
On the afternoon of December 3, the National Civil Defense Steering Committee issued a telegram requesting the People's Committees of provinces and cities from Quang Tri to Da Nang and relevant ministries to closely monitor forecasts and warnings of heavy rain, floods, landslides, and flash floods to promptly inform the people and local authorities.
Localities deployed shock forces to inspect and review residential areas along rivers, streams, and low-lying areas, promptly clear blocked waterways, organize the relocation and evacuation of people to safe places, and prepare food and necessities at evacuation points.
The National Steering Committee also requested to arrange forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; prepare vehicles and materials to overcome incidents, and ensure smooth traffic on main routes.
Critical works, works under construction, small reservoirs that are full of water, mining and mineral exploitation areas need to be inspected and safety measures implemented, in which the operation of releasing water from reservoirs must prioritize flood reduction for downstream areas.
Localities also need to prepare forces, means and equipment according to the "4 on-the-spot" principle, ready to respond to all situations, especially in areas at risk of being isolated. At the same time, radio, television and press agencies from the central to local levels should increase information on flood developments to support the government and people to proactively prevent and minimize damage.
On the afternoon of December 3, the National Center for Hydro-Meteorological Forecasting reported that a cold air mass had spread to the Northeastern region of the North. Scattered light rains appeared, and temperatures had dropped by about 3-6 degrees Celsius compared to the morning of December 3.
At Bach Long Vi Island, the northeast wind is strong at level 6. On December 4, cold air continues to affect the remaining parts of the North and develops down to the North Central region, then spreads to the Northwest and the North of the Central Central region.
On land, the northeast wind gradually increases to level 2-3, and on the coast to level 3-4. There will be light rain and cold weather in the North and North Central regions (some places in the mountainous areas of the North and North Central regions will be very cold). The lowest temperature in the Northern Delta (including Hanoi ) is generally 15-18 degrees Celsius, in the mountainous areas 13-15 degrees Celsius, and in some places below 12 degrees Celsius. From the night of December 4 to December 5, the temperature in the North will increase slightly, generally 16-18 degrees Celsius, in the mountainous areas 14-16 degrees Celsius.
During the process of moving down to the Central region, the cold air will interact with the low pressure circulation (weakened from storm No. 15) and the upper easterly wind zone. The area from South Quang Tri to Da Nang, the East of Quang Ngai province to Dak Lak and Khanh Hoa is at risk of moderate to heavy rain over a wide area. From December 5, heavy rain in the area from South Quang Tri to Da Nang and the East of Quang Ngai province will tend to decrease.
