Complete love at the border

The Thanh Hoa Border Guard Command manages and protects a 213.6km long land border with Hua Phan province (Laos), marked by 92 border markers and 13 boundary posts; a 102km long coastline; and a sea area of approximately 23,000km2, encompassing 32 communes and wards with 175,092 households/750,407 people. Over the years, the Thanh Hoa Border Guard Command has consistently upheld the principle of relying on the people, considering them the foundation, and viewing each border resident as a "living border marker" to build a strong foundation of public support in this border region of the Fatherland.

Complete love at the border

Hien Kiet Border Guard Station, in coordination with Company 215 of the Hua Phan Provincial Military Command (Laos), conducted a joint patrol of the border marker.

On Village is one of the most remote and difficult-to-access Hmong villages in Tam Chung commune. Within the village's boundaries are three border markers. For over 30 years, Giàng A Chìa's family has taken turns guarding and protecting these markers. His childhood was spent following his father through mountains and streams to visit them. Besides his role as a living border marker, Giàng A Chìa has also been the leader of the On Village militia for many years. He actively participates with relevant authorities in disseminating information, mobilizing support, and helping villagers change their mindset, abandon drug use, and focus on economic development.

Or take the example of Mr. Phan Van Cau, a Dao ethnic minority from Suoi Tut village, Quang Chieu commune, who every month joins the officers and soldiers of the Quang Chieu Border Guard Post, trekking through the forest and wading through streams to the top of Keo Tap mountain to guard and protect the border marker. This is also the same border marker that his father - village elder Phan Van Xiet - has voluntarily protected and cared for as if it were a member of his family for over 30 years.

Along with village elders, community leaders, and respected individuals, many young men and women along the border have clearly defined their responsibilities and are actively participating with the Border Guard in protecting national sovereignty and border security. To date, one collective, 19 households, and 90 individuals have voluntarily registered to participate in protecting the border and boundary markers, and 141 groups with 523 members have established self-governing security and order teams in villages and hamlets.

Alongside protecting land borders, the people are also working together to build effective models and methods to venture out to sea and protect the sovereignty of the nation's maritime territories. For generations, the presence of fishermen at sea has not only played a crucial role in economic development, but in their journey to the open sea, they have also served as living landmarks affirming the sacred sovereignty of the nation's maritime territories.

After returning from a long fishing trip at sea, the fishermen, members of the self-managed fishing boat groups associated with safe harbors, meet with border guards. Besides exchanging stories about their fishing experiences, the border guards also inform the fishermen about legal regulations concerning maritime territories and fishing at sea. Through direct communication and explanation, the fishermen gain a better understanding of the basic policies and laws governing their fishing activities, ensuring they fish in accordance with regulations and actively participate in protecting the sovereignty of their homeland's seas and islands. To date, along the province's coastal areas, 882 safe fishing boat groups have been established with over 5,979 vessels and 11,539 crew members participating, and 140 security and order teams for ports and harbors have been formed with 7,464 members participating, working side-by-side with the Border Guard force to firmly protect the sacred sovereignty of the Fatherland's sea and islands.

The principle of putting the people first in the management and protection of the sovereignty and security of the border by the Thanh Hoa Provincial Border Guard is always deeply integrated into the movement "All people participate in protecting national territorial sovereignty and border security in the new situation," with the motto of focusing on the grassroots, being close to the people, respecting the people, "listening to what the people say, explaining things so the people understand, and doing things so the people trust," "eating together, living together, working together, and speaking the ethnic language together"; through various forms of propaganda and mobilization suitable to the level of awareness, characteristics, and occupation of each target group...

The border guards in the border regions of the Fatherland not only guard the border but also directly go down to each village, guiding the people to apply science and technology to farming and livestock breeding, contributing to sustainable poverty reduction. A series of programs have been successfully implemented by the Thanh Hoa Border Guard Command in close coordination with various levels, sectors, and forces, such as: strengthening Border Guard officers in particularly difficult border communes; Party members from border guard posts participating in activities at border village Party branches; socio-economic development programs linked to ensuring social security; the "Shelter for the Poor" program in border and island areas; "Bright Villages in Border Regions"; accompanying women in border areas; helping children go to school; children adopted by border guard posts; the "Army Officers and Soldiers Helping Children Go to School" project...

The National Border Guard Day is given attention and implemented by all levels and sectors in the province and the Provincial Border Guard Command with many meaningful and practical activities, focusing on border areas, promoting the specialized and core role of the Border Guard Command, and the role of Party committees, government agencies, the Fatherland Front, mass organizations and the people in border and island communes and wards to jointly build and strengthen a strong national border defense system.

Colonel Hoang Van Hung, Political Commissar of the Thanh Hoa Provincial Border Guard Command, stated: "Over 37 years of implementation, the National Border Guard Day has contributed to raising awareness and responsibility of the entire political system, all levels and sectors, the people, and the armed forces units in protecting territorial sovereignty and border security. This has led to the widespread development of the movement of all citizens participating in protecting national territorial sovereignty and border security in accordance with the spirit of Prime Minister's Directive No. 01/CT-TTg; further strengthening border defenses and the people's support, creating an important foundation for building increasingly solid border defense areas and regions."
