Accordingly, following the directive from the People's Committee of Thu Duc City, the Thu Duc City Land Registration Office Branch held a meeting with the Thu Duc City Tax Department and agreed that citizens only need to submit their applications at the Thu Duc City Land Registration Office Branch instead of having to go through multiple bureaucratic procedures as before. This change will take effect from June 7th.

Specifically, according to the Thu Duc City Land Registration Office, based on Official Letter No. 08 of 2022 from the Ho Chi Minh City Tax Department regarding the confirmation of information for non- agricultural land use tax declarations for taxpayers, the authority to determine the necessary information as a basis for calculating non-agricultural land use tax belongs to the Branch of the Land Registration Office. Citizens do not need to contact the Ward People's Committee to determine this information.

Therefore, the Thu Duc City Land Registration Office branch has assigned the department responsible for receiving and returning documents to guide citizens in fully declaring non-agricultural land use tax information as required when they come to complete land-related procedures. This includes preparing documents related to land ownership changes.

Previously, the Tax Department of Thu Duc City sent a document to the Thu Duc City Land Registration Office Branch, the Thu Duc City People's Committee, the People's Committees of the 34 wards of Thu Duc City, and the Ho Chi Minh City Notary Information and Consulting Center, notifying them about the management and declaration of non-agricultural land use tax.

Accordingly, from May 20, 2023, the People's Committees of 34 wards of Thu Duc City and the Ho Chi Minh City Notary Information and Consulting Center will support and guide taxpayers when registering changes in land and house ownership (buying, selling, gifting, inheritance) to contact the Thu Duc City Tax Department to pay all non-agricultural land use taxes and declare non-agricultural land use tax returns up to the present time.

When receiving applications for changes in land and house registration, the Thu Duc City branch of the Land Registration Office must provide a confirmation slip for non-agricultural land use tax obligations up to the present time, instead of the previous non-agricultural land use tax payment receipt.

The Thu Duc City Tax Department also requested that the Thu Duc City Land Registration Office Branch, upon receiving applications for changes in house and land registration and confirmation slips for non-agricultural land use tax obligations from taxpayers, should send scanned files to the Thu Duc City Tax Department.

This has caused many difficulties for people because they have to run around everywhere to process land registration documents and pay non-agricultural land use tax, from the ward People's Committee to the State Treasury, the Tax Department, and the Thu Duc City Land Registration Office branch.

Therefore, requiring only one application submission at the application receiving and processing department of the Thu Duc City Land Registration Office branch has helped people save a lot of time and effort.
