Providing free two-session-per-day schooling is a goal to strive for in order to help students develop comprehensively and improve the quality of general education.

Identifying advantages and disadvantages

Ms. Le Thi Trang, Deputy Principal in charge of Trung Vuong Secondary and High School (Vinh Long), believes that organizing two-session-per-day teaching will bring many opportunities and create favorable conditions for secondary education institutions to improve the quality of education, enhance comprehensive education for students, not only in knowledge but also in soft skills.

However, based on the school's current practice, organizing two teaching sessions per day will also face considerable difficulties.

In terms of facilities, the school lacks classrooms. With two levels (junior high and senior high), the school currently has 20 classrooms. The number of classes fluctuates between 30 and 32 each year, meaning each classroom is used by two classes in the morning and afternoon sessions.

In the second session, the school usually schedules timetables for subjects that focus on talents such as Music, Art, Physical Education, Local Education, and Experiential Activities; or subjects that utilize subject-specific classrooms such as Computer Science, or organizes activities for talent clubs. The maximum number of lessons in the second session is 2 to 3 lessons per session.

Regarding the teaching staff, the majority of teachers at the school in the 2024-2025 school year basically meet the standard number of teaching hours as stipulated in the regulations (705 hours for junior high school teachers, 629 hours for high school teachers), with some cases of excess hours. Therefore, the arrangement of teaching in the second session of the day mainly involves conducting cultural lessons according to the curriculum framework prescribed by the Ministry of Education and Training .

From the students' perspective, the school is located within the city but in a suburban area. Many students live far from the school, separated by a river, making transportation very difficult. On days with two school sessions, most students stay at school, so arranging a place for them to rest during lunchtime is also a challenging issue.

Based on practical experience, Mr. Nguyen Mai Trong, Principal of A Xing Primary and Secondary School (Huong Hoa, Quang Tri ), believes that teaching two sessions per day will give students more time to study core subjects, supplementary learning, practice, review, or participate in creative experiential activities.

At the same time, the school improves the overall quality of education by integrating life skills, physical education, arts, and foreign language education. Students can complete their studies during the day, reducing the time they have to spend studying and doing homework in the evening, helping them reduce stress and have time to rest and play.

"Implementing a two-session-per-day teaching schedule has the advantage of allowing schools to proactively develop plans and be flexible in arranging timetables and teaching content. Many parents support and agree with this because they feel secure knowing their children are supervised and learning at school all day."

However, the difficulty lies in the lack of classrooms and facilities. The school has not yet met the requirements for classrooms, toilets, boarding facilities, lunch breaks, etc.; there is no land available for building classrooms. Implementing a two-session teaching schedule means teachers have to teach all day, with little time for rest and lesson preparation, which also increases pressure,” Mr. Nguyen Mai Trong shared.

New guidelines need to be issued and attention should be paid to implementation conditions.

To effectively organize two-session-per-day teaching, Ms. Le Thi Trang believes that the Ministry of Education and Training needs specific guidelines to standardize and synchronize the methods of organization and curriculum content. Currently, implementing Circular 7291/BGDĐT-GDTrH on guiding two-session-per-day teaching for secondary schools is no longer appropriate.

In addition, it is necessary to clearly define the objectives and content of the second lesson, avoiding the situation where the second lesson is considered an extra lesson and focuses only on teaching and reinforcing cultural knowledge, otherwise the program will still lack effectiveness.

Educational institutions should be given autonomy in developing afternoon teaching programs based on the school's teaching and educational plan, ensuring that they fully meet professional requirements; these programs must be approved by the Department of Education and Training before implementation.

Educational institutions need to develop plans and budgets to cover the costs of organizing two-session-per-day teaching activities; ensuring that teachers' benefits (income, entitlements, and compensation) will increase proportionally with the workload under the condition that two-session-per-day teaching activities are conducted without charging students fees.

In addition, increased investment in facilities, teaching equipment, functional rooms, subject-specific classrooms, standard libraries, playgrounds, and sports fields will ensure that basic classroom requirements and other essential conditions are met.

"Especially now, with the new regulations on tutoring and supplementary classes and Circular 05/2025/TT-BGDĐT regulating the teaching load for general education teachers, educational institutions that meet the conditions to implement two-session-per-day teaching urgently need specific, unified, and consistent guidance from the Ministry of Education and Training on how to organize it to avoid a situation where each place implements it differently," Ms. Le Thi Trang further suggested.

In Conclusion Notice No. 177-TB/VPTW dated April 25, 2025, the General Secretary agreed on the principle that primary and secondary schools should organize two-session-per-day teaching depending on the conditions of each locality regarding facilities, finances, and teachers; with a roadmap for implementing this principle step by step, combining primary state investment with encouragement of social participation. Two-session-per-day teaching should ensure no fees are charged and reduce pressure on students, while enhancing teaching in culture and arts to ensure students' holistic development.
