Amidst the country's strong digital transformation and reforms, Dak Lak is entering a new development space encompassing both sea and forest.

Along with opportunities come challenges. In cyberspace, subversive forces, malicious information, and distorted narratives continue to infiltrate daily, exploiting sensitive issues such as ethnicity, religion, land, and organizational structures to sow doubt and division. Therefore, maintaining peace in cyberspace is not only the responsibility of law enforcement agencies but also a journey of building a "people's defense" in the digital age, where citizens are both the center of development and the agents protecting stability.

Every citizen is a "digital soldier".

While in the past, subversive rhetoric often emerged through leaflets, gatherings, or direct connections, now, with just a social media account, a spliced ​​video , or an unverified status update, misinformation can spread at a very rapid pace.

In Dak Lak , the distorted content often focuses on sensitive issues such as ethnicity, religion, land, or the streamlining and reorganization of the administrative apparatus. The tactics are not new but are becoming increasingly sophisticated, often disguised under stories of "people's livelihoods," "rights," and "frustrations"...

The 189-kilometer coastline in eastern Dak Lak is home to numerous tourism development projects that are actively pursuing investment.

On this front, alongside the functional forces, there is another important force contributing to spreading the Party's guidelines, the State's policies and laws, and local decisions to the people: youth union members, citizens, and local fanpage administrators who daily share stories about their homeland in familiar and modern language.

They not only refute what is wrong, but also proactively spread what is right and beautiful. Clips about the culture of the Central Highlands and coastal regions; everyday stories from villages and hamlets; images of people completing online procedures, young people helping people access technology… are creating a “positive flow” in the online space. In reality, when official information tells stories with the breath of life, its reach is stronger than sensational and inflammatory content.

When people learn to use technology, they not only develop economically but also learn to distinguish between truth and falsehood, right and wrong in the online space; they know how to submit applications online; businesses bring agricultural products to e-commerce platforms and livestream sales; and they use cashless payments. Young people in villages share stories of their ethnic culture on TikTok, Facebook, YouTube… In the digital age, the most dangerous gap is no longer geographical but the gap in knowledge and digital skills.

A stable foundation creates momentum for growth.

Every reform faces certain challenges. The merger of administrative units, downsizing of personnel, and digital transformation of administration in Dak Lak are no exception. Some officials are worried about changes in job positions; the locality faces greater pressure as the workload increases; and at the same time, there is misinformation claiming that streamlining the apparatus "weakens the system" and reduces efficiency.

However, practice is proving otherwise. After a year of implementing a two-tiered local government system, Dak Lak has completed the restructuring and consolidation of many agencies and units, reducing intermediate layers; promoting decentralization and delegation of power, assigning many tasks directly to the commune level in handling administrative procedures, managing investment, finance, land, and providing public services.

The public administrative service centers at all levels are operating stably; the rate of timely processing of applications reached 97%; online public services have helped shorten processing time and reduce costs for citizens and businesses. The local government apparatus at both levels is basically operating smoothly, coordination between sectors and levels has improved, and the quality of service is gradually improving. Digital transformation is also changing traditional governance methods. Data has become the new foundation for governance. Dak Lak province has determined that data must be "sufficient - clean - active," directly serving the people and contributing to socio-economic development.

Dak Lak today has established a fairly clear foundation for development with commercial agriculture and exports; tourism; gradually improving infrastructure; and an expanding urban system. In particular, the provincial planning orients the spatial organization of development according to a model of 3 economic zones, 3 development corridors, 2 dynamic growth centers, and 3 growth poles. These new drivers are opening up greater development potential for this region.

And the most valuable thing in that journey is the people. Dedicated officials; intellectuals quietly nurturing the cultural foundation; young entrepreneurs starting businesses in digital agriculture; farmers who know how to apply technology; businesspeople bringing Central Highlands specialties to the world market… are creating a Dak Lak that is moving forward strongly.

Maintaining peace in Dak Lak today is not just about maintaining security and order. It's also about maintaining faith. Faith in sound policies, in change and development. Faith that the people are always at the center of all policies, the foundation and driving force for Dak Lak to enter a new phase of development with a firm and confident mindset.
