
Identify advantages and disadvantages
Ms. Le Thi Trang, Vice Principal in charge of Trung Vuong Secondary and High School (Vinh Long) said that organizing 2 sessions per day will bring many opportunities and create favorable conditions for secondary education institutions to improve the quality of education, enhance comprehensive education for students, not only knowledge but also soft skills.
However, from the school's practice, currently organizing 2 sessions/day will also encounter many difficulties.
Regarding facilities, the school still lacks classrooms. With 2 levels (middle school and high school), the number of classrooms in the school is currently 20, the number of classes per year ranges from 30 to 32, so each room has 2 classes for morning and afternoon use.
In the second session, the school usually arranges a timetable for gifted subjects such as Music, Fine Arts, Physical Education, Local Education, Experiential Activities; or subjects using subject rooms such as Information Technology, or organizing activities of Gifted Clubs. The maximum number of periods in the second session is from 2 to 3 periods/session.
Regarding the staff, the majority of the school's teachers in the 2024-2025 school year basically ensure the standard number of teaching periods according to the regulations on teaching periods in a school year (705 periods for middle school teachers, 629 periods for high school teachers), there are cases of extra hours. Therefore, the arrangement of teaching the 2nd session/day is mainly to carry out cultural lessons according to the curriculum framework prescribed by the Ministry of Education and Training.
As for the students, the school is located in the city, but in the suburbs, many students live far from the school, across the river, making it very difficult to travel. During the two-session school days, most of the students stay at school, so arranging a place for students to rest at noon is also a difficult problem.
From practical experience, Mr. Nguyen Mai Trong, Principal of A Xing Primary and Secondary School (Huong Hoa, Quang Tri) said that teaching 2 sessions/day will help students have more time to study core subjects, study intensively, practice, review or participate in creative experiential activities.
At the same time, the school improves the quality of comprehensive education by integrating life skills, physical education, arts, and foreign languages. Students can complete their studies during the day, reducing the time they have to study and do homework in the evening, helping them reduce pressure and have time to rest and play.
“Implementing 2 sessions/day, the advantage of the school is that it can proactively develop plans and be flexible in arranging timetables and teaching content. Many parents support and agree because they feel secure that their children are managed and studying at school all day.
However, the difficulty is the lack of classrooms and facilities. The school has not met the requirements for classrooms, toilets, boarding areas, lunch breaks, etc.; there is no land to build classrooms. Implementing 2-shift teaching, teachers have to teach all day, with little time to rest and prepare lessons, so the pressure also increases," Mr. Nguyen Mai Trong shared.

New guidelines need to be issued and implementation conditions should be considered.
To effectively organize 2-session teaching/day, Ms. Le Thi Trang said that the Ministry of Education and Training needs to have specific instructions to unify and synchronize the organization method, curriculum content... Currently, implementing Official Dispatch 7291/BGDĐT-GDTrH on instructions for 2-session teaching/day for high schools is no longer appropriate.
Along with that, it is necessary to clearly define the objectives and content of the second lesson, avoiding the situation of considering the second lesson as an enhanced lesson and only focusing on teaching and practicing cultural knowledge, otherwise the program will still be ineffective.
Educational institutions need to be given the initiative to develop the second-session teaching program based on the school's teaching and education plan, so that it fully meets professional requirements; and must be approved by the Department of Education and Training before implementation.
Educational institutions need to develop plans and budgets to pay for organizing 2-session/day teaching activities; ensure that teachers' benefits (income, benefits, and treatment) will increase in proportion to the workload under the condition of organizing 2-session/day teaching activities without charging students.
Along with that, increase investment in facilities, teaching equipment, functional rooms, subject classrooms, standard libraries, playgrounds, etc. to ensure basic classroom requirements as well as other essential conditions.
“Especially now, with the new regulations on extra teaching and learning and Circular 05/2025/TT-BGDDT stipulating the teaching hour norms for general education teachers, educational institutions that are qualified to implement 2-session teaching/day need specific, unified, and synchronous instructions on how to organize from the Ministry of Education and Training to avoid the situation where each place implements a different way,” Ms. Le Thi Trang further suggested.
In the Conclusion Notice No. 177-TB/VPTW dated April 25, 2025, the General Secretary agreed on the policy that primary and secondary schools should organize two sessions per day depending on the conditions of each locality in terms of facilities, finance and teachers; there should be a roadmap for the step-by-step implementation of this policy, in which it is necessary to combine State investment with social incentives. Teaching two sessions per day ensures no fees and reduces pressure on students, and enhancing teaching about culture and arts ensures students' comprehensive development.
