Following the province's overall development direction, Ha Long ward has focused on implementing various solutions to create a favorable environment for residents and investors to confidently start businesses and establish new enterprises. Improving the investment and business environment is a top priority, with an emphasis on reforming administrative procedures, enhancing service quality, and supporting businesses from the registration stage to the operational phase. As a result, the number of private enterprises in the area has continuously increased in both quantity and quality.
Currently, there are over 1,500 private enterprises operating in Ha Long ward, with an estimated total workforce of over 21,000 people. On average, the private sector creates approximately 700 new jobs annually, making a significant contribution to job creation, stabilizing livelihoods, and increasing income for the people. In 2025 alone, the ward is expected to see the establishment of over 100 new private enterprises, demonstrating the attractiveness of the business environment and the confidence of residents and businesses in the local development direction.

Mr. Hoang Ngoc Son, Vice Chairman of the People's Committee of Ha Long Ward, said: "Not only focusing on increasing the number of businesses, Ha Long Ward also emphasizes improving the quality of operations of newly established businesses. Accordingly, the ward is orienting the development of private enterprises based on three main pillars: service economy , infrastructure economy, and digital economy. In this, the service economy continues to play a leading role with a diversity of trade, tourism, and urban services; the infrastructure economy is linked to investment in construction and logistics; and the digital economy is gradually taking shape, in line with the general development trend."
One of the key focuses in Ha Long ward's new business development orientation is encouraging new economic models and business methods based on technology and digital platforms. Areas such as e-commerce, digital services, artificial intelligence applications, and financial technology are receiving attention and are being developed in accordance with legal regulations. Ha Long ward encourages businesses to innovate, apply science and technology, improve labor productivity, product quality, and competitiveness in the market.
Simultaneously, Ha Long ward has identified data management, connectivity, and information sharing as crucial factors in supporting sustainable business development. The application of information technology in state management, the provision of online public services, and information transparency have contributed to reducing costs and time for businesses when carrying out related procedures. This, in turn, creates favorable conditions for new businesses to quickly establish stable operations.

For the period 2026-2030, Ha Long ward aims to develop at least 100 private enterprises annually, continuing to expand the scale of the private economic sector in the area. Along with this, the ward strives for this sector to contribute over 40% of the ward's total budget revenue, provide employment for approximately 85% of the total workforce, and achieve an average annual labor productivity increase of 8.5-9.5%. These targets demonstrate the local government's strong determination to make private enterprises the main driving force for growth.
In the long-term plan, Ha Long ward aims to build a highly competitive private enterprise sector, gradually forming large-scale enterprises that participate deeply in the value chain, especially in the fields of logistics, high-quality tourism , and smart urban services. It is expected that the private sector's contribution to the local GRDP could reach 45% or more in the coming years, affirming its leading role in the ward's economy.
