New businesses are thriving.

The private sector is one of the key drivers of the national economy. It is also a pioneering force in the development of science and technology, innovation, and digital transformation. Furthermore, the private sector plays a core role, alongside the state-owned and collective sectors, in building an independent, self-reliant, and strong economy, closely linked to deep, substantive, and effective international integration.

Given the importance of the private economy, immediately after the Politburo 's Resolution No. 68-NQ/TW dated May 4, 2025, on the development of the private economy was issued, the Standing Committee of the Quang Ninh Provincial Party Committee issued Action Plan No. 547-KH/TU, while continuing to strongly reform administrative procedures, creating a transparent, efficient, and open investment and business environment, and providing maximum support for the development of enterprises, cooperatives, and business households.

Quang Ninh province has issued numerous documents and plans assigning tasks to departments, agencies, wards, communes, and special zones to organize and support the development of the private economy ; the Provincial Party Committee and People's Committee issued Plan No. 43-KH/DU dated June 17, 2025, on disseminating and thoroughly understanding Resolution No. 68-NQ/TW; and established a Provincial Steering Committee for the Development of the Private Economy in Decision No. 2706/QD-UBND dated July 11, 2025, chaired by the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, to unify direction, coordination, supervision, and promptly resolve difficulties and obstacles, ensuring that the goals of private economic development are implemented synchronously and effectively throughout the province.

Over the past period, in implementing Resolution No. 68-NQ/TW of the Politburo, Quang Ninh has created the most favorable conditions for the development of the private economy.

One of the key highlights in the development of the private economy and private enterprises in Quang Ninh is the policy of encouraging household businesses to transform into enterprises with many incentives such as tax exemptions, training support, legal consulting, management, and tax management. Along with this, Quang Ninh identifies over 38,000 household businesses as a crucial component in promoting and developing the private economy. The province has directed departments, agencies, and localities, especially the policy banking system, to actively promote capital support and create favorable conditions for household businesses to access loans, serving investment, expanding production and business, and developing the economy.

The outstanding loan balance for business households in the province, approximately 130 trillion VND, accounting for 60% of the total outstanding balance of credit programs, is the clearest evidence of Quang Ninh province's commitment to supporting the development of business households, especially those transforming into enterprises.

Thanks to the preferential policies and support for the development of private enterprises and household businesses in Quang Ninh, this economic sector has undergone positive changes, continuing to create breakthroughs for stronger and more sustainable development.

As evidence, in the first 11 months of the year, the province established 2,233 new businesses, reaching 111.7% of the annual plan (2,000 businesses), a 29.6% increase compared to the same period last year, with registered capital reaching 22,086 billion VND. It is estimated that for the whole year of 2025, 2,300-2,500 new businesses will be established (a 20-25% increase compared to the plan).

Thus, to date, the total number of active businesses generating taxes in the province is 13,310. There were 190 newly established cooperatives, an increase of 245.5% compared to the annual plan (55 cooperatives), bringing the cumulative total for the province to 1,230 cooperatives.

The creative and effective implementation of Resolution No. 68-NQ/TW of the Politburo on the development of the private economy, along with specific policies and incentives regarding credit, finance, management solutions, science and technology, and digital transformation in the development of private enterprises, business households, and cooperatives, will be an important foundation to help this economic sector achieve breakthrough development in the coming time, thereby making a positive contribution to the economic growth of the locality and Quang Ninh province.
