This afternoon, October 10th, a monitoring delegation from the Standing Committee of the Quang Tri Provincial People's Council, led by Ms. Ho Thi Thu Hang, Head of the Provincial Party Committee's Inspection Committee and Head of the Culture and Social Affairs Committee of the Provincial People's Council, worked with the Department of Culture, Sports and Tourism on the implementation of Resolution No. 35/2017/NQ-HĐND dated December 14, 2017, of the Provincial People's Council on the approval of the overall tourism development plan for Quang Tri province until 2025, with orientation to 2030 (Resolution 35); and Resolution No. 12/2022/NQ-HĐND dated April 15, 2022, of the Provincial People's Council on policies to support tourism development in Quang Tri province, giai đoạn 2022 - 2030 (Resolution 12).

According to the report of the Department of Culture, Sports and Tourism, Resolution 35 has contributed to changing the mindset and awareness of the importance of the tourism industry , attracting the participation of all levels, sectors, people, businesses and the whole society. Tourism infrastructure has received investment attention. Initial steps have been taken to mobilize many resources, especially socialized resources, for tourism development.
This has attracted a number of strategic investors to conduct research, surveys, and invest in business, especially in the coastal tourist areas of Cua Tung and Cua Viet. The effectiveness and efficiency of state management in tourism have been gradually improved. Emphasis has been placed on research, restoration, preservation, and promotion of the value of revolutionary historical relics and natural resources.
The province has coordinated with localities in the region and those along the East-West Economic Corridor to successfully organize many events and activities to promote tourism. It continues to shape and improve the quality of tourism products associated with the province's unique resources, such as: revolutionary historical tourism, tourism commemorating former battlefields and comrades, cultural and spiritual tourism, ecological tourism, and island and coastal tourism.
Many important tourist areas and destinations have been developed, such as Cua Tung, Cua Viet, Con Co, Vinh Thai, Khe Sanh, Lao Bao, the banks of Hien Luong - Ben Hai, Vinh Moc tunnels, Quang Tri Ancient Citadel... Many new tourism products are being developed to increase attractiveness and draw more tourists.
In particular, the tour to Con Co Island has been developed, opening up a new direction for the development of island and coastal tourism with great potential; community-based tourism models in Huong Hoa district create a fresh look and new impetus for development in the western part of the province, promising much potential and room for further exploitation and development.
The Cua Viet - Cua Tung - Con Co Island tourist area has been included by the Government in the list of potential locations for development into a national tourist area for the period 2021-2030, with a vision to 2045. Key tourist areas and sites such as Hien Luong - Ben Hai riverbanks, Vinh Moc tunnels, Quang Tri Ancient Citadel, and the Le Duan Memorial Area are receiving investment and restoration attention; the Cua Viet - Cua Tung - Con Co Island tourist area is being upgraded.
Main tours and routes such as: Recalling the old battlefields and comrades; DMZ tourism; and the "One day, three countries in one meal" tour continue to be developed and strengthened. In addition, tourism products such as: "War Memories - Aspiration for Peace" associated with the Peace Festival; "Mysteries of the Sacred Land"; the program "Paying Tribute to the Ancient Citadel - Warming the River of Fire - Exploring Con Co Island"; and the night tour program visiting the Truong Son National Martyrs Cemetery - Quang Tri Ancient Citadel - Thach Han River Flower Release Wharf... have attracted the attention of tourists.
The total number of visitors in the first nine months of 2024 reached over 2.9 million; total social tourism revenue reached over 2,300 billion VND, of which revenue from accommodation and travel services reached over 823 billion VND. It is estimated that the number of tourists will reach the target set in Resolution 35 by 2025, which is to attract 3.25 million tourists.
Regarding Resolution 12, support has been provided to four tourist areas to develop zoning plans at a scale of 1/2,000. Guidance is currently being provided to localities to standardize criteria for recognizing provincial-level tourist areas and tourist destinations. Investment support has been provided to the Klu Community Tourism Area in Dakrong commune, Dakrong district, from the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas, with a total investment of 6.915 billion VND.
At the meeting, the Department of Culture, Sports and Tourism proposed that the Provincial People's Council direct relevant departments and levels of government to provide maximum support and expedite investment procedures to seize opportunities for project implementation, creating a breakthrough for the development of the tourism industry.
Prioritize the early allocation of funds to complete the planning work at historical sites, both to serve the purpose of demarcating conservation areas and to create favorable conditions for mobilizing funding through socialized methods, as well as attracting businesses to invest in exploitation through public-private partnerships. Implement policies to promote and stimulate tourism through the Lao Bao and La Lay international border gates...
Ms. Ho Thi Thu Hang, Head of the Culture and Social Affairs Committee of the Provincial People's Council, emphasized that, in addition to positive results, tourism development in the province still faces many difficulties such as: tourism products are still monotonous, fragmented, and not attractive despite the great potential and room for growth; human resources in the tourism sector are still lacking and weak; tourism infrastructure has not been invested in adequately and is not attractive to investors.
Although community-based tourism destinations in Huong Hoa district have developed rapidly in recent years, they have not yet accessed the support resources stipulated in the resolution; environmental sanitation at these tourist sites is still not guaranteed.
Therefore, it is suggested that the Department of Culture, Sports and Tourism should continue to strengthen state management in the field of tourism in the coming time; do a good job of planning, avoid overlaps to attract investors; have solutions to develop tourism on Con Co Island; and address the issue of stalled tourist destinations.
Innovate tourism practices and develop unique tourism products, such as combining tourism with on-site activities. Focus on investment promotion; enhance promotion on social media platforms. Strengthen linkages between tours and routes to attract tourists. Develop a comprehensive guidebook on Quang Tri tourism.
Regarding the recommendations and proposals from the Department of Culture, Sports and Tourism, the supervisory team will receive and compile them for submission to the Provincial People's Council for resolution within its authority.
