Prioritize completing digital infrastructure

Synchronous digital infrastructure is becoming a strategic priority, which Dak Lak province is aiming for to create a solid foundation for the digital transformation process. Dak Lak province is focusing on building and perfecting digital infrastructure with the aspiration to break through to become a digital economic center, building digital government and digital society to serve people and businesses.

Digital infrastructure is the backbone for comprehensive digital transformation. Realizing that, Dak Lak province has been implementing many drastic solutions to promote the development of digital infrastructure. Since 2020, the province has focused on building and completing data center infrastructure, including transmission network systems, fiber optic cables, Internet, and MAN/WAN networks to serve the Smart City Monitoring and Operation Center (IOC).

In 2025, the Provincial People's Committee allocated more than 304 billion VND to invest in and complete infrastructure for science, technology, innovation and digital transformation. Two key projects to be implemented are the Dak Lak Province Digital Transformation Infrastructure Construction Project for the period 2021 - 2025 and orientation to 2030; Project on applying information technology in the activities of Dak Lak Provincial Party Committee agencies, period 2021 - 2025. These projects aim to create a modern digital infrastructure, ensure smooth connectivity, create favorable conditions for economic sectors, state agencies to operate and the community to participate in the digital ecosystem.

The operation of the Provincial Smart City Monitoring and Operation Center helps agencies operate and handle work transparently, quickly and effectively.

One of the province's key efforts is to expand the telecommunications network and high-speed Internet, ensuring seamless connectivity from urban to remote areas. According to statistics, mobile broadband telecommunications infrastructure has covered 100% of villages and hamlets with 99.9% of the population covered by 4G mobile. The rate of population covered by 5G also reached 26%, the rate of villages and hamlets covered by fixed fiber optic broadband reached 100%... This not only helps people access information, medical services, and online education more easily, but also opens up new business opportunities.

Mr. Nguyen Ta Luc, a business owner (in K'Né hamlet, Cuor Dang commune) shared that previously, online business faced difficulties due to weak signal. Thanks to improved digital infrastructure, he can now livestream to sell products without interruption. Good digital infrastructure has helped him reach more customers on e-commerce platforms.

"Digital transformation infrastructure projects will be a solid foundation to contribute to the successful implementation of the goals and targets of the "Digital Literacy for All" movement, bringing digital knowledge and digital skills to every village, hamlet, and neighborhood, helping everyone to access, exploit, and enjoy the achievements that science, technology, innovation, and digital transformation bring."

Digital infrastructure is also an important premise for building a modern, transparent digital government and a bridge between the government and the people. The online public service portal of Dak Lak province is increasingly being improved, helping organizations and individuals to carry out administrative procedures (TTHC) quickly and transparently. Currently, the provincial Public Service Portal has publicized all 2,168 TTHC, of ​​which 1,946 TTHC have been integrated and provided online public services.

After 3 months of operation, the Provincial and Commune Public Administration Service Centers have received 282,201 administrative procedure records, of which the rate of online records accounts for 75.25%.

The province has also deployed a two-level online monitoring Dashboard system, connected and integrated with the surveillance camera system at 102/102 Commune and Ward Public Administration Service Centers to provide a real-time overview and visual view of the implementation of administrative procedures at the grassroots level. This is a clear demonstration of the orientation of building a modern, transparent, and people-friendly digital government.

However, Dak Lak province also faces many challenges regarding the digital gap between regions and localities, especially the shortage of high-quality human resources in information technology and the slow speed of digitization and restructuring of administrative procedures at departments, branches and localities. In addition, the synchronization, connection and sharing of data between national databases and specialized databases are not really smooth; technical infrastructure and software for providing online public services are still limited...

In the coming time, Dak Lak province will prioritize allocating sufficient funding and human resources, ensuring conditions for equipment and network infrastructure at the commune and ward levels to operate public administrative service centers synchronously and effectively and promote the rapid development of the 5G network. The province will also strengthen training and in-depth development of digital skills for officials, civil servants, and public employees, especially commune-level officials, to ensure that they meet the requirements of their tasks in the new situation. At the same time, Dak Lak will build an innovative startup ecosystem, issue breakthrough policies to strongly encourage and promote innovative startups and high-tech startups.
