The Politburo requested to study the abolition of district level and the merger of some provincial administrative units.

On behalf of the Politburo , Standing Committee Secretary Tran Cam Tu recently signed Conclusion No. 126-KL/TW dated February 14, 2025, of the Politburo and the Secretariat on a number of contents and tasks to continue restructuring and streamlining the organizational apparatus of the political system in 2025, which includes the requirement to study the orientation of continuing to restructure and abolish intermediate administrative levels (district level); and the orientation of merging some provincial-level administrative units;…

Accordingly, based on the conclusions of the Central Committee and the plan and roadmap for implementing tasks in 2025 of agencies, units, and localities, the Conclusion clearly states the requirement for Party committees directly under the Central Committee to focus on leading and directing the resolute implementation of the tasks and solutions mentioned in Conclusion No. 121-KL/TW, ensuring adherence to the roadmap and schedule as planned.

At the same time, it is urgent to complete the internal organization of agencies and units associated with the activities of Party committees and branches (especially for the 4 Party committees directly under the Central Committee and the 2 Party committees directly under the newly established provincial and city Party committees directly under the Central Committee), ensuring that the Party congresses at all levels are organized according to the schedule and content requirements stated in Directive No. 35-CT/TW and Conclusion No. 118-KL/TW of the Politburo .

The process of reorganizing the apparatus and assigning personnel must continue to do a good job in political and ideological work, as well as in policies and regulations for affected personnel; personnel assignments must be fair and objective in the spirit of "selecting the right people," retaining capable personnel, preventing "brain drain," preventing the emergence of complex internal issues, and ensuring that the organization of Party congresses at all levels is carried out in March 2025, with pilot congresses at the level directly above the grassroots level in early Q2 2025.

Regarding the continued implementation of restructuring and perfecting the organizational apparatus of the political system in 2025 and the 2025-2030 term, the Conclusion clearly states that the Party Committee of the National Assembly , the Party Committee of the Government, the Party Committee of the Vietnam Fatherland Front, central mass organizations, central Party committees, and Party committees and organizations at all levels are tasked with urgently researching and proposing amendments and additions to Party regulations, State laws, mechanisms, and related policies to provide a legal basis for implementing and perfecting the overall model of the political system in the coming period, ensuring synchronization in the process of streamlining the organizational apparatus.

The Party Committee of the Government directs the Party Committee of the Government Inspectorate and relevant agencies and units to urgently finalize the plan for reorganizing the inspection system. It also directs the review, evaluation, and reorganization of the activities of Party organizations within state-owned corporations, general companies, and commercial banks, with a view to transferring grassroots Party committees (in enterprises) belonging to the Party committees of these corporations and general companies to be directly under the local Party committees based on their production and business activities (reporting to the Secretariat of the Central Committee by the end of Q2/2025).

The Chairman shall preside over and coordinate with the Central Organizing Committee, the Party Committee of the National Assembly, and relevant Party committees and organizations at all levels to study the direction of continuing to reorganize and abolish intermediate administrative levels (district level); develop a plan to continue reorganizing the commune level in accordance with the new organizational model, proposing the organizational structure, functions, tasks, powers, and responsibilities of the commune level; orient the merger of some provincial-level administrative units; propose the policy of amending and supplementing relevant legal regulations and Party regulations, and report to the Politburo in the third quarter of 2025.

The Party Committee of the Central Public Security Ministry is tasked with leading and coordinating with relevant agencies and provincial and city Party committees to guide the implementation of the plan to organize the police force into three levels, eliminating district-level police forces, ensuring that the objectives, requirements, and timelines are met.

The Party Committee of the Central Party Agencies is tasked with leading and directing the Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy to research and advise on the model of agencies (courts, procuracies) with the orientation of eliminating intermediate levels (district level) and proposing additions and amendments to relevant Party mechanisms, policies, and State laws; continuing to innovate the organization and improve the quality of operation of people's courts and people's procuracies to meet the requirements of judicial reform in the new situation; and reporting to the Politburo in the second quarter of 2025.

The Central Propaganda and Mass Mobilization Department will preside over and coordinate with the Central Organization Department, the Party Committee of the Government, and Party committees and organizations at all levels to study the orientation for restructuring local press agencies by merging radio and television stations under the provincial People's Committees into the press agencies of the provincial and centrally-administered city Party committees.

The Central Military Commission shall preside over and coordinate with the Central Organization Department, the Party Committee of the Government, the Party Committee of the National Assembly, and relevant Party committees and organizations at all levels to study the orientation for further restructuring of the Army (including the organization of military agencies at the district level); propose additions and amendments to relevant Party mechanisms and policies and State laws, and report to the Politburo in the third quarter of 2025.
