From January 1, 2025, which types of cars will be required to have dashcams installed?

Government Decree No. 151/2024/ND-CP will take effect from January 1, 2025.

This decree clearly stipulates that four types of vehicles are required to be equipped with vehicle tracking devices, including: commercial transport vehicles, tractor-trailer trucks, ambulances, and road traffic rescue vehicles.

According to regulations, commercial transport vehicles, tractor-trailers, ambulances, and road traffic rescue vehicles must be equipped with vehicle tracking devices that meet the technical requirements stipulated in the National Technical Standard on Vehicle Tracking Devices and Driver Image Recording Devices.

According to the new regulations, from January 1, 2025, commercial transport vehicles and certain other types of vehicles will be required to install vehicle tracking devices.

Information and data collected from dashcams installed on commercial transport vehicles, tractor-trailers, ambulances, and roadside rescue vehicles serve the purpose of ensuring security, order, and safety of road traffic, handling violations of the law, and managing state affairs related to road transport. This information is connected and shared with the Ministry of Transport (Vietnam Road Administration), provincial and city Departments of Transport, and other relevant agencies as prescribed by law.

Decree No. 151/2024/ND-CP also stipulates that passenger cars with 8 or more seats (excluding the driver's seat) used for commercial transport, tractor-trailer trucks, ambulances, and road traffic rescue vehicles must be equipped with driver image recording devices that meet the technical requirements of the National Technical Standard on vehicle tracking devices and driver image recording devices.

The decree stipulates that the management, use of equipment, transmission, provision, updating, storage, and use of data collected from vehicle tracking devices and driver image recording devices shall comply with the provisions of the law on the management, operation, and use of data management systems for vehicle tracking devices and driver image recording devices.
