The elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term were successfully held. A significant contribution to this success was the active and effective participation of the People's Public Security force in strongly applying information technology and digital transformation, facilitating citizens' exercise of their civic rights.
Leveraging the power of the National Population Database and the VNeID electronic identification application, the Ministry of Public Security has completed the development of the "vote elsewhere" feature on VNeID and issued guidelines on the process of issuing electronic certificates to voters who wish to vote outside their registered permanent or temporary residence.
This process is particularly important for millions of voters who are citizens living, studying, and working far from their registered place of residence, such as students and workers in industrial zones and export processing zones. Instead of having to travel to their place of residence to complete the procedures, voters can submit requests, track their changes, and receive certificates of change of polling place digitally, saving time and travel costs while reducing the administrative burden on local authorities.
A representative from the Department of Administrative Management and Social Order Police said: This not only demonstrates humanity and flexibility but also affirms the Ministry of Public Security's determination to put the people at the center of its service.
According to statistics, more than 200,000 requests for certificates have been submitted for voters to participate in voting elsewhere using VNeID.
For the first time in an election, tens of millions of voters can easily look up polling locations, access candidate information, or register to change their polling place with just a few taps on their smartphones. This experience is made possible by the "National Assembly Election" function, researched, developed, and integrated into the VNeID electronic identification application by the Ministry of Public Security.
This is a strategic step, realizing the national digital transformation policy and bringing important socio-political activities closer to the people. The Ministry of Public Security also closely coordinated with the National Assembly Office and relevant ministries and agencies to synchronize data from the National Population Database – the nation's "golden data repository" – to serve the voter registration process. As a result, the review and allocation of voters to polling stations on the software system achieved high accuracy for more than 76 million voters.
This result completely overcomes the limitations of the previous manual survey method, such as errors, duplication, or missing information, and speeds up the printing and delivery of voter cards to local authorities.
The spirit of digital transformation has spread widely to every locality and polling station with innovative approaches from local police forces. In Khuong Dinh ward (Hanoi), the ward police advised the People's Committee to apply the "Voter Management" software, exploiting population data to monitor changes, update the list promptly, integrate polling station information onto a digital map, and create QR codes for the brief biographies of candidates, making it easy for people to scan and look up information.
The police in Tan Nhon Phu ward (Ho Chi Minh City) and An Khanh ward (Hanoi) have deployed election maps on the Google Maps platform, integrated them into the SOS application, and used the Zalo Official Account to disseminate information, allowing people to scan QR codes to view polling station locations. The Ministry of Public Security is also paying special attention to ensuring security and safety for the election in cyberspace.
A prime example is the Ho Chi Minh City Police Department's launch of the Cyber Security Operations Center. With a centralized monitoring and response model and the application of modern technology, the center is capable of monitoring all activities of the election-related network system in real time, promptly detecting, warning, and handling cyberattacks, sabotage, and the dissemination of harmful information, thus firmly protecting the cyberspace for the nation's great election event.
