Timely support for workers
On the weekend, the boarding house with more than 20 rooms in Tam Binh ward (Ho Chi Minh City) - where Tran Thanh Tuan, a garment worker, is renting a room - was bustling with laughter and conversation. While chatting with his roommates, Tuan and several others inquired about the regional minimum wage that will be applied from January 1, 2026.
Remembering that the company's labor union had just introduced the "AI Virtual Assistant" application to help answer questions about labor unions and labor laws at https://ai.congdoantphochiminh.org.vn, Mr. Tuan accessed the application and typed the command: "I want to know about the regional minimum wage that will be applied from January 1, 2026 in the Ho Chi Minh City area." A lot of relevant information was quickly sent to Mr. Tuan and everyone else for their reference.
“Before now, I only used my phone to access Zalo, Facebook, and check online news. This is the first time I’ve used a ‘virtual assistant’ to ask about a problem I was wondering about. The AI application provided very complete and easy-to-understand answers right after I asked my question. For similar issues, I used to have to go to the union officials to ask,” Mr. Tuan shared.
Finding the "virtual assistant's" answer helpful and clear, Tuan's roommate asked him to inquire about labor law issues, specifically regarding the unilateral termination of employment contracts by businesses with employees. The answer quickly appeared on Tuan's phone.

The application "Virtual Assistant (AI) to support answering questions about Trade Unions and Labor Law" has just been widely deployed by the Ho Chi Minh City Federation of Labor (HCMCFL) to all grassroots trade unions, union members, and workers to provide 24/7 support in answering questions. A representative from the HCMCFL stated that, with its continuous operation, the "virtual assistant" ensures that union members and workers always receive timely support, even outside of working hours, on weekends, or holidays.
On this application, workers and employees will receive assistance with issues related to trade union activities, labor law, and social insurance such as: maternity leave, sick leave, work accidents, retirement, death benefits, procedures for receiving social insurance, unemployment insurance, and occupational safety and health. The "virtual assistant" also suggests how to write applications to join a trade union, applications for support, and sample reports for grassroots trade unions…
Towards comprehensive digital transformation
To support union members, workers, and union officials, the Chau Pha Commune Union (Ho Chi Minh City) has released an AI-powered "virtual assistant" for office work, legal advice, and personal matters.
Mr. Nguyen Thanh Tho, Vice Chairman of the Chau Pha Commune Trade Union, said that the "virtual assistant" system consists of 18 assistants with distinct functions on Google's Gemini application platform. These include 7 AI assistants to support administrative tasks, 5 AI assistants to provide quick advice on legal matters, and 6 AI assistants to assist with personal issues.
According to Mr. Nguyen Thanh Tho, personal support assistants will help union members and workers resolve issues such as: marriage and family counseling, career counseling, academic support, parenting, creative idea development, and programming skills enhancement. Legal support assistants will provide documents related to legal regulations such as: the 2024 Trade Union Law, the Labor Code, collective labor agreements, the 2024 Social Insurance Law, and laws on marriage and family...
"Starting from the idea of building free learning and consulting channels for workers, we developed 'virtual assistants' to help workers keep up with information in the digital age. Workers can ask any questions related to work, family, raising children, etc.," Mr. Tho informed.
Mr. Nguyen Thanh Tho shared that these are the initial steps in a comprehensive digital transformation journey for the Chau Pha commune's trade union activities. In addition, the commune's trade union is also strengthening the deployment of the "Virtual Assistant (AI) application to support answering questions about trade unions and labor laws" from the Ho Chi Minh City Federation of Labor to union members and workers. Mr. Tho expressed his hope that every official, union member, and worker can utilize technology to work more efficiently and learn better.
Along with the "virtual assistant" to support workers, the Ho Chi Minh City Federation of Labor also launched the "Online Trade Union Professional Guidance Handbook" application at https://sotay.congdoantphochiminh.org.vn. This application is designed to support grassroots trade union officials in their daily professional work.
According to Pham Trong Nhan, Vice Chairman of the Ho Chi Minh City Federation of Labor, the deployment of the "Professional Guidance Handbook" and the "Virtual Assistant (AI) application to support answering questions about trade unions and labor law" is a key solution in the digital transformation program of the city's trade union system. The program aims to contribute to modernizing operational methods and improving the capacity to serve union members and workers.
These are two key applications in the 2025 digital transformation roadmap, designed to comprehensively transform the way trade unions operate on a digital platform, aiming for each trade union official to be a smart assistant; and for each union member and worker to receive timely support anytime, anywhere.
