(Chinhphu.vn) - The Ministry of Interior and central and local agencies are carrying out tasks related to the reorganization and merger of administrative units at all levels with a spirit of "speed," "working day and night," but also cautiously and thoroughly to ensure that this task is completed according to the set roadmap.

Regarding the Ministry of Interior's Official Letter No. 618 dated March 23, 2025, sent to the People's Committees of provinces and cities concerning the temporary suspension of certain tasks related to administrative units at all levels, Mr. Phan Trung Tuan, Director of the Department of Local Government (Ministry of Interior), stated: "Based on feedback, the localities have not misunderstood and have not expressed any opinions; however, there is some public misunderstanding. I would like to emphasize that the tasks temporarily suspended are those that the localities are currently implementing according to Resolution No. 1211 of the Standing Committee of the National Assembly. There is no question of stopping the construction and implementation of the plan to merge provincial and commune-level administrative units, or abolish the district level, as per Conclusion No. 127 dated February 28, 2025, of the Politburo ."

They also stated that the Ministry of Interior would immediately issue a document providing specific guidance on this matter.

Previously, in Official Letter 618, the Ministry of Interior requested the People's Committees of provinces and centrally-administered cities to: Temporarily suspend the submission of proposals for the rearrangement and establishment of district-level and commune-level administrative units according to the provisions of Resolution 1211/2016/UBTVQH13 (amended and supplemented by Resolution 27/2022/UBTVQH15) and Resolution 35/2023/UBTVQH15.

Simultaneously, the classification of administrative units at all levels is temporarily suspended; the appraisal and acceptance of dossiers and boundary maps of administrative units at all levels (Project 513) and the creation, revision, and supplementation of dossiers and boundary maps of administrative units at all levels, in accordance with the Resolution of the Standing Committee of the National Assembly on the rearrangement of each district and commune-level administrative unit for the period 2023-2025, are temporarily suspended; and the construction of the Component for the Master Plan of district and commune-level administrative units for the period up to 2030 and with a vision to 2045, as requested in Document No. 8657/BNV-CQĐP dated December 31, 2024, of the Ministry of Interior, is temporarily suspended until a new policy is issued by the competent authority.

Mr. Phan Trung Tuan stated that this is aimed at implementing the directives of the Politburo and the Secretariat in Conclusion No. 127-KL/TW in a synchronized manner. Specifically, it involves researching the direction of merging some provincial-level administrative units, eliminating district-level organizations, and merging some commune-level administrative units; implementing a two-tiered local model (party organization, government, and mass organizations), ensuring efficiency, effectiveness, and productivity.

Following the directives of the Politburo, the Secretariat, and the Government Party Committee, the Ministry of Interior is urgently coordinating with central and local agencies to advise and submit to competent authorities a plan on rearranging and reorganizing administrative units at all levels and building a two-tiered local government organizational model.

Simultaneously, the Government advised submitting to the National Assembly and the Standing Committee of the National Assembly the draft Law on Organization of Local Government (amended), the new Resolution of the Standing Committee of the National Assembly on the rearrangement of administrative units, and related documents.

This will be the legal basis for merging several provinces and cities; eliminating district-level administrative units; rearranging and reorganizing grassroots-level administrative units (communes); and establishing a two-tiered local government system.

"The tasks related to this policy are being carried out by the Ministry of Interior and central and local agencies with a 'lightning speed' spirit, working day and night, but also cautiously and thoroughly to ensure that this task is completed according to the roadmap set out in Document No. 43-KH/BCĐ of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW," Mr. Tuan affirmed.

According to the Politburo and the Secretariat's policy, the entire country will merge provinces to reduce the number of provinces and cities by approximately 50%; abolish the district level and reorganize commune-level administrative units, reducing them by 60%-70%. This content is currently being reviewed by localities, agencies, and units, before being submitted to the Politburo, the Central Committee, and presented at the 11th Central Committee Conference in April.

Recently, Document No. 43-CV/BCĐ of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW also clearly stated: The Party Committee of the Government leads, directs, and guides the development and completion of the Project on rearranging and merging administrative units at the provincial and commune levels (specific functions, tasks, organizational structure, staffing; arrangement of officials, offices, official housing; handling of assets, offices, etc.).

Directing Party Committees of ministries and sectors, according to their functions and duties, to advise the Government or issue, within their authority, guiding documents for provinces and cities to implement tasks related to the rearrangement and merger of administrative units at all levels and the organization of two-tiered local governments, ensuring timeliness, consistency, specificity, and convenience for the development of plans and the organization of the rearrangement of administrative units at all levels and the organization of two-tiered local governments (to be completed before April 15, 2025).

The Standing Committee of the National Assembly passed a resolution on the rearrangement and reorganization of commune-level administrative units (to be completed before June 30, 2025); the National Assembly passed a resolution on the merger of provincial-level administrative units (organizations of provincial-level People's Councils and People's Committees) (to be completed before June 30, 2025).

Previously, Minister of Home Affairs Pham Thi Thanh Tra also stated that the implementation of the rearrangement of provincial-level administrative units, the reorganization of commune-level administrative units, and the establishment of a two-tiered local government system is being carried out cautiously, thoroughly, urgently, and effectively. The process of organizing the two-tiered local government system is being implemented very urgently with the spirit of "running and queuing at the same time".

"We expect to complete the entire reorganization of commune-level administrative units before June 30th so that by July 1st, these units will be operational under the new structure. We will also focus on completing the merger of provincial-level administrative units before August 30th so that provincial-level administrative units can begin operating immediately from September 1st," Minister Pham Thi Thanh Tra said.
