The rural road project initiated by Party Secretary Khoang Van Van attracted and united the people of the villages to participate in building the road.

Lesson 1: The leader must lead the way.

"Whatever benefits the people, we must do our utmost to accomplish" - this is the guiding principle in the leadership and management of the Party Secretary of Chà Nưa commune, Khoàng Văn Van. Not only is he a leading example, responsible, deeply involved with the people, and concerned about their worries, but Secretary Van is also a pioneer, inspiring and instilling confidence in the people to change their mindset and work methods, striving to produce and prosper on their own land.

The policy is right and resonates with the people.

Despite having made an appointment, we were unable to meet Secretary Khoang Van Van when we arrived at the Chà Nưa Commune People's Committee office. While we were fumbling with our phones, a commune office staff member said, "If you're looking for Secretary Van, you'll have to go out to National Highway 4H. He's currently with the people tending to the bauhinia trees." After nearly 10 minutes of walking along the highway, we finally met Secretary Van, who was busy splitting bamboo and weaving baskets to protect the bauhinia trees. His trousers were rolled up to his knees, and he was drenched in sweat; at first glance, he looked like a genuine "old farmer."

While weaving baskets and chatting, Mr. Van said: “While waiting for the journalists, I came here to supervise and work alongside the villagers for fun. These bauhinia trees are already 6 years old! This is the result of collective effort and unity, when the government and the people rolled up their sleeves and worked together. Those with expertise and technical skills proactively went to the forest to find seeds and seedlings, while the villagers contributed their efforts to transport the trees and plant them along the national highway and all the roads in the commune. In a short time, with the determination to green the roads and create a highlight for tourism in Chà Nưa, 1,200 bauhinia trees have been planted and entrusted to the people of the villages to care for and protect, without the local government having to spend a single penny.”

As a member of the Thai ethnic group raised in Ba Chà, in 2015, Nậm Pồ district implemented a policy of sending officials to grassroots levels. At that time, Secretary Van, who was then the Deputy Chief of the Office of the District People's Council and People's Committee, was transferred to Chà Nưa with the promise to "excellently fulfill all tasks assigned by the Party and the State; and work alongside the people to lift Chà Nưa out of poverty."

Immediately after taking office, driven by the concern of "how to help people escape poverty and settle down," Secretary Van, along with the commune leaders, trekked through streams and forests to remote, mountainous areas to understand the potential and strengths of the local land and climate; meeting with village elders, community leaders, influential figures, and the people. After these visits to the grassroots, Secretary Van compiled experiences and innovative approaches, opening up avenues for poverty alleviation for the people.

According to Secretary Van: To eradicate hunger and poverty, there is no other way than to earn the people's trust. To gain the people's trust, cadres and Party members must uphold the spirit of "speaking and acting," pioneering economic development, transforming the structure of crops and livestock, and building exemplary livelihood models for the people to learn from and follow. Emphasis should be placed on leveraging the extended role of village elders, community leaders, and influential individuals in disseminating information and inspiring the people's will and determination to escape poverty.

In particular, the Party Committee and government of Chà Nưa have united and worked together to develop internal resources, effectively utilize potential strengths, and formulate policies that are right and resonate with the people. They have also launched emulation movements in labor and production, economic development, and building bright, green, clean, and beautiful villages. With innovative and effective methods and policies that resonate with the people, by the end of 2018, the percentage of poor and near-poor households in Chà Nưa had decreased to only 11.41% (a reduction of over 40% in two years); to date, 100% of households with Party members have escaped poverty, and many households have become relatively well-off.

This achievement not only brings excitement and pride to the people of Chà Nưa themselves, but also represents the shared pride of the Party committee, government, and people of all ethnic groups in the border district of Nậm Pồ. Because since the district's establishment, no other commune has experienced such an "impressive" economic transformation as Chà Nưa.

Show your trust through actions.

During our business trip, we visited the livestock farm of Party Secretary Khoang Van Van, and he shared with us: "I started this livestock farm in 2019. At that time, many people said it was a rather risky decision because the cost of breeding stock was high, and the care techniques were unclear. Would there be a market for the products?"

But with his diligent nature, thirst for knowledge, and the burning desire to create a model economic system for people to learn from and follow, Mr. Van still took the plunge… Besides utilizing clean food sources from nature, Secretary Van read more books on techniques, participated in livestock training courses, and applied them to his own model. In particular, he painstakingly traveled to many other localities to learn valuable experiences from successful models. Through his efforts and exemplary leadership, Secretary Van has successfully built a VAC (integrated farming system) under the forest canopy with a hectare-sized livestock area, 40 goats, dozens of hybrid wild pigs, and various poultry, and a fish pond, bringing in hundreds of millions of dong in income each year.

Under the leadership of Secretary Khoang Van Van and the collective of the commune's Party committee and government, Cha Nua commune has successfully established 280 livestock farming and production areas for economic development under the forest canopy; more than 120 household waste incinerators; planted 1,200 bauhinia trees; 15km of rural roads (3.7km of which have been concreted); and nearly 50km of forest patrol and protection routes…

“I found Secretary Van’s livestock farming model very good and highly effective, so I learned from it and followed suit. With Secretary Van’s guidance on techniques and land improvement, my livestock farm has developed very well, and my income is higher each year than the previous one,” shared Mr. Tao Van Sen from Cau village.

In Chà Nưa today, many locals affectionately call Party Secretary Khoàng Văn Van the "mastermind behind the zero-cost projects." This is because Secretary Van's ideas and initiatives, along with his dedication and commitment, have fostered unity, solidarity, and contributions from cadres, Party members, and the people. Many "zero-cost projects" have been implemented: projects for patrolling and protecting forests; rural roads; building incinerators for household waste; planting Bauhinia trees… These projects have contributed to bringing new vitality, opening doors for the people of Chà Nưa to escape poverty, build a prosperous and fulfilling life, and become a shining example of new rural development in this border region.

Through his dedication, wholehearted service to the people, and the transformation of the villages in this border region, Secretary Khoang Van Van's mark has been deeply imprinted on every house, road, and building in Cha Nua. Secretary Van deserves to be called a "torch" that illuminates the faith and love of the people in this border region for the Party and for the beloved President Ho Chi Minh.
