- After implementing the two-tiered local government system, the commune level is not only an "extension" of the higher-level government but also a place that directly receives, listens to, and resolves the legitimate concerns and aspirations of the people. Therefore, the Party committees and authorities at the commune level always pay attention to promptly resolving legitimate feedback and requests from the people, considering this a central task to strengthen the people's trust in the Party and the State.

In reality, when people are listened to, engaged in dialogue, and see their requests addressed thoroughly, their trust in the Party and the government is increasingly strengthened. This is a crucial foundation for promoting sustainable socio-economic development, maintaining political stability, and ensuring social order and security in the province.
Emphasize the responsibility of the leader.
One of the key factors determining the effectiveness of commune-level government is the role and responsibility of the head of the Party committee and government, demonstrated through leadership, guidance, and supervision of receiving and processing feedback and suggestions from the people; proactively engaging with citizens, engaging in dialogue, and listening to practical opinions to guide the resolution of difficulties and obstacles.
Notably, in implementing Regulation No. 11 dated February 18, 2019, of the Politburo on the responsibility of heads of Party committees in receiving citizens, engaging in direct dialogue with citizens, and handling citizens' feedback and suggestions, Party committees and local authorities at the commune level have implemented effective solutions. From 2025 to the present, the Party secretaries of communes and wards in the province have received 48 meetings/70 citizens; the chairmen of commune People's Committees have received 2,060 meetings/2,165 citizens. Citizen complaints, denunciations, and suggestions mainly concern land issues and compensation for land clearance projects. Citizens' suggestions falling under the jurisdiction of the commune level have been and are being considered and resolved, ensuring the legitimate interests of the people.
At the Bang Mac commune office, the citizen reception area is arranged scientifically and conveniently, creating conditions for people to easily submit feedback and suggestions. Administrative procedures and the schedule for citizen reception by the Party Secretary and Chairman of the People's Committee of the commune are publicly and clearly posted, contributing to increased transparency and efficiency in service delivery. According to Mr. Phung Van Nghia, Party Secretary of Bang Mac commune, citizen reception is a matter of particular concern for the commune's Party committee and government. After citizen reception sessions, for unresolved requests, the head of the commune assigns tasks to relevant specialized agencies and units to advise on resolving the issues. At the same time, efforts are intensified to monitor the situation and promptly resolve problems at the grassroots level.
In addition to maintaining citizen reception services, heads of Party committees and governments at all levels seriously implement dialogue as prescribed. Depending on the actual situation, units will select dialogue topics for citizens to participate in providing feedback and reflecting on existing problems and obstacles at the grassroots level. The dialogue content usually focuses on practical areas such as land, land clearance, policies, new rural construction, environmental sanitation, etc., thereby helping the government to promptly understand the thoughts and aspirations of the people.
From 2025 to the present, the entire province has organized over 100 dialogues between the heads of Party committees and government at all levels with the people. These dialogues took place in a democratic and open atmosphere, focusing on the common good. Party committees and government authorities resolved 70-80% of the issues raised, while those requiring verification or outside their jurisdiction were considered and submitted to higher levels.
In addition, the heads of Party committees and local governments also directly visit residential areas and villages to understand the living conditions, thoughts, and aspirations of the people, promptly identifying emerging problems at the grassroots level so that appropriate and effective solutions can be found.
Comrade Luong Trong Quynh, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Internal Affairs Committee, stated: In recent times, the heads of Party committees and governments, especially at the grassroots level, have demonstrated a high sense of responsibility in receiving citizens, engaging in direct dialogue with the people, and promptly handling and resolving legitimate complaints and requests. This has contributed to strengthening the close relationship between the Party, the government, and the people; promoting the people's right to self-governance; creating social consensus; consolidating trust in the Party's leadership and the effectiveness and efficiency of state management; limiting the number of complaints and denunciations that are escalated or prolonged; and contributing to maintaining political stability and social order and security in the locality.
Democracy is being promoted.
Along with enhancing the accountability of commune-level leaders, promoting the people's role as masters is identified as a key factor in building strong grassroots government. When people are given the opportunity to participate in monitoring, providing feedback, and contributing opinions, the effectiveness of state management is not only improved but also ensures transparency and openness in all activities.
To promote grassroots democracy, the Vietnam Fatherland Front Committee and political and social organizations at the commune level have proactively developed and implemented programs and plans to implement democratic regulations; guiding member organizations to widely disseminate information among the people about their rights and obligations. At the same time, they regularly listen to the thoughts and aspirations of all strata of the people, creating conditions for people to participate in contributing opinions to the building of the Party and the government.
Mr. Nong Van Bien, Party Secretary and Head of Binh Trung village, Khanh Khe commune, shared: "The village has over 100 households with more than 400 residents. When implementing movements and activities, we always focus on widespread dissemination and soliciting feedback from the people. In the recent election, thanks to good propaganda and ensuring democracy, by 12:00 PM on March 15, 2026, 100% of the village's voters had cast their ballots, electing the correct and sufficient number of representatives as allocated."
The promotion of democracy has contributed to the successful implementation of resolutions of Party congresses at all levels. For example, during the 2020-2025 term, the Party, government, and people of the province united and worked together to achieve and surpass 18 out of 20 targets in various fields. Socio-economic development has progressed, people's lives have improved, and Party building and the political system have been strengthened.
It can be affirmed that enhancing the accountability of leaders, coupled with promoting grassroots democracy, has been creating positive changes in the operation of commune-level governments. When people are listened to, allowed to participate, and their legitimate rights are guaranteed, their trust in the Party and the State is increasingly strengthened. This is a solid foundation for building a clean and strong grassroots political system, contributing to promoting socio-economic development, maintaining political stability, and ensuring social order and security in the province.
