The Politburo issued a new Directive on Party Congresses at all levels.

(Chinhphu.vn) - On April 14, 2025, General Secretary To Lam, on behalf of the Politburo, signed and issued Directive No. 45-CT/TW (Directive No. 45) of the Politburo on party congresses at all levels towards the 14th National Congress of the Party.

This Directive replaces Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on party congresses at all levels towards the 16th National Congress of the Party; Conclusion No. 118-KL/TW, dated January 18, 2025 of the Politburo on adjusting and supplementing a number of contents of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo.

According to Directive No. 45, the 14th National Congress of the Party held in early 2026 is an important political event of the Party and a great event of the country; a special milestone on the path of development, opening a new era, "the era of national rise", "autonomy, self-confidence, self-reliance, self-strengthening, national pride"; at the same time, it is the time to vigorously carry out a comprehensive and synchronous revolution in arranging and streamlining the organizational apparatus, improving the efficiency, effectiveness and efficiency of the political system.

The Congress reviewed the five-year implementation of the Resolution of the 13th National Party Congress; summarized a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; summarized the Party building work and implementation of the Party Charter; assessed the five-year implementation of the 10-year Socio -Economic Development Strategy 2021 - 2030, the directions and tasks for socio-economic development in the five-year period 2026 - 2030 and the following years; and elected the 14th Party Central Committee for the 2026 - 2031 term.

The Party Congresses at all levels for the 2025 - 2030 term are a broad political activity, taking place in the context of our country achieving many great achievements, important, outstanding and comprehensive results in the fields of: building and rectifying the Party and the political system; fighting against corruption, waste and negativity; socio-economic development, national defense, security and foreign affairs. The role, potential, position and international prestige of our country continue to be enhanced; the strength of great national unity is strongly promoted; the people's trust in the Party is increasingly consolidated and strengthened...

1. Party congresses at all levels carry out the following four contents:

(1) Summarize the implementation of the Party Congress resolution for the 2020-2025 term and determine the directions, goals, tasks, and solutions for the 2025-2030 term.

(2) Discuss and contribute opinions to the draft documents of the 14th National Party Congress and documents of the congress of the directly superior Party Committee.

(3) Elect the Party Executive Committee for the 2025 - 2030 term.

(4) Electing delegates to attend the congress of the upper-level party committee.

In places where there are real difficulties in personnel preparation, and the competent Party Committee agrees, the congress with 3 contents will not proceed to elect the new Party Committee.

The Party Committees of provinces and centrally-run cities are merged and consolidated; Party committees of communes, wards, and special zones directly under the provincial level (including communes that are not merged, communes subject to merger or consolidation that have held congresses), party committees (party cells) that are merged, consolidated, or newly established according to the policies, resolutions, and conclusions of the Party Central Committee, the Politburo , and the Secretariat of the 13th tenure on the arrangement and streamlining of the organizational apparatus of agencies and units in the political system, then the congress with 2 contents (summarizing the implementation of the congress resolution for the 2020-2025 term on the basis of the content of the congress resolutions of the party committees and party cells before the merger or consolidation; determining the directions, goals, tasks, and solutions for the 2025-2030 term and discussing and contributing opinions to the draft documents of the 14th Party Congress, the draft documents of the congress at the direct higher level), not electing a new term Party committee and a delegation to attend the congress at the higher level.

The Standing Committee of the immediate superior Party Committee shall directly appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman, and deputy chairman of the inspection committee of the Party Committee for the new term and allocate the number and appoint delegates to attend the congress of the superior Party Committee.

For commune-level party committees that are not merged or consolidated and have held congresses for the 2025-2030 term, (i) Organize executive committee meetings to discuss draft documents of the congresses of the directly superior party committees according to regulations. (ii) Based on the standards, conditions, structure, and number according to the Politburo's Directive, the Standing Committees of the Provincial Party Committees and City Party Committees continue to direct the review and completion of the Party Committee personnel for the 2025-2030 term and the personnel of delegates to attend the Party Congresses of the superior party committees, ensuring compliance with regulations.

2. The draft documents of the Party Committee submitted to the congress include two main reports:

+ The Party Committee's political report is the central report, playing a guiding role for other documents; it must comprehensively, objectively and honestly assess the situation, achieved results, advantages, limitations, causes and lessons learned in accordance with the new situation and requirements; at the same time, absorb the guiding viewpoints, policies and major orientations in the draft documents of the 14th National Congress of the Party and of higher levels, forecast the situation to set out directions, goals, targets, tasks and feasible solutions for the 2025 - 2030 term, paying attention to breakthrough tasks and solutions with a long-term vision.

+ The review report of the Party Committee must be combative, promote the spirit of self-criticism and criticism; correctly, objectively, comprehensively and honestly assess the results of leadership, direction and organization of implementation in the 2020 - 2025 term; the results of implementing the resolutions and conclusions of the 4th Central Conference of the 11th, 12th and 13th terms associated with studying and following Ho Chi Minh's ideology, morality and lifestyle; stipulate what Party members are not allowed to do and regulations on setting examples for cadres and Party members, especially leaders; clearly point out the causes, especially subjective causes, of limitations, shortcomings and weaknesses and clearly identify the responsibilities of collectives and individuals; at the same time, it is necessary to propose plans, roadmaps and effective measures to correct and overcome in the 2025 - 2030 term.

3. Regarding personnel preparation and Party Committee election:

3.1. Criteria for Party Committee members

The selection and introduction of personnel for the new Party Committee must thoroughly grasp Resolution No. 26-NQ/TW dated May 19, 2018 of the 12th Party Central Committee; the cadre standards stated in Regulation No. 89-QD/TW dated August 4, 2017, Regulation No. 214-QD/TW dated January 2, 2020 of the 12th Politburo and the Party's regulations and the State's laws. Party Committees at all levels must base on the general requirements and standards stated in this Directive to specify them in accordance with the situation and characteristics at their level according to regulations (Appendix 1).

3.2. Time to calculate age to join Party committees, government, Fatherland Front (including socio-political organizations)

The time to calculate the age of participating in the Party Committee (the time to start organizing Party Congresses at each level): the grassroots level in April 2025; the level directly above the grassroots level (including Party Committees directly under the Central Public Security Party Committee) in June 2025; the Party Committees of communes, wards, and special zones directly under the provincial level in July 2025; the level directly under the Central Government in September 2025.

Time to calculate age to participate in leadership positions of People's Council, People's Committee, National Assembly Delegation March 2026

The time to calculate the age to participate in leadership positions of the Vietnam Fatherland Front (including socio-political organizations) is the time of congresses at all levels of each organization.

3.3. Age to participate in Party committees, government, and the Fatherland Front (including socio-political organizations):

Comrades who are participating in the Party Committee, government, and Fatherland Front for the first time (including socio-political organizations) must have at least one full term of service remaining at the time of the Party Congress at each level, the election time, or the congress of each organization as prescribed in Point 3.2 above.

Comrades nominated for re-election to the Party Committee must have at least 48 months of remaining service at the time of the Party Congress at each level. In special cases, the deputy secretary of the Provincial Party Committee or City Party Committee must have at least 42 months of remaining service (Appendix 2).

Cadres re-elected to the Party Committee shall be re-elected to leadership positions of the government and the Fatherland Front (including political and social organizations), but must have at least 36 months of remaining working time at the time of election or congress of each organization. The time of election or congress of each organization is as prescribed in Point 3.2 above.

The 13th Party Central Committee members implemented the regulations on re-election age according to the Personnel Work Direction of the 14th Party Congress.

3.4. Age for re-election of inspection committees at all levels: The Politburo assigned the Central Inspection Committee to specify and guide the direction of increasing the minimum time for re-election of inspection committees from 24 months to 42 months (an increase of 18 months compared to current regulations), ensuring consistency and consistency with the age for re-election of Party committees according to regulations of the Politburo.

Basically implement the policy of arranging provincial Party Secretary who is not a local person

Regulating the structure and number of Party Committee members, standing committee members and deputy secretaries of Party Committees, the Directive clearly states:

The Politburo requires that the Party Committee structure must ensure the Party Committee's direct and comprehensive leadership over important areas and fields; attach importance to quality, not lower standards for the sake of structure; implement the policy that it is not necessary for every locality, department, or branch to have people participating in the Party Committee; unify the positions with "rigid" structures to participate in the Standing Committee, the remaining positions are decided by the Party Committee according to the requirements of political tasks and the situation of the cadre team of the locality and unit.

Personnel preparation needs to harmoniously combine local human resources with the mobilization and rotation of cadres from other places. Localities and units that have a Party Committee structure but have not yet prepared local personnel, the immediate superior Party Committee shall consider and mobilize personnel from other places who meet the standards, conditions, and requirements of the political tasks of the locality or unit to introduce and appoint to join the Party Committee or supplement after the congress.

Basically, the arrangement of the Party Secretary (Deputy Secretary) concurrently being the Chairman of the People's Council at the provincial and communal levels is implemented. Each member of the Standing Committee of the Provincial Party Committee basically does not hold more than two positions in the provincial and municipal leadership positions: Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Head of the National Assembly delegation, Chairman of the Fatherland Front; other cases are considered and decided by competent authorities.

Basically implement the policy of arranging provincial Party secretaries who are not local people, associated with the use and harmonious arrangement of local staff resources in the planning; strive to basically complete it at the commune level and encourage implementation for other positions.

Assigning, arranging new work or introducing candidates for election in other localities, agencies and units for comrades who are party secretaries at the grassroots level and equivalent or higher and have held the position for more than 2 consecutive terms (8 years or more) in a locality, agency or unit.

Strive to achieve a rate of female Party Committee members of 15% or more and have female cadres in the Standing Committee; strive for a rate of young cadres (under 42 years old for provincial and communal levels) of 10% or more (calculated for the entire term); strive for a rate of cadres with scientific and technological qualifications of about 5%; the rate of Party Committee members who are ethnic minorities must be consistent with the characteristics, ethnic structure and specific conditions of each locality, agency and unit.

Party committees and heads at all levels with authority shall proactively develop specific plans to train, foster, rotate, mobilize, promote, and arrange female cadres, young cadres, cadres from ethnic minorities, and cadres with scientific and technological qualifications into positions with a structure to participate in the new term's Party committee according to regulations.

Strive to renew at least 1/3 of the total number of Party Committee members during the term (not applicable to merged or consolidated Party Committees). Implement the three-age structure in Party Committees at all levels and strive to implement it in the Standing Committee and Standing Committee of the Party Committee.

At the beginning of the term, places that have not elected enough number, ratio, and structure of Party committees according to this directive, must proactively prepare personnel during the term to complete and supplement according to regulations.

The Central Military Commission, the Central Public Security Party Committee and the Standing Committees of the Party Committees directly under the Central Committee shall, based on this directive and related regulations, provide specific guidance on the Party Committee structure, the proportion of young cadres, female cadres, ethnic minority cadres, cadres with scientific and technological qualifications participating in the Party Committee and the innovation of the Party Committee for Party Committees in the armed forces, enterprises, agencies and affiliated units with special characteristics to meet the requirements of tasks and practical situations.

Based on the standards, conditions and situation of the cadre team, the congress decides the number of Party Committee members; the new Party Committee decides the number of Standing Committee members and Deputy Secretaries of the Party Committee on the basis of regulations of the competent authority.

Time to hold party congresses at all levels

The congress of party members or congresses of delegates at the grassroots level shall not exceed 2 days, to be completed before June 30, 2025. The congresses of delegates of the directly superior grassroots party committees and the party committees of communes, wards and special zones shall not exceed 2 days, to be completed before August 31, 2025. The congresses of delegates of the party committees directly under the Central Committee shall not exceed 4 days (for places where the congresses are held with 2 contents, the time may be shorter), to be completed before October 31, 2025.

Preparatory meeting time is included in the congress time, for direct superiors at the grassroots level and above, not more than 1/2 day.

Time to organize model congresses: direct superiors at the grassroots level in the beginning of the third quarter of 2025; directly under the Central level in the third quarter of 2025.

The consolidation and addition of Party Committee members and Standing Committee members for the 2020-2025 term are implemented according to Conclusion No. 128-KL/TW dated March 7, 2025 of the Politburo on personnel work policy...

Directive No. 45 also clearly states the work of preparing congress documents and organizing discussions, the work of preparing personnel and electing Party Committees, the structure and number of Party Committee members, Standing Committee members and Deputy Secretaries of Party Committees, Party Committee personnel procedures, conducting elections in congresses, the structure and number of delegates and the election of delegates to attend congresses at higher levels; organization of implementation...
