On June 30th, the Ho Chi Minh City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee held a ceremony to announce the Resolutions and Decisions of the Central and local authorities on the merger of provincial and commune-level administrative units, the termination of district-level administrative unit operations, the establishment of Party organizations, and the appointment of Party committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees of Ho Chi Minh City, communes, wards, and special zones.
A heavy but glorious responsibility.
In an atmosphere of excitement, pride, and a desire to continue maintaining the momentum of innovation and development, in Ho Chi Minh City, General Secretary To Lam delivered a speech and expressed that we are here to witness an event of historical significance.

"This is not just an administrative event, but a strategic transformation, an inevitable and objective requirement of the people and the country in the journey of building development driving forces for the nation and the region, worthy of the aspiration for a strong and prosperous Vietnam by 2045," the General Secretary emphasized.
Throughout various historical periods, Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau have established themselves as three strong development hubs in the South, boasting outstanding achievements in industry, trade, services, seaports, and international integration.

The consolidation of the three localities is not merely a combination, but a culmination of shared intelligence and a common will for development, forming a megacity, a financial, manufacturing, logistics, and innovation center of regional and global significance.

This is a pioneering and groundbreaking step in reforming the urban government apparatus, creating favorable conditions for the rapid, strong, and efficient development of the most urbanized region in the country.

This model will foster growth, autonomy, and flexibility in governance, while creating a clear framework and institutions for satellite cities, industrial zones, logistics centers, and port services to fully realize their potential. Most importantly, a service-oriented state and government will no longer be just a slogan but will become concrete, substantive actions reaching directly to the people and businesses.

“We are standing before a great opportunity. Every organization, every community, every individual is a crucial link in this powerful reform machine. Every Vietnamese citizen, at home or abroad, has a civic role and responsibility in moving the country forward, overcoming difficulties, developing internal strengths, leveraging external forces, and mastering their own future,” the General Secretary emphasized, urging that each workday be a day of creation; that each person be a soldier on the front lines of reform; and that the revolutionary spirit be strong, decisive, and creative, imbued with the national spirit in every action, every decision, and every step of development.
The General Secretary emphasized the need to continue working together, united in solidarity, and unanimously implementing the two-tiered local government model successfully, ensuring the smooth, effective, and efficient operation of the organizational system; protecting the legitimate rights of the people; caring for social welfare; and expanding development opportunities for all segments of the population.
