The arrangement and merger of administrative units at all levels is being implemented 'quickly' and thoroughly.

(Chinhphu.vn) - The Ministry of Home Affairs and central and local agencies are carrying out tasks related to the arrangement and merger of administrative units at all levels with a spirit of "lightning speed", "working day and night", but also being cautious and thorough to ensure the completion of this task according to the set roadmap.

Regarding Official Dispatch 618 dated March 23, 2025 of the Ministry of Home Affairs sent to the People's Committees of provinces and cities regarding the suspension of some tasks related to administrative units at all levels, Mr. Phan Trung Tuan, Director of the Department of Local Government (Ministry of Home Affairs), said: "Through the reflection, the localities did not misunderstand, did not have any comments, however, public opinion is having some misunderstandings. I would like to emphasize that the tasks that are being suspended are the tasks that the localities are performing according to Resolution No. 1211 of the National Assembly Standing Committee before. There is no stopping the construction and implementation of the project to merge provincial and commune-level administrative units, and abolish the district level according to Conclusion 127 dated February 28, 2025 of the Politburo ".

At the same time, the Ministry of Home Affairs said it will immediately issue a document with specific instructions on this issue.

Previously, in Official Dispatch 618, the Ministry of Home Affairs requested the People's Committees of provinces and centrally run cities to: Temporarily suspend the submission of the Project on the arrangement and establishment of district and commune-level administrative units according to the provisions of Resolution 1211/2016/UBTVQH13 (amended and supplemented in Resolution 27/2022/UBTVQH15) and Resolution 35/2023/UBTVQH15.

At the same time, temporarily suspend the classification of administrative units at all levels; temporarily suspend the appraisal and acceptance of records and maps of administrative unit boundaries at all levels (Project 513) and create new, edit and supplement records and maps of administrative unit boundaries at all levels according to the Resolution of the National Assembly Standing Committee on the arrangement of each administrative unit at district and commune levels in the period 2023 - 2025; temporarily suspend the construction of the Component of the Master Plan of administrative units at district and commune levels for the period up to 2030 and vision to 2045 according to the requirements in Document No. 8657/BNV-CQDP dated December 31, 2024 of the Ministry of Home Affairs until there is a new policy from the competent authority.

Mr. Phan Trung Tuan said that this is to implement synchronously, in accordance with the direction of the Politburo and the Secretariat in Conclusion No. 127-KL/TW. That is, to study the orientation of merging some provincial-level administrative units, not organizing at the district level, merging some commune-level administrative units; implementing the 2-level locality model (party organization, government, mass organizations), ensuring streamlining, efficiency, effectiveness and efficiency.

Implementing the direction of the Politburo, the Secretariat and the Government Party Committee, the Ministry of Home Affairs is urgently coordinating with central and local agencies to advise and submit to competent authorities a Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model.

At the same time, advise the Government to submit to the National Assembly and the National Assembly Standing Committee the draft Law on Organization of Local Government (amended), the new Resolution of the National Assembly Standing Committee on the arrangement of administrative units and related documents.

This will be the legal basis for merging a number of provinces and cities; not organizing at the district level, rearranging and reorganizing grassroots administrative units (commune level) and organizing 2-level local government.

According to the policy of the Politburo and the Secretariat, the whole country will merge provinces to reduce about 50% of provinces and cities; abolish the district level and reorganize the commune-level administrative units, reducing 60%-70%. This content is being consulted with localities, agencies and units, then submitted to the Politburo, the Central Committee and presented at the 11th Central Conference in April.

Recently, Official Dispatch No. 43-CV/BCĐ of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW also clearly stated: The Government Party Committee leads and directs the development and completion of the Project on arranging and merging provincial and commune-level administrative units (specific functions, tasks, organizational structure, staffing; arrangement of staff, offices, official residences; handling of assets, offices, etc.).

Direct the Party Committees of ministries and branches, according to their functions and tasks, to advise the Government or issue documents under their authority to guide provinces and cities in implementing tasks related to the arrangement and merger of administrative units at all levels and the organization of two-level local governments to ensure timeliness, synchronization, specificity, and convenience for the development of projects and the organization of the implementation of the arrangement of administrative units at all levels and the organization of two-level local governments (to be completed before April 15, 2025).

The National Assembly Standing Committee passed a resolution on the arrangement and reorganization of commune-level administrative units (to be completed before June 30, 2025); the National Assembly passed a resolution on the merger of provincial-level administrative units (organization of provincial-level People's Councils and People's Committees) (to be completed before June 30, 2025).

Previously, Minister of Home Affairs Pham Thi Thanh Tra also said that the implementation of the arrangement of provincial-level administrative units, the reorganization of commune-level administrative units and the organization of two-level local governments must be carried out carefully, thoroughly, promptly and effectively. The process of organizing two-level local governments is being implemented very urgently with the spirit of "running and queuing at the same time".

"It is expected that we will complete the entire arrangement of commune-level administrative units before June 30 so that by July 1, commune-level administrative units will be operated under the new organization. We will also focus on completing the merger of provincial-level administrative units before August 30 so that we can immediately implement the operation of provincial-level administrative units starting from September 1," said Minister Pham Thi Thanh Tra.
