Earlier that morning, in Nam Can town (Nam Can district, Ca Mau province), the Secretary of the Ca Mau Provincial Party Committee and other provincial leaders visited and offered incense at the memorial monument commemorating the martyrs of the Hon Khoai Uprising.

The uprising took place on December 13, 1940, and is associated with the name of martyr, teacher, journalist, and Hero of the People's Armed Forces Phan Ngọc Hiển (also known as Teacher Hiển).

The uprising became a landmark in the history of the national liberation struggle of the Party Committee, government, people, and army of Ca Mau. Proud of the Hon Khoai Uprising, the southernmost region of the country has adopted the date of the uprising (December 13th) as the province's revolutionary tradition day.
