Ho Chi Minh City is entering a new phase of development, in which modern, ecological urban agriculture , high-tech applications, and   digital transformation   These have been identified as crucial pillars. This is not only an inevitable trend, but also an important solution to enhance added value, competitiveness, and the quality of life for farmers.

Farmers are transforming themselves in the digital space.

According to Nguyen Thanh Trung, Chairman of the Ho Chi Minh City Farmers' Association, farmers currently account for about 20% of the city's population. This force is gradually shifting from traditional production thinking to modern urban agriculture, applying biotechnology, automation, e-commerce, and digital platforms in production and business.

The Resolution of the Ho Chi Minh City Party Congress for the 2025-2030 term identifies the development of modern, ecological, and high-tech urban agriculture; the building of civilized and professional farmers; and the promotion of comprehensive digital transformation in agriculture and rural areas.

In addition, the "Digital Literacy Movement" is being strongly implemented under the direction of the Ho Chi Minh City Party Committee, aiming to improve digital skills for officials, members, and citizens.

However, the digital transformation process in agriculture still faces many challenges. Production scale remains small and fragmented, the level of technology application is uneven, and some farmers still lack digital skills. Digital infrastructure in some areas does not meet requirements, the linkages between production, processing, and consumption are not sustainable, and the capacity for market forecasting and agricultural product branding is still limited.

In this context, the role of associations, departments, and agencies at all levels in accompanying, guiding, and connecting is becoming increasingly important.

Bringing digital skills to every member.

In response to the demands for increased added value, adaptation to climate change, and deeper international integration, developing agriculture in a smart, circular, modern, and sustainable direction has become an inevitable trend.

According to Mr. Nguyen Thanh Trung, digital transformation is identified as one of the important driving forces for optimizing production processes, reducing costs, improving productivity, quality, efficiency, and competitiveness of Vietnamese agricultural products.

Over the years, Ho Chi Minh City has focused on investing in infrastructure and establishing pioneering units in the field of high-tech agriculture, such as the City's High-Tech Agricultural Zone, the City's Biotechnology Center, and the High-Tech Dairy Cattle Breeding Demonstration and Experimentation Farm.

"Farmers are gradually improving their professional skills and effectively applying digital technology to the management, organization of production, and consumption of agricultural products, such as: automatic irrigation systems, temperature and humidity sensors, electronic logbooks, using QR codes for traceability, and promoting products on digital platforms," ​​Mr. Trung commented.

Currently, Ho Chi Minh City has 692 high-tech agricultural production facilities covering an area of ​​over 18,432 hectares; 734 high-tech livestock farms with a scale of approximately 11.83 million head of livestock and poultry; and 50 high-tech shrimp farming facilities.

Many cooperatives, production groups, and individual producers have proactively adopted digital skills, livestreaming sales, and connecting directly with consumers. This has led to a significant shift in mindset from "agricultural production" to "agricultural economy."

Forming classes of digital farmers

The Chairman of the Ho Chi Minh City Farmers' Association stated that, during the 2025-2030 period, Ho Chi Minh City will focus on developing urban agriculture in a modern direction, applying high technology, green, circular, and ecological agriculture, linked with educational tourism, experiential education, and environmental protection.

Simultaneously, with the aim of becoming a center for agricultural research, testing, and technology transfer, the city prioritizes investment in the construction of a high-tech agricultural zone for the fisheries sector in Can Gio and the expansion of the high-tech agricultural zone in Cu Chi (23.3 hectares).

"This will be an important platform for farmers to quickly access scientific and technological advancements, automation, artificial intelligence, and smart, modern agricultural models," Mr. Trung said.

In line with Resolution No. 57-NQ/TW of the Politburo, farmers are identified not only as producers but also as central actors in the digital transformation process of agriculture. Therefore, along with investment in infrastructure and technology, special attention should be paid to improving the digital skills, management capacity, and adaptability of farmers to the digital economy.

Accompanying its members throughout this process, the City's Farmers' Association at all levels continues to coordinate and organize practical, hands-on digital skills training courses, effectively promoting models such as "Digital Farmers' Groups," "Digital Farmers' Branches," and "Farmers' Clubs for Digital Transformation."

Through this initiative, Ho Chi Minh City aims to cultivate a dynamic, creative force of "digital farmers" with an innovative spirit and the ability to adapt flexibly to market demands.

Besides enhancing digital skills, the city is also strengthening connections between businesses, experts, scientists, and credit institutions to support people in accessing capital, new technologies, markets, and startup and innovation programs, contributing to promoting the development of urban agriculture in a modern and sustainable direction.

Mr. Vu Ngoc Dang, Head of the Rural Development Sub-Department, Ho Chi Minh City Department of Agriculture and Environment, said that in recent times, the Department of Agriculture and Environment has advised the Ho Chi Minh City People's Committee to submit to the Ho Chi Minh City People's Council for promulgation many mechanisms and policies to support the development of high-tech agriculture, green agriculture, circular economy, and promote the linkage of agricultural production and consumption. This is an important foundation for forming a unified policy framework for the new agricultural region of Ho Chi Minh City.

These policies have contributed to attracting investment in high-tech agriculture, supporting cooperatives in innovating production, creating conditions for businesses to participate deeply in the value chain, and promoting production according to market demand instead of fragmented and spontaneous production.
