Comrade Nguyen Quoc Huy, Chairman of the People's Committee of Phan Rang - Thap Cham City, stated: 2025 is a particularly important milestone; it is the final year of implementing the 5-year socio-economic development plan (2021-2025), and the year of holding Party congresses at all levels for the 2025-2030 term. Deeply adhering to the province's motto of action: "Unity and discipline; proactive creativity; streamlined efficiency; accelerated breakthrough," from the beginning of the year, the City People's Committee proactively issued a plan outlining 10 main groups of tasks and solutions to implement 13 key targets, with 198 specific tasks across various fields, and has achieved many important results.
Specifically, in the first six months of the year, the city's socio-economic development was stable, with the trade and service sectors recovering and making strong breakthroughs, achieving a production value of over 4,791 billion VND, an increase of 11.1%. Total retail sales of goods and service revenue reached over 18,119 billion VND, an increase of 14.3%. Tourism recovered impressively with 1.36 million visitors, including 180,000 international visitors, generating social income of approximately 1,200 billion VND. To achieve these results, the city focused on exploiting its potential and advantages, creating favorable conditions, encouraging businesses and production, service, and tourism establishments to diversify products and service types, actively applying information technology, organizing promotional programs, and serving the needs of consumers to the fullest extent, attracting tourists to increase revenue and profits. In particular, many unique and large-scale cultural programs, activities, and events are organized, most notably the Ninh Thuan Province Culture, Sports , Tourism, and Culinary Week in 2025. This not only helps the city promote its culture and beautiful image, but also increases the number of tourists visiting and relaxing, boosting the development of trade, services, and tourism.
Industry and construction performed well, with a production value of VND 5,653 billion, a growth of 12.8%. Of this, the industrial sector achieved VND 3,807.7 billion, a 15.8% increase, focusing on traditional products such as: frozen shrimp (up 15.5%); sugar (up 14.3%); aloe vera jelly (up 84.5%); canned beer (up 67.9%)... To promote industrial development, the city focused on solutions to remove difficulties for businesses; prioritizing investment in technical infrastructure for industrial zones and clusters, and attracting green, clean, and high-tech investments. For the construction sector, thanks to the accelerated progress of key projects: Phu Ha New Urban Area, Phan Rang Center project, Binh Son - Ninh Chu beach project; and the increased demand for construction by households, the production value increased significantly compared to the same period last year, reaching 7.1%.
In various fields, including planning and construction management; resources and environment; investment and development; and budget revenue collection, attention was paid to implementation. In the first six months of the year, the city issued 842 new business registration applications with a total capital of over 130 billion VND. Total state budget revenue in the area reached over 484 billion VND, achieving 74.4% of the plan.
Along with economic development, the city focuses on improving the quality of education and training, healthcare, and fully and promptly implementing social welfare policies for the people. Currently, all 13 communes and wards in the city have been recognized as maintaining the standards for universal preschool education for 5-year-olds, universal primary education, universal lower secondary education, and universal literacy; 36 out of 43 schools, or 83.7%, meet national standards. Food safety and hygiene, and various diseases, especially endemic diseases such as dengue fever and hand, foot, and mouth disease, are well controlled. In particular, the program to eliminate temporary and dilapidated houses has been focused on and completed on schedule, with 61 out of 61 houses completed, including 33 new houses and 28 houses renovated.
Comrade Nguyen Quoc Huy, Chairman of the City People's Committee, further stated: The city has identified the key task in the coming period as effectively implementing the reorganization of administrative units; in the immediate future, preparing all conditions for the effective operation of the new commune-level administrative apparatus. In addition, localities will focus on solutions to achieve development targets. They will effectively implement solutions to promote and resolve difficulties and obstacles for businesses in order to boost industrial development. They will also accelerate the investment and construction progress of key projects to drive economic development and increase people's income.
Furthermore, strengthen land management, urban order management, and environmental sanitation. Improve the quality of education and training, focusing on solutions to upgrade schools to national standards, and promote social mobilization. Pay attention to protecting and caring for the health of the people. Fully and promptly implement social security policies. Promote and develop cultural, artistic, and sports movements to enhance the spiritual life of the people.
