Today, on the occasion of the 15th anniversary of the establishment of the Women's National Assembly of Vietnam (May 15, 5 - May 2008, 15), I am honored and delighted to meet again the female National Assembly deputies of the country. This is the third time I have directly met female National Assembly women since the Vietnam National Assembly Women's Group was established. I am really happy and proud to see that after each meeting, the team of female National Assembly deputies has a new and more positive development. On behalf of the leaders of the Party, State and with personal feelings, I respectfully send to the delegates and members of the Women's Parliamentary Group of Vietnam cordial greetings, sincere greetings and best wishes.
Dear comrades and delegates,
Looking back at the nation's thousands of years of history of nation building and defending the country, we all see that Vietnamese women, regardless of their positions, always show their roles, bravery, intelligence and good qualities, making positive contributions to the construction and defense of the country; social economic development; preserving and promoting the nation's fine cultural traditions and taking care of family life... just as the dearly beloved President Ho Chi Minh affirmed: "Vietnam's brocade and rivers are made by our women, young and old, making efforts to weave and embroider to make them more beautiful and brilliant". And with the great contribution of Vietnamese women, Uncle Ho presented women with 8 golden words "Hero - Not Khuat - Trung Queen - Dam Dang".
Creating conditions for women to develop and be equal has been our Party's cross-cutting point since its founding. Women's rights were mentioned right in the first Constitution in 1946, affirming in Article 9, that is: "Women have equal rights with men in all respects". The Party's policy on women's work and gender equality has received special attention and is reflected in many resolutions of the Party Congress, resolutions and directives of the Party Central Committee, the Politburo and the Secretariat... Especially Resolution No. 11-NQ/TW, dated April 27, 4 of the Politburo on women's work in the period of accelerating industrialization and modernization of the country with the view: "To promote the great role of women in national industrialization, , raising the status of women, realizing gender equality in all fields of politics, economy, culture and society is one of the important tasks and goals of the Vietnamese revolution in the new period"; and goal: "Striving for our country to be one of the countries with the most progressive gender equality achievements in the region". After summarizing 2007 years of implementing Resolution 10, on January 11, 20, the Secretariat of the Party Central Committee issued Directive No. 01 on continuing to promote women's work in the new situation, continuing to maintain the set goals, demonstrating the Party's high determination, and enhancing the responsibilities of the heads of the Party committees and organizations in implementing the Resolution.
In the process of implementing the renovation cause, our country has achieved many important achievements in all fields of economy, politics, culture, society, national defense, security and foreign affairs, etc., including achievements in perfecting the development institution; this also continues to be a breakthrough requirement in the Resolution of the XNUMXth Party Congress. On that basis, the Party's guidelines and policies have been institutionalized into laws, creating a legal corridor for the country to develop more and more sustainably. I have said many times: "Our country has never had the opportunity, potential, position and international prestige like today". This is the result of a whole process of determination, effort and striving of the whole Party, people and army; of the whole political system, including the great and important role of the National Assembly in general and female National Assembly deputies in particular.
From the first years, at the highest state power agency, through each National Assembly term, female National Assembly female deputies have always shown their bravery, intelligence, talent and enthusiasm, worthy of being excellent women and representatives of the People. The number and quality of female National Assembly deputies is increasing day by day. From where there were only 10 female deputies in the 151st National Assembly, up to now, our number of female deputies to the 30,26th National Assembly has reached 2 comrades, accounting for 77%.
Not only in terms of quantity, but also the quality, qualifications, education, expertise and operational experience of the female delegates have also been continuously improved; the rate of speaking and participating in meetings is always high; Many opinions are received and persuasive. Many female delegates have been trusted by the Party and State and assigned to lead the National Assembly, Ethnic Council, and Committees of the National Assembly; heads, deputy delegations and other positions in the political system. Among the 151 female National Assembly deputies sitting here today, there are many comrades who hold high positions in the leadership of the Party and State, are good managers, entrepreneurs, typical people in various branches and fields of social life (We have had female National Assembly Chairwoman, Standing Vice President of the National Assembly, Vice President; current female comrade of the Secretariat of the Secretariat of the National Assembly, former Chairwoman of the National Assembly XIII, former Chairwoman of the National Assembly, etc.) . With the mission and responsibility entrusted to her by voters, our female National Assembly deputies have been making important active contributions to the cause of industrialization, modernization, construction and defense of the country.

As Comrade Chairman of the Women's National Assembly of Vietnam Group recently reported, with the aim of creating a forum for female National Assembly deputies to exchange, exchange and share operational experiences and thereby contribute to improving the quality of activities in the National Assembly, especially issues related to gender equality, over the past 15 years, the Group has organized many activities, contributing to well performing the high functions of the National Assembly, the National Assembly's decision-making, and supervision of paramount issues.
I have just heard the comments and suggestions and recommendations of some women representing the Women's National Assembly, I am very excited and happy for your efforts and continuous efforts to increase the participation of women in all areas of social life, especially in the political field. I welcome and appreciate the profound, enthusiastic and responsible opinions of comrades and women deputies to the National Assembly. The Party and State will continue to pay more attention to the work of female cadres, including female National Assembly deputies, and advocates for gender equality.

Dear Comrades, Ladies and Gentlemen,
We all know that the cause of renewal, industrialization, modernization, national construction and defense in the new period is placing very high demands on the entire Party, the people and the whole political system of our country, including the great roles and responsibilities of the National Assembly, the National Assembly deputies and female National Assembly deputies. I hope that comrades of the National Assembly and the Women's National Assembly need to be deeply aware of that and work together to better perform their functions and tasks. I would like to note the following issues:
First, the female National Assembly deputies should continue to promote the heroic and glorious tradition of Vietnamese women, wholeheartedly and wholeheartedly for the benefit of the nation, the nation, and the people's happy life; better perform its role as the People's representative; promote a high sense of responsibility in building and perfecting the legal system (including laws and policies on gender equality), supreme supervision and decision-making on important national issues in the operation of the National Assembly.
Second, each female National Assembly member needs to constantly study, practice and improve her moral quality and professional and professional qualifications and capacity; promote women's strengths, create a high level of persuasion in participating opinions as well as in activities of the National Assembly. At the same time, female National Assembly deputies also need to promote their bravery and wisdom, truly being "steel roses", shining examples of solidarity, striving, progress, development and spreading, inspiring women across the country, especially the young generation.
Third, the group of women deputies of the National Assembly needs to continue to innovate in terms of content, diversify methods of operation, improve quality, share experiences, exchange information, knowledge and skills in activities of the National Assembly, create consensus of the National Assembly in participating in the development of policies and laws in general, including policies and laws on women, children, and gender equality; contribute to the effective implementation of the goal of promoting gender equality and narrowing the gender gap; improve the quality and effectiveness of female National Assembly deputies.
Fourth, the Women's National Assembly should continue to strengthen and expand friendship exchanges and international cooperation, actively participate in international and regional conferences, seminars, and forums, especially on promoting gender equality, preventing and combating domestic violence, poverty and climate change, etc., further enhancing the position and prestige of Vietnamese female National Assembly deputies in the international arena.
Our Party and State have been creating all conditions for female National Assembly women to promote their role as representatives of the People; ensure resources for the better implementation of the law on gender equality. I believe that our group of female National Assembly deputies will continue to promote the achieved results, make greater contributions to the National Assembly's activities, fulfill its responsibilities as representatives of the People, and contribute to improving the effectiveness and efficiency of the Vietnamese socialist rule of law state of the people, by the people and for the people.
