At the Ho Chi Minh City socio -economic press conference on the afternoon of October 30th, Mr. Vo Cong Luc, Head of the Land Management Department of the Department of Natural Resources and Environment, provided information on the progress of processing land use right certificates (pink books) for homebuyers in commercial housing development projects in the city.
17,300 certificates have been issued to buyers of commercial housing.
According to Mr. Luc, as of May, the Ho Chi Minh City Department of Natural Resources and Environment had identified 81,085 houses in housing development projects across the city that, despite having received assessment documents confirming eligibility for certificates, could not be issued due to some outstanding issues.
By the end of October, the Department and the Land Registration Office had processed and issued 17,300 land ownership certificates to homebuyers in various projects.
In addition, the Department has forwarded 7,000 files to tax authorities to verify financial obligations as a basis for issuing certificates to homebuyers in upcoming projects.
A representative from the Department of Natural Resources and Environment stated that, to address the difficulties encountered recently, the Department has categorized the problems into six specific groups. The first group consists of those awaiting confirmation from the tax authorities. The second group includes those who have submitted their applications late (including individuals and investors who have not yet submitted their applications to the Department).

The third group consists of new types of real estate, with some types still facing difficulties, such as condotels, officetels, and shop houses. For these types, the Department is preparing a document to advise the City People's Committee to send to the Ministry of Natural Resources and Environment for their opinion.
Mr. Luc stated that previously, condotel and officetel projects were granted certificates with a limited term, but now the ownership period is long-term. Therefore, the Department needs to work with the Ministry of Natural Resources and Environment to proceed with issuing certificates for this type of property.
The fourth group of issues concerns the review of additional financial obligations. The fifth group includes other issues related to homebuyers, offsetting financial obligations, etc., and finally, the group is currently under inspection and investigation.
Will a task force be established to expedite the issuance of land ownership certificates?
The Department of Natural Resources and Environment stated that it has continuously held direct meetings with tax authorities, project investors, and project businesses to resolve difficulties and obstacles in order to protect the rights of homebuyers in the project.
However, resolving the six aforementioned difficulties and obstacles requires coordination and exchange of information between the Department of Natural Resources and Environment and relevant agencies. Therefore, the implementation progress is not yet guaranteed, the Department added.
To address this shortcoming, the Department of Natural Resources and Environment will advise on the establishment of a task force to resolve difficulties and expedite the issuance of certificates to homebuyers in commercial housing projects.
Accordingly, the task force will consist of representatives from various departments, the People's Committees of districts and counties, and Thu Duc City to exchange information, gather direct feedback, resolve obstacles and difficulties, and expedite the issuance of certificates, meeting the legitimate needs of homebuyers in the projects.
