
In recent times, the Provincial People's Committee has directed agencies and units to vigorously implement online public services in administrative procedures. In particular, from July 1, 2025, in accordance with the Government 's policy, the public service portal has been integrated into a single address on the National Public Service Portal. To date, over 1,400 provincial public services and more than 800 public services for businesses have been integrated and provided on the National Public Service Portal.
Over the past two years, online administrative procedures have become a preferred choice for individuals and organizations. At the Provincial Public Administrative Service Center, from 2025 to the present, the center has received 151,341 applications, of which 132,164 were received online, accounting for 87.32%. All of these applications were processed correctly and ahead of schedule. At the commune level, from July 1, 2025 (when the two-tiered local government system began operating) to the present, the public administrative service centers in communes and wards have received 494,157 applications, of which 452,557 were received online, accounting for 91.58%. Ms. Hoang Thi Thuy, from Block 7, Tam Thanh Ward, said: "Previously, every time I had to complete a procedure, I had to bring my documents to the office and wait, which was very time-consuming. However, after receiving guidance from the staff, for simple procedures, I no longer have to go in person to submit them. I log into the National Public Service Portal, fill in the information, upload the necessary documents, and submit them online. When the documents need to be supplemented, I receive a notification message so I can make adjustments immediately on the system. The whole process is quick and transparent. I find this method saves time, travel costs, and is much more proactive."
As for Ms. Hoang Thi Tam, from Block 12, Ky Lua Ward, using the online public service was initially quite daunting. Ms. Tam shared: "At first, I thought doing it online would be complicated, especially for people like me who rarely use smart technology devices. But with the ward officials' thorough and clear step-by-step guidance, I found it not difficult at all. I was able to complete the process and submit my application myself."
Real-life experiences like those of Ms. Thuy and Ms. Tam show that when people receive timely support and clearly feel the benefits, they will proactively continue using online public services instead of returning to traditional methods. From being hesitant, many have proactively sought information, registered accounts, and guided their relatives to use them as well.
Ms. Hoang Thi Luan, Deputy Director of the Provincial Public Administrative Service Center, said: Currently, at the center, most departments, agencies, and vertical agencies that generate administrative procedures prioritize receiving applications through online services. To gradually build a habit among individuals and organizations, the center has coordinated with agencies and units to instruct officials and civil servants to strengthen guidance for citizens and business representatives on using online services when conducting transactions, gradually shifting from submitting applications in person to online.
At the public administrative service centers of communes and wards, the center's leaders have directed the staff to strengthen guidance and support for people to create accounts and submit applications online. Youth union members and postal workers have also actively guided and supported people in searching for, registering accounts, and submitting applications on the National Public Service Portal. Furthermore, the commune-level authorities have directed officials and civil servants to allocate appropriate time to go to each village and neighborhood to disseminate information and guide people in accessing and using online public services.
When citizens proactively choose online methods for appropriate procedures, the goal of building a digital government and a modern, professional administration that serves the people will be increasingly realized.
