(GLO) - Raising wild animals in accordance with regulations opens up a new direction for economic development for the people. However, this activity needs to be strictly managed and implemented seriously in accordance with the law.

To gain a better understanding of this issue, reporters from Gia Lai Newspaper and Radio & Television had a discussion with Mr. Nguyen Van Hoan - Deputy Director of the Department of Agriculture and Environment.

* Could you provide specific details about the current situation regarding the breeding and raising of wild animals in the province?

Currently, the province has 540 facilities for breeding and raising wild animals and 1 biodiversity conservation facility. In the eastern part of the province, there are 409 facilities with more than 4,800 individuals belonging to 5 main species: civet, masked civet, bamboo rat, porcupine, and wild boar.

Of these, 402 establishments breed endangered, rare, and precious species listed in the Appendix to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), mainly civets, with 4,072 individuals granted commercial breeding codes.

In addition, there are 7 facilities raising common species and 1 conservation facility, Faros Zoo Investment and Development Joint Stock Company, with over 800 individuals.

The western part of the province has 131 facilities with 4,456 individuals including civets, deer, long-tailed monkeys, Indian peacocks, golden mountain tortoises, rat snakes, wild boars, etc. Of these, 95 facilities breed endangered, rare, and precious species, and 36 facilities breed common species.

Most of the facilities have been assigned breeding codes by the Forest Protection Department in accordance with regulations, ensuring the legality of their origin.

* How is the monitoring of wildlife breeding facilities currently carried out, sir?

- To ensure strict management and facilitate breeding activities, the Department requests the Forest Protection Sub-Department to direct the Forest Protection Stations to guide facility owners in opening logbooks to fully record changes in the number of animals; marking individuals to determine generations (F1, F2); and maintaining records on the origin and import-export status of animals.

Authorities also assist new breeders in completing the procedures to register breeding facility codes for endangered, rare, and precious species; and coordinate with local authorities to conduct regular and unscheduled inspections at breeding facilities as well as some restaurants to monitor compliance with the law.

Monthly, forest rangers directly visit the farms to gather information and conduct on-site inspections of the breeding situation and population fluctuations.

* What advice and recommendations does the Department have to ensure that people engage in aquaculture legally?

- The Department has directed the Forest Protection Sub-Department to intensify propaganda and guidance for people to strictly implement Circular No. 27/2025/TT-BNNMT dated June 24, 2025, on the management of endangered, rare, and precious species; breeding of common forest animals; and implementing the CITES Convention, providing necessary technical and method support.

In addition, the Forest Protection Department regularly encourages organizations and individuals to voluntarily surrender wild animals when they no longer need to keep them in captivity. People who wish to breed wild animals should proactively contact the Forest Protection Department or the Forest Protection Sub-department for specific guidance; and cooperate closely with relevant agencies in protecting wild animals and biodiversity.

* To improve the effectiveness of wildlife management and protection, the Department will…

- Currently, the legal framework for breeding is quite comprehensive, but there is still a lack of specific guidance on housing standards and breeding techniques for each species, causing difficulties in practical management.

The Forest Protection Department has advised the Department of Agriculture and Environment to report to the Provincial People's Committee, requesting the competent authority to soon issue detailed guidelines to support the people and improve management efficiency.

In addition, the Department of Forestry will continue to coordinate with local authorities and relevant agencies to strengthen propaganda and encourage people to comply with the law.

In addition, the Forest Protection Department will establish an online communication group via Zalo and Facebook to create a forum for sharing experiences, techniques, breeding stock, and product outlets; and at the same time, strengthen links with neighboring provinces to learn from effective models, connect breeding facilities with legal consumption points, contribute to market stability, and aim for sustainable development of the wildlife breeding industry in the province.
