Writing for the first exam

On the afternoon of June 25th, nearly 1.2 million candidates nationwide completed the registration procedures and listened to briefings on the regulations for the 2025 high school graduation exam. The 2025 high school graduation exam is the first graduation exam under the 2018 general education program.

First, it's necessary to summarize that the 2018 General Education Program should have been implemented in 2015, but due to various reasons and factors, it wasn't implemented until the 2020-2021 school year. The name "2018 General Education Program" comes from Circular 32 of 2018 issued by the Ministry of Education and Training (MOET) regarding the implementation of the new curriculum and textbooks. In the 2020-2021 school year, the 2018 General Education Program was only implemented for Grade 1 – the first grade of this program. Unfortunately, after the first school year applying the new curriculum and textbooks, the Covid-19 pandemic emerged and caused extremely severe consequences. After Grade 1, the textbook changes for other grades also took place under pandemic conditions. The education sector was disrupted many times, having to switch to online learning. The quality of education, from a purely professional standpoint, has been significantly affected.

Besides being affected by the pandemic, the 2018 General Education Program also faced many other difficulties and challenges. Because it was the first time applying the new curriculum and textbooks, both teachers and students were understandably confused. Teaching equipment, to date, has not met the requirements. Despite investment, many educational institutions have not met the requirements for organizing experiments, practical activities, and implementing the 2018 General Education Program. Some schools have not met the standards regarding classroom area, desks and chairs, and lack the necessary equipment as stipulated.

The procurement of equipment under the 2018 General Education Program has been slow, with supplies only provided to some entry-level classes (grades 1, 2, and 6), causing difficulties for the remaining classes. Existing equipment is unsuitable or only meets about 40% of the requirements outlined in Circulars 37, 38, and 39/2021/TT-BGDĐT. The lack of specific guidance has resulted in low efficiency in the use of facilities and equipment. Schools in remote and disadvantaged areas still lack highly qualified teachers and modern equipment. Many educational institutions lack computers, projectors, and audio equipment, especially in remote areas, only meeting the minimum needs for management and teaching.

Overcoming all difficulties and obstacles, the education sector nationwide in general, and Tay Ninh in particular, has done its best to implement the new curriculum and textbooks.

Prior to this exam, several options for the high school graduation exam were announced to gather feedback from the public both within and outside the education sector. Ultimately, the "2+2" exam option was approved. Under this option, candidates only have to take two compulsory subjects, Literature and Mathematics, plus two elective subjects, thus forming exam blocks and subject combinations for university admission. This option was endorsed and supported by experts and administrators.

Prior to the official regulations, the Ministry of Education and Training announced three options for the 2025 high school graduation exam. Option 3 stipulated two compulsory subjects and two elective subjects. In 2023, when asked which option they preferred, many teachers and students in Tay Ninh expressed overwhelming support for Option 3, meaning the exam would consist of only four subjects in total. The newly issued regulations have met the expectations of teachers and students. The exam consists of three sessions: one session for Literature, one session for Mathematics, and one session for an elective exam comprising two subjects from the following: Physics, Chemistry, Biology, History, Geography, Economics and Law Education, Informatics, Industrial-oriented Technology (abbreviated as Industrial Technology), Agricultural-oriented Technology (abbreviated as Agricultural Technology), and Foreign Languages ​​(English, Russian, French, Chinese, German, Japanese, and Korean).

Compared to previous years, the 2025 high school graduation exam will reduce the number of subjects and therefore the number of exam sessions, with candidates taking the exam in only three sessions, or one and a half days. Literature and Mathematics will each be tested in one session, while the remaining session will consist of two elective subjects. To register for university admission, in addition to Literature or Mathematics, candidates can choose any two elective subjects to form a three-subject exam block according to their personal preferences. Thus, the combined exam consisting of three subjects as in the 2006 General Education Program will no longer exist.

In the 1998-1999 school year, the high school graduation exam included six compulsory subjects: Mathematics, Literature (which at that time was not yet called Vietnamese Language and Literature), English, and three subjects chosen by the Ministry of Education and Training (these three subjects were usually announced at the beginning of March each year). At that time, the exam had only one purpose: to certify high school graduation for 12th-grade students.

All subjects were tested using essay questions. Subsequently, from 2000 to 2013 (implementing the 2000 and 2006 education programs), the exam consisted of four subjects. Besides Mathematics and Literature, which were compulsory, candidates could choose the remaining two subjects, and these choices were solely for the purpose of certifying graduation. During this period, two separate exams existed: after the high school graduation exam, candidates continued on to take the university and college entrance exams.

University and college admissions at this stage were conducted using a three-common method: common exam questions, common exam period, and common results. To date, while this university admissions method has not been as streamlined as desired, experts highly appreciate its reliability.

The most notable change to the high school graduation exam began in 2014. In that year's exam, candidates took all four subjects, but three were compulsory: Mathematics, Literature, and a Foreign Language. Compared to previous years, the 2014 exam had only one minor adjustment: the Foreign Language exam was entirely multiple-choice, with no essay section.

In 2015, the exam was renamed the National High School Graduation Exam, omitting the word "graduation." In this exam, candidates took four subjects: three compulsory subjects (Mathematics, Literature, and Foreign Language), and one elective subject. In 2016, candidates took a combined subject exam for the first time. In addition to the three compulsory subjects (Mathematics, Literature, and Foreign Language), candidates took one of two combined subject exams (Natural Sciences or Social Sciences).

For the next three years, from 2017-2019, the exam continued to be called the "National High School Graduation Exam," but was organized by the Department of Education and Training, with support from universities and colleges in invigilation and marking. The exam still consisted of three compulsory and independent subjects: Mathematics, Literature, and Foreign Language, and a combined subject chosen by the candidates. From 2020-2023, the exam was no longer called the "National High School Graduation Exam," reverting to its old name - the High School Graduation Exam - but still used for two purposes: university and college admissions.
