Stabilize thoughts

On February 14, 2025, the Politburo and the Secretariat issued Conclusion 126-KL/TW on several aspects of continuing to reorganize and streamline the organizational structure of the political system in 2025, studying the reorganization to eliminate intermediate administrative levels (districts, counties, towns); continuing to reorganize communes to conform with the new organizational model; and merging some provincial-level administrative units. On February 28, 2025, the Politburo and the Secretariat further issued Conclusion 127-KL/TW on implementing research and proposing further reorganization of the political system's organizational structure with the principle of merging provinces and communes and eliminating the district level.

Following the conclusions of the Politburo and the Secretariat, the Standing Committee of the City Party Committee implemented plans for execution. The Standing Committee assigned the City Party Committee's Organization Department to review the staffing situation and the workforce of cadres, civil servants, public employees, and workers at the district and commune levels throughout the city's Party organization; and to coordinate with Party committees, Party organizations, and relevant agencies to develop proposals for the arrangement and placement of cadres, civil servants, public employees, and workers when implementing the model of not having district-level organizations and merging commune-level administrative units.

A civil servant working at the Phu Loc District Public Administration Center shared: "This agency is where I've worked for nearly 20 years, with many memories. After the decision to abolish district-level operations, I initially felt a little uneasy; but I quickly regained my composure. During this time, after work, I still try to stay at the office to handle tasks, not putting them off until the next day, with the goal of achieving the highest efficiency."

Another official working at the Quang Dien District Party Committee Office said, "Initially, my colleagues and I were a little surprised and worried about our work after the district level ceased to function. After being briefed by the District Party Committee leadership and understanding the policies and directions from the Central Government and Hue City, the officials recognized this as a major policy of the Party and the State. As state officials, we must be ready to take the lead in implementing these requirements. I also determined that I must continue to improve my professional skills and expertise to be able to participate in new positions when the organization assigns me to them later."

In Plan 251-KH/TU, dated March 4, 2025, on implementing Conclusion No. 127-KL/TW, the Standing Committee of the City Party Committee requested district, town, and county Party committees, and Party committees directly under the City Party Committee, especially their leaders, to direct Party committees and organizations at all levels to maintain ideological stability among Party members, civil servants, and workers; strictly adhere to administrative discipline and regulations, and work procedures to strengthen state management activities, promote socio-economic development, ensure the successful implementation of political tasks, and absolutely avoid complacency, negligence, or laxity in assigned tasks.

Ensuring rights

An official from the Land Development Center of Phu Xuan District shared that he previously worked at the People's Committee of Hue City (formerly), and has recently taken on a new role in Phu Xuan District. Now that the district level no longer exists, he hopes to be assigned a job that matches his expertise and abilities.

Mr. Hoang Tan Ninh, Vice Chairman of the Phu Xuan District People's Committee, said that the district leadership always emphasizes to all officials and employees that even if there is only one day left, they must work to the best of their ability to serve the people, organizations, and businesses. The district leadership will do its utmost to ensure the rights and reasonable work arrangements for officials when reorganizing and reassigning tasks during the period of non-operational activities at the district and county levels, and the merger of commune and ward-level units.

The streamlining and reorganization of the apparatus according to Resolution 18-NQ/TW is a solution to remove institutional "bottlenecks" and further develop the country. Regarding personnel, it requires officials to make greater efforts, improve themselves, and enhance their expertise to meet new job requirements. This is also a time to test and assess the capabilities of each official. Therefore, each official needs to cultivate resilience and willpower in the face of change, and improve themselves to meet increasingly demanding job requirements.

According to Mr. Hoang Khanh Hung, Head of the Propaganda and Mass Mobilization Department of the City Party Committee, the city is currently compiling and researching options for arranging and reorganizing ministries, ensuring fairness, objectivity, and democracy. The implementation process is being carried out according to proper procedures, with rational arrangements, assigning the right people to the right jobs, and preventing brain drain. At the same time, we will continue to instill a high level of consensus on awareness and responsibility throughout the political system; further improve propaganda work, ideological guidance, and public opinion, creating agreement among Party members, officials, and all segments of the population regarding the restructuring and streamlining of the apparatus.


The Standing Committee of the Hue City Party Committee has requested the City Party Committee's Organization Department and related units to essentially complete the draft plans on personnel reorganization, merger of commune and ward-level units, and the elimination of district-level activities before April 7, 2025.
