In keeping with the nationwide atmosphere of enthusiastic emulation to achieve accomplishments in celebration of the 134th anniversary of President Ho Chi Minh's birth (May 19, 1890 - May 19, 2024), on the morning of May 19, at Vinhomes Urban Area, Thanh Hoa City held a groundbreaking ceremony for key projects in accordance with Resolution No. 303/NQ-HĐND, dated July 13, 2022, of the Provincial People's Council on some specific mechanisms and policies for the development of Thanh Hoa City.

Key projects under Resolution No. 303/NQ-HĐND of the Provincial People's Council on some specific mechanisms and policies for the development of Thanh Hoa City have been commenced, including: the Thanh Hoa City Children's Cultural Palace and Sports Center Project; the Hoi An Park Renovation and Upgrading Project; the Le Loi Boulevard Expansion Project, from Phu Son intersection to Dong Bridge; and the North-South Railway Overpass and approach roads project on the East-West Boulevard.

According to a report by the People's Committee of Thanh Hoa City, the Children's Cultural Palace and City Sports Center project, located in Dong Hai ward, covers an area of ​​4.1 hectares with a total investment of over 247.85 billion VND. The project aims to complete the infrastructure for extracurricular education, creating facilities for organizing educational, recreational, and learning activities for the youth of Thanh Hoa City. This will contribute to improving the quality of human resources, serving the sustainable development of the city, and simultaneously ensuring the criteria for a Class I urban area, creating an architectural highlight for the new central area of ​​Thanh Hoa City.

In terms of construction scale, the Children's Cultural Palace includes the following main components: a 7-story building; a 300-seat arena; a 3-story auxiliary building; a covered physical activity area; a main gate; a guardhouse; a fence; teaching and administrative equipment; and technical infrastructure. The sports center includes the following main components: 2 training football fields; 2 basketball courts; 1 tennis court; an indoor swimming pool; a gate; a fence; a guardhouse; technical infrastructure; and a parking lot. The project construction time is 20 months, with an expected completion date of December 2025.

The Hoi An Park Renovation and Upgrade Project has a total investment of over 76.284 billion VND. Its goal is to create themed green areas and landscapes, as well as recreational, entertainment, and sports facilities to serve the needs of the people. Simultaneously, it aims to maximize the cultural value of Hoi An Park, create a focal point in the landscape, harmoniously integrate with the overall urban landscape architecture, and contribute to the socio-economic development of the city. The project's construction period is 14 months, with an expected completion date of July 2025.

The Le Loi Boulevard Expansion Project, from Phu Son intersection to Dong Bridge, has a total investment of VND 1,008 billion. Its goal is to gradually complete the transportation network in the area, connect transportation routes within the province, serve the travel needs of the people, and contribute to promoting socio-economic development and ensuring national defense and security for the city in particular and Thanh Hoa province in general. It also aims to enhance connectivity and facilitate transportation between regions and Tho Xuan Airport; reduce traffic congestion on the city's main arterial road; and create an urban landscape axis. The Le Loi Boulevard Expansion Project, from Phu Son intersection to the end of Dong Bridge, has a length of 1.5 km. The construction time is 15 months, with an expected completion date of September 2025.

The North-South Railway Overpass and approach roads project, part of the East-West Boulevard, has a total investment of over VND 647.12 billion. The project aims to complete the transportation system according to the approved plan, create an architectural highlight in the city; synchronously connect transportation infrastructure and urban technical infrastructure, facilitating travel for the people; and reduce traffic congestion on National Highway 47 section crossing the North-South railway. Simultaneously, it connects urban areas to the East and West with the city center; serving the economic, cultural, and social development of Thanh Hoa City. The North-South Railway Overpass and approach roads have a total length of 800m. According to the design, the bridge is aesthetically decorated to create a focal point for the urban space of Thanh Hoa City. The project's construction time is over 13 months, with an expected completion date of July 2025.

Speaking on behalf of the provincial leaders at the groundbreaking ceremony, Mr. Mai Xuan Liem, Member of the Standing Committee and Vice Chairman of the Provincial People's Committee, emphasized: Thanh Hoa City is one of four localities that have received attention from the Provincial Party Standing Committee and the Provincial People's Council, which have issued resolutions on some specific mechanisms and policies, with the goal of building and developing the city into a leading locality in the province in the cause of industrialization and modernization; striving to become a smart, modern city by 2030, one of the top five cities under the province nationwide, and a driving force contributing significantly to making Thanh Hoa province a new growth pole in the North of the country.

The implementation of investment projects under the special mechanism issued by the province for Thanh Hoa City aims to further improve infrastructure, beautify and develop the urban area, create a prominent environmental landscape for the city center, and contribute to the development of a green, civilized, and modern city. At the same time, it will meet the transportation needs, serve social welfare, and improve the lives of the people. Upon completion, these projects will create momentum for urban development, increase the ability to attract investment, and promote the socio-economic development of the province; contributing to the implementation of Resolution No. 58-NQ/TW of the Politburo on building and developing Thanh Hoa province until 2030, with a vision to 2045.

According to the schedule, the projects will be completed and put into operation in 2025. To achieve this goal, Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested Thanh Hoa City to recognize these as key projects of special significance to the city; they are exemplary projects with unique architectural and landscape features characteristic of Thanh Hoa, therefore, decisive management and direction are needed for the investors, construction contractors, and supervision contractors to uphold a high sense of responsibility and perform their functions and duties according to regulations on investment and construction; organize construction to ensure quality, technical standards, aesthetics, progress, environmental safety and hygiene, and labor safety. Strive to complete them ahead of schedule and aim for these projects to be inaugurated to celebrate the 20th Thanh Hoa Provincial Party Congress, term 2025-2030.

The Vice Chairman of the Provincial People's Committee requested Thanh Hoa City to strengthen the direction of its subordinate departments and the governments of the wards through which the road passes, ensuring effective land clearance, compensation, and resettlement support; and handing over clean land to construction units to meet the required progress plan. At the same time, proactively resolve difficulties and obstacles during implementation; especially for the Le Loi Boulevard Expansion Project, which involves a large volume of land clearance and affects many households. Therefore, it is necessary to urgently arrange resettlement areas for eligible households to quickly stabilize the lives of the people. Thanh Hoa City should continue to promote a proactive spirit, focus resources, and continue to implement key investment projects in the area according to the investment list in the resolution on some specific mechanisms and policies that have been approved. The Vice Chairman of the Provincial People's Committee requested that relevant departments and agencies proactively coordinate with Thanh Hoa City and the investor to promptly and effectively resolve issues related to the project within their authority.

Speaking at the groundbreaking ceremony, on behalf of the Party Committee, government, and people of Thanh Hoa City; the investor, construction contractors, and supervision consultants, Comrade Tran Anh Chung, Provincial Party Committee member and Chairman of the People's Committee of Thanh Hoa City, seriously and fully acknowledged the directives of the Vice Chairman of the Provincial People's Committee and committed to effectively implementing the project in accordance with the province's directives. In the coming time, the city hopes to continue receiving the attention and support of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, as well as the coordination and assistance of provincial departments and agencies, so that the project can be completed according to schedule.
