Prioritize the completion of digital infrastructure.

Synchronized digital infrastructure is becoming a strategic priority for Dak Lak province, aiming to create a solid foundation for digital transformation. Dak Lak province is focusing its efforts on building and perfecting its digital infrastructure with the aspiration to break through and become a digital economic center, building a digital government and a digital society to serve the people and businesses.

Digital infrastructure is the backbone of comprehensive digital transformation. Recognizing this, Dak Lak province has been implementing many decisive solutions to promote the development of digital infrastructure. Since 2020, the province has focused on building and perfecting data center infrastructure, including transmission networks, fiber optic cables, the Internet, and MAN/WAN networks to serve the Smart City Monitoring and Operating Center (IOC).

In 2025, the Provincial People's Committee will allocate over 304 billion VND to invest in and improve infrastructure for science, technology, innovation, and digital transformation. Two key projects will be implemented: the Dak Lak Provincial Digital Transformation Infrastructure Construction Project (2021-2025, with a vision to 2030); and the Dak Lak Provincial Party Committee's Information Technology Application Project (2021-2025). These projects aim to create a modern digital infrastructure, ensuring seamless connectivity and facilitating the operation of economic sectors, government agencies, and community participation in the digital ecosystem.

The operation of the Provincial Smart City Monitoring and Management Center helps to make the management and handling of work by agencies more transparent, faster, and more efficient.

One of the province's key efforts is expanding the telecommunications network and high-speed internet, ensuring seamless connectivity from urban areas to remote regions. According to statistics, mobile broadband infrastructure has covered 100% of villages and hamlets, with 99.9% of the population having 4G mobile coverage. The 5G coverage rate has also reached 26%, and the rate of villages and hamlets with fixed fiber optic broadband coverage has reached 100%... This not only helps people access information, healthcare services, and online education more easily but also opens up new business opportunities.

Mr. Nguyen Ta Luc, the owner of a business (in K'Né hamlet, Cuôr Đăng commune), shared that previously, online business faced difficulties due to weak signal. Thanks to improved digital infrastructure, he can now livestream sales without interruption. The improved digital infrastructure has given him the opportunity to reach more customers on e-commerce platforms.

"Digital transformation infrastructure projects will be a solid foundation to contribute to the successful achievement of the goals and targets of the 'Digital Literacy Movement' for the masses, bringing digital knowledge and skills to every village, hamlet, and neighborhood, helping all citizens to access, utilize, and enjoy the fruits of science, technology, innovation, and digital transformation."

Digital infrastructure is also a crucial prerequisite for building a modern, transparent digital government and serves as a bridge between the government and the people. The online public service portal of Dak Lak province is constantly being improved, helping organizations and individuals carry out administrative procedures quickly and transparently. Currently, the province's Public Service Portal has publicly disclosed all 2,168 administrative procedures, of which 1,946 have been integrated and provide online public services.

After three months of operation, the Provincial and Commune-level Public Administrative Service Centers have received 282,201 administrative procedure applications, of which online applications account for 75.25%.

The province has also implemented a two-tiered online monitoring dashboard system, connected and integrated with the surveillance camera system at all 102/102 commune and ward public administrative service centers, to provide a comprehensive and real-time overview of the implementation and resolution of administrative procedures at the grassroots level. This is clear evidence of the province's orientation towards building a modern, transparent, and people-friendly digital government.

However, Dak Lak province also faces numerous challenges regarding the digital divide between regions and localities, particularly the shortage of high-quality human resources in information technology and the slow pace of digitization and restructuring of administrative procedures in departments, agencies, and localities. In addition, the synchronization, connection, and sharing of data between national and specialized databases are not yet fully seamless; the technical infrastructure and software for providing online public services are still limited…

In the coming period, Dak Lak province will prioritize allocating sufficient funds and human resources, ensuring adequate equipment and network infrastructure at the commune and ward levels to operate administrative service centers synchronously and effectively, and to promote the rapid development of 5G networks. The province will also strengthen in-depth training and development in digital skills for officials, civil servants, and public employees, especially at the commune level, to ensure they meet the requirements of their duties in the new situation. At the same time, Dak Lak will build an innovation and startup ecosystem, and issue breakthrough policies to strongly encourage and promote innovative startups and high-tech startups.
