Providing livelihoods, helping people escape poverty.

Over the years, through the implementation of a project to replicate the poverty reduction model of breeding cattle, many poor, near-poor, and newly-escaped-from-poverty households in Thanh Ba district have gained sustainable livelihoods, contributing to increased income, improved living standards, and sustainable poverty alleviation. Khai Xuan is one of the localities that has successfully implemented this program.

Ms. Tran Kim Dung, a poor household in Khai Xuan commune, is caring for breeding cows that she received support from the National Target Program for Sustainable Poverty Reduction.

The family of Ms. Nguyen Thi Ngung in Zone 10, Khai Xuan Commune, is one of the near-poor households that received breeding cows from the National Target Program for Sustainable Poverty Reduction in 2023. Ms. Ngung, now 70 years old, has a husband who has been bedridden for 9 years due to illness, and the family lacks a stable income, making life very difficult. With the breeding cow provided, she carefully cared for it according to the instructions, resulting in the cow developing well, growing quickly, and now being ready for breeding.

Ms. Tran Kim Dung, another impoverished household in Zone 10 who received a breeding cow, shared: “My husband and I are unemployed, our two children are young and both have disabilities, and our family lacks capital to invest in economic development. When the government provided us with a breeding cow, my husband and I were very excited because it is a motivation to help our family improve our economic situation and try to escape poverty.”

The program of donating cows to poor, near-poor, and newly-escaped-from-poverty households under the Livelihood Diversification and Poverty Reduction Model Development Project of the National Target Program for Sustainable Poverty Reduction is extremely practical and effective.

Comrade Nguyen Truong Thanh - Chairman of the People's Committee of Khai Xuan commune, said: “The commune received 22 breeding cows from the 2023 Sustainable Poverty Reduction Model Development and Diversification of Livelihoods Project. These cows were assigned to 22 poor and near-poor households for care. Currently, the herd is thriving, with many cows beginning to breed. Since receiving the cows, the families have been very happy and focused on caring for them to create a stable source of economic development for their families.”

To facilitate the development of cattle herds for poor households, in recent years, in addition to effectively implementing the program and project of distributing breeding cattle, the commune has also coordinated with specialized departments of the district to organize vocational training classes in livestock farming for the people. This has helped people raise cattle in a biosecure manner, controlling diseases and protecting the environment. The commune has also intensified the dissemination of poverty reduction goals to all sectors, organizations, and all levels of the population to raise awareness in poverty reduction efforts. This, in turn, inspires the proactive spirit and determination of the poor to improve their lives.

In addition, the commune facilitates access to preferential loans for poor households and implements comprehensively the State's support programs and projects to help households improve their economic development. Supporting livelihoods, vocational training, job creation, and increasing people's income are considered important and necessary tasks in the implementation of the National Target Program for Sustainable Poverty Reduction.

As a result, the percentage of poor and near-poor households in the commune decreased from 8.4% in 2022 to 6.02% in 2023, and the target for 2024 is to reduce it to 4.7%. Building on the success of 2023, Khai Xuan commune is expected to receive support for another 22 cows this year. The commune has completed the assessment procedures and is awaiting the district's decision and allocation of the cows to poor, near-poor, and newly-escaped-from-poverty households in the area.

It can be affirmed that, with its active implementation, adherence to criteria, and targeting the right beneficiaries, the project to replicate the model of poverty reduction through breeding cattle in Khai Xuan commune has gained the trust and positive response of the people. The program of providing breeding cattle is considered a "fishing rod," a necessary and prerequisite condition in the process of sustainable poverty reduction in the area, helping households escape poverty early, gradually improve their quality of life, and contribute to building a stronger, more prosperous, and civilized Khai Xuan commune.
