As election day approaches, voter outreach meetings with candidates, organized by the Vietnam Fatherland Front Committees at the provincial and commune levels, are taking place actively in electoral units. This is an opportunity for candidates and voters to frankly and openly exchange views on many issues of mutual concern.
Through mass media and social media platforms, the action programs of candidates for the 16th National Assembly and People's Councils at all levels are widely disseminated, providing voters with more information to consider and choose worthy individuals through their ballots on March 15th.
Interact with the candidates.
According to the Law on Election of National Assembly Deputies and People's Council Deputies, election campaigning by candidates is the activity of meeting and interacting with voters or using mass media to inform voters about their proposed action program to fulfill their responsibilities as representatives if elected, and to discuss issues of concern to voters.
This is also an opportunity for voters to interact with candidates, to better understand them; on that basis, to consider, choose, and elect those who meet the qualifications to be National Assembly representatives and People's Council representatives.
Election campaigns must be conducted democratically, openly, equally, and in accordance with the law, ensuring social order and safety. Candidates for National Assembly and People's Council representatives must conduct their campaigns in the electoral district where they are running.
The election campaign period begins on the day the official list of candidates is announced and ends 24 hours before voting begins.
According to the plan of the Vietnam Fatherland Front Committee of Dak Lak province, meetings between voters and candidates for the 16th National Assembly will be held in person at 20 locations and online at 82 locations; for candidates for the Provincial People's Council, 180 meetings will be held in person and 17 online meetings will be organized.
The conferences are required to ensure that each contact point has at least 100 voters in attendance, thereby promoting democracy, improving the quality of contact, and enhancing the effectiveness of election campaigning.
According to observations by VNA reporters at numerous meetings between voters and candidates in Dak Lak province, the majority of voters in communes and wards expressed their agreement and highly appreciated the political qualities, professional competence, work experience, and action programs of the candidates.
Mr. Dao Xuan Binh (residential group 3, Ea Kao ward, Dak Lak province) said that the candidates had all prepared thoroughly for the voter outreach meetings. Among the candidates for National Assembly representatives in the electoral district, there are many young people who are well-trained and have a strong desire to contribute.
The candidates' action programs closely reflect real-life situations, demonstrating a commitment to staying close to the people, respecting their needs, and listening to voters' opinions in order to contribute to building and improving the legal system and promoting the socio-economic development of the country in the coming period.
Mr. Binh also expects that elected delegates will pay more attention to developing policies to create breakthroughs for the education system in mountainous, remote, and disadvantaged areas, from investing in school infrastructure to improving the quality of training. This is considered an important foundation for narrowing the development gap between regions.

These days, the locations where candidate lists and voter lists are posted in residential areas and villages throughout Khanh Hoa province are always crowded with people following and learning about them.
Furthermore, thanks to the acceleration of digital transformation, voter lists and candidates' action programs are widely disseminated online, making it easier for people to access information and consider their options more carefully before making a choice.
Mr. Doan Xuan Quang, head of polling station No. 4 in Cam Ranh ward, said that in the Party branch where he is a member, each Party member is assigned to disseminate information about the election day to at least 3 families, contributing to ensuring a high voter turnout rate, similar to previous elections, reaching nearly 100%.
Based on residents' daily routines, neighborhood committees also employ flexible methods of disseminating information, such as combining announcements with the collection of electricity, water, and insurance bills, to incorporate information about the election day.
As a member of the National Assembly for the 11th, 12th, and 13th terms, Mr. Nguyen Tan Tuan, former Chairman of the People's Committee of Khanh Hoa province, has extensive experience in legislative activities as well as in managing socio-economic development at the local level. According to Mr. Tuan, the candidates for the National Assembly and People's Council are all worthy individuals, carefully selected through rounds of consultation.
However, given the increasingly demanding development needs today, elected delegates must continue to learn, stay close to reality, and have innovative thinking to identify and solve problems arising in life; thereby participating in perfecting the legal system, unlocking development resources, and deciding on important national issues at parliamentary sessions.
“I sincerely hope that those elected to the National Assembly and People's Councils at all levels this time will truly be closer to the people, more connected to the people in all forms, especially through digital technology. Through this, the delegates will be able to fully grasp and convey the opinions and aspirations of the vast majority of voters to the National Assembly and to the sessions of the People's Councils at all levels quickly and effectively, truly becoming a ‘reliable bridge’ between voters and the political system,” Mr. Nguyen Tan Tuan shared.
Ensuring the quality of candidates
Speaking at the National Conference on the Implementation of the Election of Deputies to the 16th National Assembly and Deputies to People's Councils at all levels for the 2026-2031 term, General Secretary To Lam emphasized that personnel work is the most crucial aspect of the election. The nomination of candidates must be conducted openly and transparently, listening to broad opinions from the grassroots, but ensuring strict adherence to personnel planning, the results of Party congresses at all levels, and the requirement to streamline the organizational structure of the political system according to the two-tiered local government model; ensuring continuity, interconnectedness, and innovation.
The structure of delegates needs to ensure harmonious representation across sectors, social classes, genders, age groups, and regions; with appropriate proportions of full-time delegates, female delegates, young delegates, delegates from ethnic minorities, intellectuals, workers, farmers, entrepreneurs, artists, religious dignitaries, etc., so that the National Assembly and People's Councils truly and vividly reflect the great national unity.
"We strive to elect the required number and structure of delegates, but the quality of delegates must be prioritized. We should prioritize nominating individuals with innovative thinking, who dare to think, speak, act, and take responsibility; who have vision and the capacity to participate in policy-making to create development for the locality and the country in the new period," General Secretary To Lam stated.
In localities, the process of consultation and nomination of candidates for People's Councils at all levels has been carried out seriously, democratically, and objectively, in accordance with the directives of General Secretary To Lam.

According to Y Thi Bich Tho, Standing Vice Chairwoman of the Vietnam Fatherland Front Committee of Quang Ngai province, in order to select delegates with sufficient virtue and talent, the province has organized conferences to guide the process of nominating candidates for the Provincial People's Council for the 2026-2031 term. The nominated personnel focus on quality, not lowering standards for the sake of structural considerations; and resolutely refuse to nominate those who lack credibility or do not meet the conditions for serving a full term.
Compared to the first consultative conference, the second consultative conference of Quang Ngai province adjusted the proportion of female delegates, young delegates, and delegates from ethnic minorities, while still ensuring the structure, standards, qualifications, competence, and prestige of the candidates.
The adjustments aim to ensure a balance between structure and quality, so that the list of candidates is truly representative and fully reflects the representation of all segments of the population.
During the consultation process, the units boldly reviewed and adjusted their plans. In some cases, although the structure was suitable, the candidates did not fully meet the standards, and the conference did not include them in the list of nominees, especially at some consultation conferences at the commune level.
According to Ms. Y Thi Bich Tho, the consultative conferences were held under conditions where the two-tiered local government model had just been implemented. Based on the implementation of the Law on Election of National Assembly Deputies and People's Council Deputies and guiding documents from the Central Government, the consultative process had many distinct innovations.
A notable achievement is the expansion of participation, including the Vietnam Fatherland Front Committee at the commune level, thereby enhancing democracy, transparency, and consensus at the grassroots level.
Furthermore, candidate profiles and data are managed and compiled on an online platform, contributing to increased transparency and effective oversight. Particularly, at the second consultative conference, the assessment of candidates' qualifications, reputation, and capabilities was conducted more effectively, aligning with the practical needs of the localities after administrative unit reorganization, thereby contributing to improving the quality of delegates right from the consultation stage.

The third consultative conference of Dak Lak province has finalized the official list of 25 candidates for the 16th National Assembly to elect 15 representatives; 141 candidates for the Provincial People's Council to elect 84 representatives; and 4,048 candidates to elect 2,445 representatives to the commune-level People's Councils. To achieve these results, the participating units worked seriously, impartially, and in accordance with regulations.
In Ea Knuếc commune, Dak Lak province, election preparations began immediately after receiving guidance from higher authorities. The commune Party Committee led the entire political system in implementing all steps in accordance with the Law on Election of National Assembly Deputies and People's Council Deputies. To date, election preparations in the area are basically complete, ensuring democracy and transparency in the structure, composition, and number of candidates for the commune People's Council.
Ms. H'Noan Kpơr, Chairwoman of the Vietnam Fatherland Front Committee of Ea Knuếc commune, said that during the process of nominating candidates for the commune-level People's Council, in addition to political criteria, the commune's Fatherland Front particularly focuses on selecting individuals with competence, professional qualifications, and prestige among voters in the area, in order to truly represent the voice and aspirations of the ethnic people here.
