- Reporter: Could you please tell us how far the Quang Tri Provincial Tax Department has exceeded its 2025 state budget revenue collection target? What is the special significance of achieving/exceeding the target for the socio-economic development of the locality in the current context?
- Mr. Ha Van Khoa: Carrying out the tasks in 2025 under difficult and challenging conditions, along with implementing solutions to exempt, reduce, and extend taxes to support socio-economic recovery and development, but with the leadership and guidance of the Ministry of Finance , the Tax Department, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the coordination of departments, sectors, and localities, the provincial tax sector has united and successfully completed the assigned tasks.
Total state budget revenue in 2025 is estimated to reach VND 11,363.9 billion, achieving 132% of the central government's target, 121.7% of the provincial government's target, and a 34.6% increase compared to the same period last year. Of this, domestic revenue (excluding land use fees) reached over VND 6,381 billion, equivalent to 112.8% of the central government's and the provincial People's Council's targets.

Compared to the annual budget, 16 out of 18 revenue items met the targets: Revenue from local state-owned enterprises, revenue from the foreign-invested enterprise sector, revenue from the non-state economic sector, personal income tax, registration fees, etc.; 16 out of 18 revenue items showed growth compared to the same period last year: Revenue from central state-owned enterprises, revenue from local state-owned enterprises, revenue from the foreign-invested enterprise sector, revenue from the non-state sector, etc.
Achieving a budget surplus is extremely important, helping to increase financial resources for localities to invest in infrastructure, social welfare, support business development, create momentum for economic growth, stabilize the macroeconomy, and effectively implement socio-economic development goals, reducing dependence on the central budget. A budget surplus is not just a financial figure; it is a vital resource for localities to invest, develop, address social issues, and strengthen confidence, contributing to the successful achievement of sustainable development goals. It serves as a foundation for the 2026 plan and the new development phase.
- Reporter: To achieve this success, what key, groundbreaking solutions has the provincial tax department effectively implemented in the management and collection of state revenue?
- Mr. Ha Van Khoa: One of the key solutions is to effectively reorganize the administrative apparatus. In 2025, the Quang Tri Provincial Tax Department quickly stabilized its organizational structure according to the new model after reorganization and ensured that all operational activities ran smoothly and without interruption in serving the people and businesses in the managed area; proactively reorganizing the apparatus in accordance with the industry's guiding principles, ensuring "Lean-Small-Strong-Efficient-Effective-Efficient".
Thanks to the early implementation of preparatory steps and the synchronized, timely, and effective organization of the process, the Quang Tri Provincial Tax Department officially commenced operations on July 1, 2025. Initial assessments show that the organizational structure has operated smoothly and stably, ensuring uninterrupted service to taxpayers in providing public administrative services, receiving tax returns, filing tax returns, and fulfilling tax obligations to the State budget.
The Quang Tri Provincial Tax Department has diversified its methods of disseminating tax policies and laws to make information more accessible to taxpayers. Besides maintaining communication through mass media, the Tax Department is also continuously promoting the application of information technology to support taxpayers, further enhancing the effectiveness of disseminating new tax policies and promptly addressing taxpayer concerns.

Regarding tax collection management, combating tax evasion, and recovering tax debts, from the beginning of the year, the provincial tax department organized conferences to implement projects and plans to combat budget revenue losses; and implemented comprehensively, decisively, and effectively the projects, plans, and solutions to combat budget revenue losses approved by leaders at all levels in all fields such as: petroleum business, resource and mineral exploitation, private basic construction, real estate business, e-commerce, etc.
Furthermore, tax debt management has been identified as one of the important tasks. Therefore, the Quang Tri Provincial Tax Department has also aggressively implemented measures to manage and enforce tax debt collection in order to contribute to achieving the 2025 revenue target.
In addition, the Tax Department has focused on strongly implementing digital solutions to serve the management of household businesses, such as: eTax Mobile application, digital maps, and electronic invoices generated from cash registers. Thanks to the active implementation of these applications in tax management, the Tax Department has been able to promote communication, connectivity, supervision, and automation of tax operations for household businesses; at the same time, creating a transparent and favorable legal framework for taxpayers.

- Mr. Ha Van Khoa: The Tax Department focuses on innovating and diversifying forms of communication and support for taxpayers, ensuring timely, understandable, and easily implementable information; helping taxpayers easily access and clearly understand their responsibilities and obligations, thereby agreeing with and voluntarily complying with the law; improving the quality and effectiveness of answering questions, providing guidance, and engaging in dialogue with taxpayers regarding tax policies and procedures.
In addition, the provincial tax department proactively directs its units to continue implementing tax evasion prevention projects and plans approved by the Provincial Tax Department and the Provincial People's Committee; simultaneously, it reviews and coordinates with other sectors to advise on the development and implementation of tax evasion prevention projects and plans for areas still experiencing tax evasion; continues to implement solutions to convert household businesses paying lump-sum taxes to registered businesses and enterprises under the "60 Days of Action - Lump-sum Taxpayers Transform, Taxpayers Make Steady Progress" campaign, contributing to improving tax management efficiency and increasing sustainable revenue; promotes digital transformation in management, supports taxpayers, creates a transparent and fair production and business environment, and encourages household businesses and private enterprises to expand their scale, invest, and develop sustainably.
In addition, the Tax Department will advise the People's Committees at all levels to focus on promoting the disbursement of public investment capital; prioritize the implementation of projects that directly impact the expansion of the budget revenue base; proactively review and resolve obstacles related to procedures and land clearance; and urge investors and contractors to accelerate progress and bring projects into operation as soon as possible to create new revenue sources and promote local economic growth.
