The Gia Lam District Party Committee recently held a conference to disseminate and implement Directive No. 35-CT/TW dated June 14, 2024, of the Politburo (13th term) and other documents from the Central Committee, the City Party Committee, and the District Party Committee regarding the Party Congresses at all levels for the 2025-2030 term.

Accordingly, delegates were clearly briefed on the purpose, requirements, and specific implementation of important and key contents in the organization of Party branch and Party committee congresses at all levels leading up to the 23rd Gia Lam District Party Congress, term 2025-2030, including: the content of the Congress; the preparation of documents and organization of discussions; the preparation of personnel and election of Party committees (with emphasis on the criteria for Party committee members; the time for calculating the age for participation in Party committees, government, the Fatherland Front, and political-social organizations; the age for participation in Party committees, government, the Fatherland Front, and political-social organizations; the structure and number of Party committee members, standing committee members, and deputy secretaries of Party committees; the personnel process for Party committees; conducting elections within the Congress); the structure and number of delegates and the election of delegates to the higher-level Congress.
Timeline for Party Congresses at all levels: Party branch congresses under the grassroots Party committee will not exceed one day, starting in February 2025 and completed before March 20, 2025; for Party branches under the pilot Party committee of the district, congresses will begin on January 1, 2025 and be completed before the grassroots Party committee congresses are held.
The congresses of grassroots Party branches directly under the District Party Committee shall not exceed one day, and the congresses of Party members or delegates of grassroots Party committees shall not exceed two days, starting in April 2025 and completed before June 30, 2025. For grassroots Party organizations holding pilot congresses, the congresses shall be held in early February 2025, and the 23rd District Party Congress shall not exceed three days, held after the completion of the grassroots-level congresses and completed before August 31, 2025.

According to Nguyen Tien Viet, Standing Deputy Secretary of the District Party Committee and Chairman of the Gia Lam District People's Council, the Party Congresses at all levels for the 2025-2030 term, leading up to the 14th National Congress of the Party, are a momentous event for the country. They constitute a broad political activity throughout the Party, the people, and the armed forces, creating an atmosphere of excitement, joy, and emulation to achieve accomplishments in celebration across the country. In particular, regarding new and key priorities, the grassroots and subordinate Party committees of the district need to pay special attention to and correctly implement the leadership, guidance, and directive documents.
Focus on document quality and personnel.
To ensure that the implementation of the Party Congress at all levels proceeds on schedule and in accordance with the content and guidelines, according to Gia Lam District Party Secretary Nguyen Viet Ha, the District Party Committee has instructed all Party committees and their leaders to focus on leading and directing the Congress; promptly, after the meeting, grassroots Party committees should develop and implement leadership and guidance documents for the Party branch congresses and organize their own Party congresses in accordance with regulations and requirements, and promptly disseminate and implement them to Party organizations and members in appropriate and serious manner.
Regarding the preparation and organization of the Congress's agenda, focus should be placed on effectively drafting the Congress documents. This is an extremely important aspect, with the Political Report being the product of the collective intelligence of Party members, the people, and the Party organization and locality. The process of drafting the Political Report must ensure continuity and development; attention should be paid to developing it with innovative thinking, a new approach to drafting the Political Report, and a scientific approach to its development, from the initial outline, detailed outline, structure, and layout of sections to the final draft.
“The report should not be too long, but must be highly directional, accurately identifying issues related to Party building, political system development, socio- economic development, national defense and security… of the locality, agency, and unit, especially during the period of transforming the district into a city and the commune into a ward, so that Party committees, Party organizations, Party members, and the people can understand and implement it. High priority must be given to completing it with quality, meeting the time requirements for organizing the Party congress at their respective levels,” emphasized the Secretary of the Gia Lam District Party Committee.

Regarding personnel preparation for the 2025-2030 Party Congress, it is essential to ensure the direct and comprehensive leadership of the Party Committee; and to emphasize the role and responsibility of the collective leadership and the head of the organization as stipulated. The formation of the Party Committee, the Standing Committee of the Party Committee, and the leadership positions of the Party Committee for the 2025-2030 term must ensure continuity, innovation, and continuous development of the cadre; prioritizing quality, with a reasonable number and structure, while effectively implementing the policies and resolutions on personnel work at all levels of the City and District.
Personnel preparation and elections must be carried out seriously, in accordance with the principles and regulations of the Party and the laws of the State; ensuring synchronicity, comprehensiveness, interconnectedness, strictness, democracy, science, objectivity, impartiality, and transparency; ensuring high unity and consensus; and closely linked with the planning and preparation of leadership personnel for the government, the Fatherland Front, and other political and social organizations. The placement and arrangement of cadres should be linked to the reorganization of administrative units and the implementation of the policy that the Party Secretary and Chairman of the People's Committee of communes and towns should not be from the local area, aiming to achieve the targets set by the City Party Committee (over 50%).
In particular, the process of conducting Party Congresses at all levels must be done correctly, completely, with quality and efficiency; ensuring compliance with regulations; and ensuring the Congress proceeds according to plan. During the preparation and conduct of the Congress, it is essential to consistently do a good job in political and ideological work, especially information and propaganda, ensuring unity and cohesion; and to prioritize and focus on leadership and guidance to successfully complete the political tasks, socio-economic development, national defense, and security of the locality, agency, or unit, while simultaneously promoting patriotic emulation movements.
According to the Secretary of the Gia Lam District Party Committee, for the Party committees of communes and towns subject to administrative unit mergers, the focus should be on preparing for the Congress and leading and directing the Congresses of subordinate Party branches to be completed ahead of schedule, in order to promptly implement the merger when the document on administrative unit mergers is issued.
