(laichau.gov.vn) February 3, 1930 will forever be a glorious milestone in the history of the Vietnamese nation. From that milestone, the entire nation, united and steadfast in its struggle under the leadership of the Party, has achieved resounding feats. For 96 springs, the Party has guided and led the nation, overcoming all hardships and challenges, gradually achieving great victories, transforming Vietnam from a country erased from the world map into a nation with a strong foundation, potential, position, and international prestige as it is today.

Ninety-six years ago, on February 3, 1930, on the Kowloon Peninsula (Hong Kong, China), under the chairmanship of Comrade Nguyen Ai Quoc, the unification conference of three communist organizations in Vietnam took place, establishing the Communist Party of Vietnam . The Party's birth was a crucial turning point, ending a period of crisis regarding the path to national salvation and ushering in a new era in the cause of national liberation and the building of Vietnam towards national independence linked with socialism under the leadership of the Party, headed by President Ho Chi Minh.

Within just 15 years of its founding, our Party continuously developed and led the national liberation struggle, achieving the victory of the August Revolution in 1945, shattering nearly a century of colonial rule and overthrowing the feudal regime that had weighed heavily on our people for centuries, opening a great turning point in the revolution, and ushering the Vietnamese nation into a new era; an era of national independence linked with socialism, where our people, from a state of slavery, became masters of their country and society. On September 2, 1945, at the historic Ba Dinh Square, President Ho Chi Minh read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam), the first workers' and peasants' state in Southeast Asia.

After nine years of arduous resistance (1946-1954), under the leadership of the Party and President Ho Chi Minh, with a strategy of all-people, comprehensive, and protracted resistance, relying primarily on our own strength while simultaneously securing the sympathy and support of international friends, the Party led our people to successively defeat the war plans of the French colonialists, achieving victories culminating in the historic Dien Bien Phu victory, "renowned throughout the world and shaking the earth," forcing the French government to sign the Geneva Accords on the cessation of hostilities in Vietnam, ending French colonial rule in our country.

Throughout the 21 years of the war of resistance against the US for national liberation (1954-1975), the Party led the entire nation in demonstrating unwavering determination to fight the US, implementing the people's war strategy with a high level of science and artistry. Through its correct and insightful leadership, and the courageous, unwavering, and indomitable fighting spirit of our people, regardless of hardship and sacrifice, along with the immense assistance of socialist countries and peace-loving people around the world, the Party led our people to successively defeat the brutal war strategies of the US imperialists, achieving many glorious victories, culminating in the historic Ho Chi Minh Campaign that completely liberated the South and unified the country – one of the most brilliant chapters in the nation's history, an event of international significance and profound contemporary relevance.

After the liberation of South Vietnam, our country faced countless difficulties. During the period from 1975 to 1986, the Party led the people in simultaneously striving to restore socio-economic life while fighting to defend the northern and southwestern borders, protecting the independence, sovereignty, and territorial integrity of the sacred Fatherland, fulfilling international obligations alongside the Cambodian people and army to defeat the genocidal regime; at the same time, focusing on leading the construction of the material foundations of socialism, gradually forming a new economic structure throughout the country, and improving the material and spiritual lives of the people.

Faced with new demands in national development, and to overcome the shortcomings of the bureaucratic, centrally planned, and subsidized economy that led to the socio-economic crisis in the post-war years, based on summarizing initiatives and innovations in the practical leadership and guidance of the Party and the implementation by the entire political system and the people, our Party formulated and implemented the comprehensive national reform policy, marking an important turning point on the path of transition to socialism in Vietnam.

The Sixth National Congress of the Party (December 1986) introduced the comprehensive national reform policy, marking a crucial turning point in the cause of building socialism in Vietnam. Following the collapse of the socialist model in the Soviet Union and Eastern Europe, and the temporary decline of the global socialist system, the Seventh National Congress of the Party (June 1991) affirmed the continuation of comprehensive and thorough reforms in all fields with appropriate steps and methods, while maintaining the socialist orientation; it adopted the Platform for National Construction during the Transition Period to Socialism, defining the viewpoints and directions for national development... Since then, through subsequent congresses, the Party has continued to develop its theoretical thinking on socialism and the path to socialism in Vietnam.

In particular, in 2025, the Party led the entire political system in decisively and effectively implementing the restructuring and streamlining of the two-tiered local government apparatus and organization, coupled with promoting decentralization and delegation of power. This created a broader space for economic development; drastically eliminated unreasonable intermediate steps; significantly reduced staffing levels while improving the quality of the workforce, saving substantial resources for the state budget; built a government closer to the people, serving the people better; and promoted decentralization and delegation of power in the direction of "local authorities decide, local authorities act, local authorities are responsible."

Against the backdrop of a new context, guided by the motto "Unity - Democracy - Discipline - Breakthrough - Development," the 14th National Congress of the Communist Party of Vietnam, held in Hanoi from January 19 to 23, 2026, was a resounding success. Its theme was: "Under the glorious banner of the Party, we will work together to successfully achieve the national development goals by 2030; achieve strategic autonomy, self-reliance, self-confidence, and strong progress in the era of national advancement, for peace, independence, democracy, prosperity, civilization, happiness, and a firm march towards socialism." The 14th Congress had the historical responsibility of establishing foundational policies to successfully achieve the country's two 100-year strategic goals.

The Congress set the following goals: Maintaining a peaceful and stable environment; achieving rapid and sustainable national development; comprehensively improving and enhancing the people's lives; achieving strategic autonomy, self-reliance, self-confidence, and strong progress in the new era of the nation; successfully implementing the goal of becoming a developing country with modern industry and high middle income by 2030; realizing the vision of becoming a developed country with high income by 2045, a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam. Striving to achieve an average annual growth rate of Gross Domestic Product (GDP) of 10% or more for the period 2026-2030; and a GDP per capita of approximately US$8,500 per year by 2030.

The 14th National Congress of the Party is a particularly momentous political event for the entire Party, the entire people, and the entire army; it marks a milestone opening a new path of national development in a new context, situation, and with new goals; it is a Congress of strategic self-reliance, self-strength, national pride, of the aspiration to rise, and of unwavering faith in the path chosen by the Party, President Ho Chi Minh, and our people.

To commemorate the 96th anniversary of the founding of the Communist Party of Vietnam, the entire Party, people, and army will strengthen unity and solidarity, uphold the revolutionary spirit and precious traditions of the Party, strive to overcome all difficulties and challenges, successfully achieve the goals and tasks of the 14th Party Congress, and look forward to the election of deputies to the 16th National Assembly and representatives to people's councils at all levels for the 2026-2031 term, determined to build an increasingly prosperous, civilized, cultured, and heroic Vietnam in accordance with the socialist orientation.
