
Ha Long University, a leading provider of high-quality human resources for the province, has strengthened its cooperative relationships with numerous universities, organizations, and businesses worldwide. The university has participated in four research projects within the framework of cooperation with the European Union and Germany. Notable examples include: the VIETMUS project, promoting music education in Vietnamese universities, funded by the European Union; and the REVFIN project, preventing, reducing, and recycling fishing gear waste in Vietnamese waters, funded by Germany. These projects have provided opportunities for faculty, staff, and students to access advanced knowledge and technology.
In its relations with Japan, the school has annual activities with partners such as Osaka University, Asahikawa University, Kitami Institute of Technology in Hokkaido Prefecture, Asahikawa University, etc.
Since 2017, the School has welcomed volunteers from the Japan International Cooperation Agency (JICA) to teach Japanese; and Japanese students to study Vietnamese. At the same time, it has selected outstanding students to study at several universities in Japan through student exchange programs or with scholarships from the Japanese Government , contributing to improving the quality of Japanese language training.
The Department of Education and Training has also paid close attention to this task in recent times. This year, the Department of Education and Training issued Plan No. 850/KH-SGDĐT on international integration of the education sector to raise awareness among Party members, civil servants, and public employees in the sector about the goals, viewpoints, and guiding principles of the Party, and the policies and laws of the State on international integration and building friendly relations.
To implement this plan, the sector has adopted many practical solutions such as: effectively disseminating and implementing directives from the Central and provincial authorities on international integration; promoting applied scientific research, accessing scientific inventions and advanced technologies to practically serve management and teaching-learning activities in educational institutions.
In addition, we will continue to maintain and expand bilateral relations at the provincial level with other provinces and territories; and coordinate with relevant sectors in advising on the development of mechanisms to attract investment in training.
In particular, emphasis should be placed on improving the qualifications and quality of civil servants and public employees through training courses on international integration, aiming to build a workforce with professional expertise, knowledge, foreign language skills, and abilities to serve international integration efforts and contribute to accelerating administrative reform in line with international integration requirements.

One of the notable activities is participation in the 2025 education exchange conference between five Vietnamese provinces and cities: Quang Ninh, Lang Son, Cao Bang, Tuyen Quang, and Hai Phong, and the Guangxi Zhuang Autonomous Region (China), chaired by the Guangxi Zhuang Autonomous Region Education Department (China).
This conference signed a Memorandum of Understanding on educational exchange with contents such as: Continuing to implement the mechanism of regular exchanges, successively organizing educational exchange conferences in Guangxi, China and 5 provinces and cities of Vietnam; continuing to implement the bilateral scholarship policy; strengthening the training of international talents in the field of artificial intelligence; strengthening cooperation on "AI + education" within the framework of the School of Intelligence to train talents of the new era...
Notably, regarding the enhancement of international talent training in the field of artificial intelligence, the "Cultivating One Hundred Thousand Artificial Intelligence Talents" plan for ASEAN, implemented by the Education Department of Guangxi Zhuang Autonomous Region, will allocate quotas specifically for five provinces and cities in Vietnam, including Quang Ninh, aiming to provide high-quality, multi-level human resources to serve the development of artificial intelligence in the region.
Strengthening international cooperation is opening up many opportunities for innovation in Quang Ninh's education and training sector. With a proactive approach tailored to practical realities, this activity will continue to contribute to improving the quality of education and training, thereby developing human resources and gradually integrating Quang Ninh's education and training sector into the global community in a comprehensive and sustainable manner.
