the Working Group. He instructed the Standing Committee to study and fully incorporate the opinions of the members of the Personnel Subcommittee and the Working Group, and to continue reviewing and perfecting the relevant contents mentioned in the draft submissions of the Personnel Subcommittee of the 14th Party Congress and the draft Guidelines on Personnel Work to be submitted to the Politburo for consideration and comments, before submitting them to the 11th Plenum of the 13th Central Committee for consideration as prescribed.
