The above content is included in the draft policy on specific tuition fee support for public and private secondary school students, for the 2024-2025 school year, submitted to the Ho Chi Minh City People's Council on the morning of December 9th.
Specifically, students receive support ranging from 30,000 to 60,000 VND per month, depending on the location, equivalent to 100% of public school tuition fees. Private school students (excluding those with foreign investment) receive a similar amount.
Group 1 includes students from schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, and Binh Tan, with a fee of 60,000 VND per student. Group 2 includes students from Nha Be, Hoc Mon, Can Gio, Cu Chi, and Binh Chanh, with a fee of 30,000 VND per student.
The estimated budget for implementing this policy is 237 billion VND. Of this, 221 billion VND is for tuition fee support for public secondary school students (over 464,000 students); and 16 billion VND is for support for private secondary school students (over 30,000 students).

According to the Ho Chi Minh City People's Committee, tuition fee support will be implemented from the 2021-2022 school year to the 2023-2024 school year. In 2021-2022, 100% of public school tuition fees will be subsidized. In 2022-2023, a partial subsidy will be provided for the difference due to tuition fee adjustments. In 2023-2024, the city will provide a partial subsidy for the difference due to tuition fee adjustments for preschool and high school, and a 100% tuition fee subsidy for junior high school.
After three years of implementing the tuition fee support policy, the Ho Chi Minh City People's Committee has found that the policy is well-received by the people, creating peace of mind and motivation for parents and city residents to develop their economy and production and business activities, and to recover the economy after a long period of dealing with the COVID-19 pandemic. Meanwhile, students can confidently attend school without having to drop out due to financial difficulties in paying tuition fees.
Currently, eight localities nationwide offer free tuition from preschool to grade 12 in public schools: Vinh Phuc, Khanh Hoa, Hai Phong, Ba Ria - Vung Tau, Da Nang , Quang Nam, Quang Ninh, and Yen Bai. Additionally, Long An offers a 50% tuition reduction for preschool children under 5 years old and free tuition for junior high school students.
