Becoming a shining example amidst numerous difficulties can be considered a success for the province; however, to truly become a beacon of light requires even greater effort, especially in overcoming the bottlenecks and weaknesses that have been identified.

Despite facing numerous difficulties and challenges in the first six months of 2023, Thanh Hoa province remains one of the bright spots in national development. Notably, while some sectors experienced significant declines in other localities, Thanh Hoa saw strong growth.

Specifically, the GRDP growth rate in the first six months of the year is estimated at 7.0%, ranking 18th nationwide and the highest in the North Central region. The economic growth picture is clearly illustrated by compelling figures such as rice yield reaching 67 quintals/hectare, exceeding the plan by 3 quintals/hectare and reaching the highest level ever. Several products have accessed demanding markets worldwide , opening up new opportunities for Thanh Hoa's agricultural products. Industrial production has seen the emergence of new products meeting several international standards. Tourism increased by 13% year-on-year, with the province welcoming over 8.3 million visitors. Disbursement of public investment capital was higher than the national average. Thanh Hoa is also a bright spot attracting foreign direct investment projects. The province's administrative reform indicators such as PAPI, PAR INDEX, and SIPAS are among the leading provinces nationwide.

Another noteworthy piece of information is that, while the volume of goods handled through seaports in the first six months of 2023 continued to decline compared to the same period last year, with some localities experiencing sharp decreases of over 10%, some areas, including Thanh Hoa, saw a strong increase in cargo throughput. The specific increases were as follows: Nha Trang increased by 23%, Thua Thien Hue by 18.7%, and Thanh Hoa by 16%. Seaport transport plays a crucial role, acting as a driving force for the development of the maritime economy in particular and the national economy in general. The strong increase in cargo throughput at Thanh Hoa's seaports can also be seen as an opportunity to attract more investment to the province.

The very encouraging figures have made Thanh Hoa's socio-economic development a bright spot nationwide. However, the first six months of the year also revealed significant problems in production and development. Despite being among the top provinces nationwide, the province's economic growth rate is still lower than planned and compared to the same period last year. Agricultural production along the value chain remains limited. The output of some traditional industrial products has decreased sharply. Many land-related issues are slow to be resolved… This shows that, in addition to objective factors affecting the province's operation and development, there are still limitations in leadership and management. Notably, the analysis, forecasting, and resolution of difficulties and obstacles in some sectors and fields have not been timely or effective. The capacity for advising and organizing the implementation of tasks in some departments and agencies is still limited and does not meet the requirements. Some officials and civil servants, including leaders and managers of departments, agencies, and district-level People's Committees, have not been proactive and decisive in advising, directing, and managing; they have a fear of making mistakes and of taking responsibility, leading to delays in some tasks and work of the province, sectors, and localities. Notably, among the existing shortcomings and limitations, some have been pointed out many times by the Provincial Party Standing Committee and the Chairman of the Provincial People's Committee, and have been repeatedly urged and reminded to address them, but have still not been effectively rectified.

The targets set by Thanh Hoa province for 2023 are quite high, and in its upcoming development roadmap, Thanh Hoa province is striving to become a new growth pole. Becoming a bright spot amidst numerous difficulties can be considered a success for the province; however, to truly become a beacon of light requires even greater effort, especially in overcoming the bottlenecks and weaknesses identified through the practical experience of leadership, direction, and management in the first six months of the year.
