The regulation prohibiting extra tutoring in academic subjects for first-grade students has received support from many people because it will put an end to the situation where, after regular school hours, students are dragged to extra tutoring sessions outside until late at night. However, some parents have also expressed concerns about stopping afternoon classes and final exam preparation due to certain difficulties.

Mr. Vu Van Hai, Principal of Cam Linh Secondary School in Ba Vi District ( Hanoi ), said that the school is still organizing classes in two sessions per day and awaiting further guidance from the management agency. “Despite the difficulties, ensuring quality is necessary and must be done. Therefore, for the time being, the school will continue to encourage teachers to tutor graduating students to achieve good scores in the entrance exam. In the long term, we hope to receive financial support to pay the salaries of our teaching staff,” Mr. Hai said.

On online forums, parents shared information about a middle school announcing the suspension of afternoon classes starting February 10th. Students will have the afternoon off every week. This information has caused concern among parents as they will have to pick up their children at lunchtime and figure out how to manage them in the afternoons.

The principal of a junior high school in Ba Dinh district (Hanoi) believes that the essence of Circular 29 is not a complete ban, but rather a strengthening of management regarding extracurricular tutoring. In reality, some schools have adopted a defensive, evasive attitude, applying regulations mechanically, such as completely stopping afternoon classes or final exam preparation, which is not in line with the true nature of the regulation.

Ms. Pham Thi Le Hang, Head of the Education and Training Department of Ha Dong District (Hanoi), said that the unit has instructed schools to strictly adhere to the regulations in the circular on supplementary teaching and learning. According to Ms. Hang, schools with the necessary facilities and resources to organize two-session teaching per day will continue to maintain their previous teaching plans and will not discontinue the second session.

Mr. Pham Van Ngat, Head of the Education and Training Department of Thanh Tri District (Hanoi), also confirmed that extracurricular tutoring activities that violate regulations will have to stop from February 14th. However, schools that have the capacity to organize two-session-per-day teaching do not violate the regulations in the circular and therefore do not have to stop.

Facing difficulties while preparing for final exams.

According to principals of junior and senior high schools, a current difficulty is that conducting final exam preparation activities without charging fees will be hard to sustain.

The principal of a high school in Hanoi believes that ensuring a passing grade is not a difficult task, but students who want to get into top academies and universities will face more difficulties and disadvantages when they have to attend tutoring centers.

The principal of the junior high school also affirmed that if teachers are not allowed to collect fees for extra tutoring to prepare for the final exams, as stipulated in the new circular, they will not participate in the tutoring sessions. In that case, students will have to find classes at tutoring centers on their own to achieve high scores in the 10th grade entrance exam and the entrance exam for specialized schools.

Meanwhile, parents expect teachers to accept small groups of graduating students for tutoring and review sessions to prepare them for major exams, but this is currently subject to regulations.

According to Nguyen Xuan Thanh, Director of the Department of Secondary Education ( Ministry of Education and Training ), the Ministry of Education and Training does not prohibit tutoring but seeks solutions for effective management. In principle, schools adhering to the prescribed lesson duration ensures students acquire the necessary knowledge. In cases where teachers wish to teach small groups of students but charge fees, they must comply with the regulations of the circular. Specifically, organizations and individuals providing tutoring must register their businesses in accordance with the law.
