This morning, November 12th, in Ha Giang province, the People's Committee of Ha Giang province, in collaboration with Plan International Vietnam, CARE International in Vietnam, and the Research Center for Community Development Initiatives (RIC), organized a conference to summarize the "Moving Forward" program for the 2023-2024 period and discuss plans for implementing the program in the 2024-2025 period via online format.

The “Moving Forward” program, funded by the Irish Embassy in Vietnam, aims to improve the quality of life for ethnic minority communities in particularly disadvantaged areas across six communes in Dakrong and Huong Hoa districts, Quang Tri province; four communes in Da Bac and Lac Son districts, Hoa Binh province; and five communes in Xin Man and Vi Xuyen districts, Ha Giang province. This is achieved through a community-centered approach and support for the implementation of policies to promote socio-economic development in ethnic minority and mountainous regions.
In Quang Tri province, during the 2023-2024 period, the program contributed to capacity building and supported the construction of community-managed infrastructure such as: concrete flood-avoidance roads within villages; water supply systems; solar-powered village lighting; public toilets... in the communes of Dakrong, Ta Long, Ta Rut (Dakrong district) and Lia, Ba Tang communes (Huong Hoa district).

On the other hand, successful workshops were organized on the "Safe and Comprehensive School Framework"; workshops were held to share information on disaster prevention resources to develop integrated disaster prevention plans; and six safe school construction projects were completed for six kindergartens, primary and secondary schools in Dakrong and Ta Long communes (Dakrong district) and Huong Loc and Lia communes (Huong Hoa district), benefiting 1,084 students.
Specifically, the program organized 9 study tours on livelihood models for livelihood groups and cooperatives in 6 project-area communes with 298 participants; supported 15 groups and cooperatives in developing models of crop cultivation, livestock farming, and service businesses; and organized a fair to showcase agricultural products from the 6 project-area communes to promote and support market connections.
The conference devoted most of its time to discussions and assessments by delegates from Quang Tri, Ha Giang, and Hoa Binh provinces regarding the achievements of the 2023-2024 period. Simultaneously, it defined overall goals for the 2024-2025 period, focusing on integrating standards and factors for climate change adaptation; maintaining a community-centered approach where communities propose initiatives, plan, and implement measures to improve living conditions and socio-economic development in ethnic minority and mountainous regions.
