The regulation banning extra classes for first graders has received support from many people because from now on, the situation of students being dragged to extra classes outside until late at night after regular school hours will end. However, some parents have also expressed concern about stopping the second session and stopping final exam review due to some difficulties.
Mr. Vu Van Hai, Principal of Cam Linh Secondary School, Ba Vi District ( Hanoi ), said that the school is still organizing 2 sessions/day and waiting for further instructions from the management agency. "Although it is difficult, ensuring quality is necessary and must be done, so in the short term, the school will still encourage teachers to train final year students to achieve good scores in the advanced exam. In the long term, we hope to have a source of support for the school to pay the teachers' salaries," said Mr. Hai.
On the online forum, parents posted information about a middle school announcing that it would stop organizing second-session classes starting February 10. Students will be off school all afternoon during the week. This information makes parents worried because they will have to pick up their children at noon and think about how to manage the afternoon.

The principal of a secondary school in Ba Dinh district (Hanoi) said that the nature of Circular 29 is not a complete ban but rather to strengthen management of extra teaching and learning. In fact, some schools have had a mentality of being isolated, avoiding, and mechanically applying such measures as completely stopping second-session teaching or stopping final exam review activities, which is not true to its nature.
Ms. Pham Thi Le Hang, Head of the Department of Education and Training of Ha Dong District (Hanoi), said that the unit has thoroughly informed schools about the implementation of the regulations in the circular on extra teaching and learning. According to Ms. Hang, for schools with the facilities and resources to organize two sessions a day, they will continue to maintain the teaching plan as before, not skipping the second session.
Mr. Pham Van Ngát, Head of the Department of Education and Training of Thanh Tri District (Hanoi) also affirmed that extra teaching and learning activities that are contrary to regulations will have to stop from February 14. Schools that have the conditions to organize 2 sessions/day that are not contrary to the regulations in the circular will not have to stop.
Difficulty in final exam preparation
According to principals of junior high and high schools, a difficult problem now is that final exam review activities without fees will be difficult to maintain.
The principal of a high school in Hanoi said that ensuring graduation is not a difficult problem, but students who want to pass the entrance exams to top universities and colleges will have to work harder and be at a disadvantage if they have to go to centers to study more.
The principal of the secondary school also affirmed that if teachers are not allowed to collect extra tuition for final exam preparation in accordance with the spirit of the new circular, they will not participate in the preparation. At that time, students will have to find classes at centers to study in order to achieve high scores in the 10th grade entrance exam to enter specialized schools.
Meanwhile, parents hope that teachers can accept small groups of final year students to tutor and review them for major exams, but this is currently also subject to regulations.
Head of the Department of Secondary Education ( Ministry of Education and Training ) Nguyen Xuan Thanh said that the Ministry of Education and Training does not prohibit extra teaching but seeks solutions for effective management. In principle, schools that implement the correct number of class periods as prescribed have ensured knowledge for students. In the case of teachers who want to teach in small groups of students but collect money, they must comply with the provisions of the circular. That is, organizations and individuals that organize extra teaching and learning must register their business in accordance with the provisions of the law.
