Number of provincial-level administrative units after merger

At the 11th Conference, the Central Executive Committee unanimously agreed on the principle of organizing local government into two levels: provincial level (provinces, centrally-administered cities) and commune level (communes, wards, special zones under provinces and cities); ending the operation of district-level administrative units from July 1, 2025, after the Resolution amending and supplementing a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025 (amended) come into effect.

The number of provincial-level administrative units after the merger will be unified at 34 provinces and cities. The merger of commune-level administrative units will ensure a reduction of approximately 60-70% nationwide compared to the current number.
