
On the morning of April 10th, the 11th Conference of the Central Committee of the 13th Party Congress was solemnly inaugurated in Hanoi .
General Secretary To Lam presided over and delivered the opening speech at the Conference.
Politburo member and President Luong Cuong presided over the opening session.
At this conference, the Central Committee discussed and gave opinions on 15 topics focusing on two main groups of issues.
These are issues related to the continued restructuring of the political system's apparatus, the reorganization of administrative units, and the organization of two-tiered local governments.

The group of issues concerns the continued preparation for the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term.
Also at the Conference, the Politburo will report to the Central Committee for consideration and decision on a number of personnel matters within its authority, and report to the Central Committee on the national situation, the global situation, and the regional situation.
The important tasks addressed by the Politburo and the Secretariat since the 10th Central Committee meeting, as well as thematic topics on institutional reform and breakthroughs in science, technology, innovation, and national digital transformation.
Building a government that is close to and responsive to the people.
In his opening remarks at the Conference, General Secretary To Lam stated that regarding the group of issues related to continuing the restructuring of the political system's organizational apparatus, the reorganization of administrative units, and the organization of local governments at two levels, over the past four months, implementing the conclusions of the Central Committee, the Politburo, and the Secretariat, the leadership and direction have basically completed the restructuring and streamlining of the organizational apparatus of Party, Government, National Assembly, and Front agencies at the central level. The figures on streamlining, work efficiency, and cost savings presented in the reports clearly demonstrate the revolutionary nature of this streamlining process.
Overall, however, the organizational structure of the political system is not yet fully perfected, especially at the local level.
To continue the revolution in streamlining the organizational structure, the Politburo and the Secretariat held numerous meetings, thoroughly discussing various aspects and reaching a high level of consensus to submit to the Central Committee the Project on rearranging and reorganizing administrative units at all levels and building a two-tiered model of local government organization; along with projects on the Party organization system at the local level; projects on rearranging and streamlining the Fatherland Front, political-social organizations, and mass organizations assigned tasks by the Party and the State; projects on rearranging the Courts and Procuracies; and projects on amending and supplementing the Constitution and laws of the State, amending and supplementing regulations on the implementation of the Party Charter, and regulations on Party inspection and supervision to ensure synchronized implementation.
This is an issue of great concern to officials, Party members, and the people. The vast majority of the people and Party members agree with, support, and highly appreciate this policy, and hope for its early implementation.

The General Secretary affirmed that the plan for rearranging and reorganizing administrative units at all levels and building a two-tiered local government model, along with the accompanying plans, are very important issues of historical significance; not only involving the rearrangement of organization, apparatus, and personnel, but also decentralizing authority; rearranging administrative units; allocating resources; and creating space for development.
The goal is to build a government that is closer to the people, more responsive to their needs, and better serves them; at the same time, to open up a new era in national development with a long-term vision, at least for the next 100 years.
The General Secretary requested that the Central Committee members, with their innovative thinking and thorough revolutionary spirit, for the development of the country and for the people, focus their opinions on the contents suggested for discussion accompanying each Project, especially major issues such as the policy of reorganizing administrative units - reducing the number of provinces and cities to 34; abolishing the district level, reducing the number of commune-level administrative units by about 50%; the model of a two-tiered local government organization, linked with decentralization and delegation of power, especially at the newly merged commune level, in order to truly be closer to the people, better serve the people.
Regarding the organizational model, functions, and tasks of Party agencies at the provincial and commune levels, corresponding to the two levels of local government, to ensure the Party's leadership role. Regarding the arrangement and consolidation of agencies of political-social organizations and mass associations assigned tasks by the Party and State into the direct control of the Vietnam Fatherland Front to coordinate unified action, strongly oriented towards the grassroots and the people.
Regarding the restructuring of the judicial and procuratorial systems into three levels, this involves adjusting the jurisdiction for adjudication, supervision, and prosecution accordingly.
Regarding the scope, content, and method of amending certain articles of the 2013 Constitution; and relevant Party regulations and legal provisions to implement the above-mentioned policies from July 1, 2025.
The General Secretary emphasized that all these tasks must be implemented simultaneously, without delay; he requested that Central Committee members provide input on the plan and roadmap for implementation to ensure synchronization, uniformity, smooth operation, and effectiveness, so as not to disrupt the operations of agencies, production and business activities, and the daily lives of people and businesses.
Meeting the needs of the people increasingly better.
Regarding the group of issues related to continuing preparations for the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, since the 10th Central Committee meeting, the Politburo has continued to decisively and urgently direct the preparation of organizational work for the 14th National Congress of the Party, focusing on two groups of issues: documents and personnel.
Regarding the documents, the General Secretary emphasized that the content and presentation of the documents have been significantly improved to ensure their validity, scientific rigor, practicality, actionability, feasibility, and purposefulness, following the principle that the Political Report is a "lighting torch," and the other reports are "handbooks for action."

The overarching theme of these documents reflects an unwavering commitment to the socialist path; effectively addressing the dialectical relationship between stability and development, adhering closely to the grand objective of "meeting the needs of the people ever better"; and a determination to realize the country's two centenary goals. These are very high goals, and striving to achieve them will be extremely difficult.
Starting in 2025, much work must be done to lay the groundwork for achieving this goal. The Politburo and the Secretariat are eager to hear proposals and solutions to help achieve a GDP growth target of 8% or higher in 2025 and continuous double-digit growth in the following years, under the conditions of a revolution in organizational structure and restructuring of administrative units at all levels, as well as in the context of a "global trade war."
The most important thing regarding this matter is that each locality, ministry, and sector must identify "things that need to be done immediately" from within its own resources in order to achieve the set targets.
Regarding personnel, the General Secretary clearly stated that this is the "key" issue of "key" issues in realizing the goals and vision of the 14th Party Congress. Higher demands require a higher standard of cadres, especially strategic-level cadres.
Personnel work must be prepared early and will continue to be supplemented and refined until the 14th Party Congress. The Politburo has directed a review and supplementation of the draft Guidelines on Personnel Work of the 14th Central Committee to align with the structure of the new organizational model; a review and proposal to the Central Committee to supplement the strategic-level cadre planning; and a draft amendment and supplement to some contents of Politburo Directive 35 on organizing Party congresses at all levels leading up to the 14th Party Congress.
All these important tasks are aimed at successfully organizing Party congresses at all levels and holding the 14th National Party Congress in the first quarter of 2026 as planned.
At the same time, the Politburo submitted to the Central Committee a plan on "Directions for the Election of Deputies to the 16th National Assembly and Deputies to People's Councils at all levels for the 2026-2031 term," with the aim of organizing elections earlier and reforming, innovating, and improving the effectiveness of the National Assembly and People's Councils, contributing to fully promoting the people's right to self-governance in the affairs of the country.
These are very strategic and crucial issues for the country's development in this new phase.
The General Secretary requested that Central Committee members carefully study the documents and provide feedback on the important contents of each thematic topic. These documents will serve as the basis and "guiding principles" for leading and directing the successful organization of Party congresses at all levels; the 14th National Party Congress; and the elections of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
In the context of the urgent new situation, requiring breakthroughs, decisiveness, and unwavering unity from policy proposal to implementation, the General Secretary requested that Central Committee members and delegates attending the Conference uphold their sense of responsibility, focus their intellect, and contribute ideas to the contents so that the Conference can achieve its set goals and requirements.
