The ultimate goal of digital transformation is to serve people, with the spirit of placing people at the center, as the subject, the goal, the driving force, and the resource for development.

This is something we haven't fully and accurately understood over the years: digital transformation as a process that contributes to shifting the development model from extensive to intensive growth, creating productivity breakthroughs through value creation.

The question is: what policies does Vietnam need to train and develop human resources to meet the requirements of the Fourth Industrial Revolution? It can be said that human resources are recognized as one of the three important bottlenecks (institutions, infrastructure, and human resources) currently hindering Vietnam's development process in general and its proactive participation in the Fourth Industrial Revolution.

To promote and encourage the training and development of human resources to meet the demands of the times, the Party, State, and Government need to improve the quality of training. At the same time, a human resource development strategy is needed to meet the specific requirements of the national digital strategy.

This is essential to avoid a situation where "everyone is offering training," leading to substandard quality, difficulties for learners in choosing training institutions, and a lack of genuine appreciation for the value of qualifications.

Businesses need to build a long-term transformation roadmap; they must have a clear understanding of the digital transformation process in order to act correctly. Only by transforming their mindset correctly can businesses truly know what they are transforming, how, where, and what goals they are achieving. Only then can they adapt and effectively leverage the opportunities arising from digital transformation. Training personnel, especially key leaders, plays a crucial role. They must be knowledgeable enough to guide the business through this transformation process.

For the government, support policies on training and specific credit programs for businesses in the digital transformation process are positive and important, alongside the actively developing legal frameworks. The most important policy to create a favorable environment for the development of the digital economy and digital society today is to clarify the theoretical foundations. Based on that, clearly establish the key priorities, foundations, conditions, objectives, focal points, and specific strategies.

In the process of digital transformation, Vietnam currently faces significant dependence on both hardware and software technology. Therefore, international cooperation is of paramount importance.

First and foremost, collaboration is needed to support the development of standards in the context of complex technological competition and how decisions are made about how to use technology, so as to avoid fragmentation and inconsistency.

Secondly, cooperation aims to support the ability to effectively master and apply new core technologies, thereby developing them and gradually mastering next-generation technologies.
