
The Standing Committee of the Ho Chi Minh City Party Committee has reached a conclusion regarding the policy of establishing urban administrative units in Ho Chi Minh City.
Accordingly, the Standing Committee of the Ho Chi Minh City Party Committee unanimously agreed on the principle of establishing urban administrative units in Ho Chi Minh City for 29 communes that meet all 9/9 criteria as stipulated in Article 5 of Resolution No. 112/2025/UBTVQH15 of the Standing Committee of the National Assembly .
These are the communes: An Nhơn Tây, Bình Hưng, Bình Chánh, Bà Điểm, Bình Lợi, Bình Mỹ, Đông Thạnh, Hóc Môn, Hưng Long, Long Hải, Long Điền, Nhà Bè, Hồ Tràm, Ngãi Giao, Tân An Hội, Tân Nhựt, Tân Vĩnh Lộc, Vĩnh Lộc, Xuân Thới Sơn, Thái Mỹ, Củ Chi, Đất Đỏ, Cần Giờ, Hiệp Phước, Phú Hòa Đông, Châu Pha, Long Sơn, Bàu Bàng, Bắc Tân Uyên.
The Standing Committee of the Ho Chi Minh City Party Committee assigned the Party Committee of the Ho Chi Minh City People's Committee to lead the City People's Committee in directing the Department of Internal Affairs and other relevant departments and agencies to coordinate with the People's Committees of the 29 communes to finalize the Project on establishing urban administrative units, and submit it to the competent authority for consideration and regulation.
At the same time, the members of the Standing Committee of the Ho Chi Minh City Party Committee assigned to oversee specific areas are tasked with paying attention to communes that do not meet the criteria for establishing urban administrative units, in order to support, share, assist, and create favorable conditions for these communes in carrying out their tasks.
On June 15th, the Ho Chi Minh City People's Committee issued a plan to organize public consultations on the establishment of urban administrative units within the city.
Accordingly, Ho Chi Minh City is seeking public opinion from all households in the communes where urban administrative units are being established (establishing wards based on the existing communes).
The People's Committee at the commune level organizes the collection of public opinion by distributing opinion questionnaires to households. If 50% or more of the total number of households in the area approve, the drafting agency will continue to refine the proposal and submit it to the Commune People's Council for consideration and feedback.
If less than 50% of the total number of households in the area approve, the Commune People's Committee will reorganize the consultation process. After two consultations, if less than 50% of the total number of households in the area still do not approve, the Commune People's Committee will report to the Ho Chi Minh City People's Committee for consideration and decision.
The deadline for soliciting opinions is June 18th, and the results must be reported before June 20th. The People's Committee of the commune will submit the proposal to the People's Council of the same level for consideration and feedback on the establishment of the urban administrative unit before June 22nd; and finalize the relevant documents for the Project, sending them to the People's Committee of Ho Chi Minh City (through the Department of Internal Affairs) before June 26th.
