The adjustment of Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2050, is being carried out in the context of the whole country entering a new development phase with many new requirements regarding the organization of development space, innovation of growth models, and maximizing the potential and advantages of each locality.
After more than three years of implementing the Provincial Planning approved by the Prime Minister in 2023, many major policies and orientations from the Central Government have been issued. The legal system regarding planning continues to be perfected; the model of local government organization has undergone many changes. This is also the time when Thanh Hoa needs to review and update new requirements to create a foundation for accelerated development.
The most notable aspect of this revision is the significant shift in planning thinking, moving from a sector-based approach to an integrated, regionally linked approach that effectively utilizes new development spaces. According to the revised plan, Thanh Hoa continues to affirm its goal of becoming one of the major centers in the region and the country for energy industry, processing and manufacturing industries, large-scale agriculture with high added value, tourism, and logistics services; striving to become a new growth pole alongside Hanoi, Hai Phong, and Quang Ninh, forming the northern development quadrilateral.
To realize the above goal, the province has identified a new development model comprising “5 development pillars - 3 economic spaces - 5 driving centers - 6 economic corridors”. This is considered the strategic “framework”, creating close connections between regions, sectors, and growth drivers. Previously, Thanh Hoa identified three pillar sectors as processing and manufacturing industries; agriculture; and tourism. The revised plan has added two new potential areas: science and technology, innovation and digital transformation; and logistics and port services. The addition of these two new pillars demonstrates the province's strategic vision in anticipating the development trends of the digital economy, knowledge economy, and deep international integration. The province's development space has also been reorganized into three major areas: the coastal and marine space; the plain space; and the midland and western mountainous region. Each space is defined by its own specific functions, leveraging comparative advantages while fostering harmonious development across different regions.
Notably, the mountainous region is not assessed as a disadvantaged area requiring support, but rather as a space for the development of forestry, ecotourism, border trade, and national defense and security. Along with this, the revised plan identifies five priority development centers. Among them, the Nghi Son Economic Zone continues to be identified as a regional growth pole, a key industrial, port, and coastal service center of the country. Thanh Hoa city and its surrounding areas play the role of the province's administrative, political, economic, cultural, educational, and scientific and technological center. The remaining centers, Sam Son - Hai Tien, Bim Son - Thach Quang, and Lam Son - Sao Vang, will create a multi-polar development network, promoting regional linkages and spreading growth momentum. Six economic corridors will create new development "channels".
Beyond spatial organization changes, the revised planning also sets very specific development goals. By 2030, Thanh Hoa aims to achieve an average GRDP growth rate of 11% or higher; GRDP per capita exceeding US$7,900; total social investment capital for the 2026-2030 period reaching VND 840 trillion or more; export value reaching US$15 billion; and an urbanization rate of at least 50%. Notably, the proportion of the digital economy in GRDP is projected to reach 30%, reflecting a strong determination to shift towards a growth model based on innovation and the application of science and technology.
By 2050, Thanh Hoa aims to develop into a prosperous, beautiful, civilized, and modern province; a comprehensively developed and exemplary province of the country, with an economy based on knowledge, innovation, and high-quality human resources.

The development of logistics and port services has been added as a new development pillar in the revised Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2050.
It is clear that the adjustment of Thanh Hoa Provincial Planning is not only an update reflecting changes in practice but also embodies the aspirations and vision of a new growth pole.
Immediately after the revised planning was approved, Thanh Hoa province clearly identified key tasks to quickly implement the plan. Among these, the dissemination and promotion of the plan's content was considered a crucial initial step. The Standing Vice Chairman of the Provincial People's Committee, Mai Xuan Liem, emphasized: “All levels, sectors, and media agencies need to continue to promote information dissemination and publicize the plan's contents widely to convey the information as quickly, promptly, fully, and accurately as possible, so that officials, Party members, and the people can see Thanh Hoa's vision and aspirations for development.”
To realize development goals, all levels and sectors are closely adhering to the major orientations of the planning, including: 5 development perspectives, 4 development breakthroughs, 5 development pillars, 3 economic spaces, 5 dynamic centers, and 6 economic corridors; thereby concretizing them into action programs, mechanisms, and policies suitable to reality. In addition, mobilizing social investment resources continues to be an important task. With its advantageous geographical location, population size, increasingly完善 infrastructure system, and clear development orientation, Thanh Hoa is opening up many investment opportunities in the fields of processing and manufacturing industries, high technology, logistics, tourism, high-tech agriculture, digital transformation, and urban development. The province is also continuing to significantly improve the investment and business environment, creating favorable conditions for businesses to confidently invest, produce, and conduct business. The province's consistent stance is to always stand alongside businesses, viewing the success of investors as the success of the locality.
The revised planning has opened a new chapter of development with established strategic directions and a strong commitment to implementation. Thanh Hoa is now facing a breakthrough opportunity to soon realize its goal of becoming a new growth pole of the North Central region and the entire country, building a model province of sustainable development, prosperity, and happiness.
