Passionate dedication
After concerns about the potential termination of part-time commune-level officials, Ms. Nguyen Thi Loi from Lam Binh commune is now delighted to be informed that she will continue her work, supporting the commune's Party Committee Office. Previously, Ms. Loi held two positions concurrently as the Chairwoman of the commune's Red Cross Society and a staff member of the commune's Party Committee Office, earning over 6 million VND per month. Now, having switched to administrative support work, she receives less than 3 million VND per month. However, for her, the salary is not what keeps her here. "I've been dedicated to this work for 5 years. When I was informed that I would continue working for a while longer, I was very happy. Even though I only have about a year left according to regulations, I still want to contribute to the rest of my journey," Ms. Loi shared. In fact, when Lam Binh commune was merged, there were 27 part-time officials; now, only 9 remain, continuing to support the stable operation of the government apparatus.
Similarly, Ms. Ban Thi Hom, formerly the Deputy Secretary of the Youth Union of the old Phuong Tien commune, is now working in the mass organizations of Thanh Thuy commune after the merger. She is also one of the young cadres who chose to stay instead of leaving. Six years of working in the Youth Union has given Ms. Hom a deep understanding of local youth and the Union's movements and activities. Ms. Hom confided: "I had plans; if I left, I could start my own business or switch to another field, but since I still have the opportunity to work, I want to continue. After all, I've been involved for a long time, I understand the people and the work, so it's hard to leave. Working gives me the feeling that I'm doing something meaningful, so I still want to continue working and contributing to my homeland."
Accepting a reduction in income and facing an uncertain future is not an easy decision. Behind it lies the worry about the economic burden on their families and their future career paths. However, for them, the value of dedication and contributing to the community outweighs material concerns.
Avoid wasting resources.
According to Le Manh Dung, Chairman of the People's Committee of Thanh Thuy commune: After the commune merger, the locality has about 22 non-specialized officials. These are all young, enthusiastic officials with experience and professional qualifications, and have the potential for development if properly trained and nurtured. Currently, the commune has arranged work for non-specialized officials who still need to work, in accordance with the guidance document of the Provincial People's Committee.
Similarly, in Linh Ho commune, Chairman of the People's Committee Tran Manh Thang said that the locality is also utilizing its non-specialized staff to fill gaps in areas lacking expertise such as economics, livestock, veterinary medicine, and culture and social affairs . This helps maintain the uninterrupted operation of the administrative apparatus while developing local human resources and avoiding waste while waiting for new mechanisms from higher levels. Linh Ho commune had 27 non-specialized staff members when it merged. Currently, many of them are assigned to support specialized civil servants, while awaiting a review and reassessment plan to ensure greater suitability and effectiveness.
According to Conclusion No. 163-KL/TW of the Politburo , the Secretariat directed the extension of the term for the use of part-time commune-level officials until May 31, 2026, creating conditions for localities to have time to reorganize their administrative apparatus. Based on this, Tuyen Quang province has issued numerous guiding documents to continue utilizing this workforce in accordance with the practical realities of each locality. The province's viewpoint is to maximize the use of experienced human resources who understand the local area, while still aiming for a streamlined administrative apparatus. This is a necessary intermediate step to ensure continuity in the implementation of political tasks and avoid major disruptions during the transition of the local government organizational model.
