This year, celebrating the Lunar New Year of the Horse, the family of Ms. Khong Thi Dau in Tam Cuong 1 village, Vinh Am commune, is happier as they welcome the spring in their newly renovated and spacious house.
Ms. Dau happily shared that her long-held dream of having a sturdy house has finally come true. "My family would like to express our sincere gratitude to the Party Committee, the local government, and the Youth Union of the commune for their support in providing funds to repair our house, helping us to feel secure and have a stable life," Ms. Dau said.
Welcoming the new year this year, the families of Ms. Nguyen Thi Tham (Tam Cuong 5 village) and Ms. Nguyen Hong Loan (Vinh Tien 3 village), along with another family in Vinh Am commune, are all delighted to be living in new houses that are being completed and are expected to be ready for occupancy before Tet.
These houses are part of the specific projects that Vinh Am commune has been implementing since the establishment of the two-tiered local government model.
Mr. Nguyen Van Tuan, Head of the Culture and Social Affairs Department of Vinh Am commune, said that the commune has a large area and a large population, with many households still facing difficulties. Given this reality, the locality has focused on implementing many effective, creative, and practical approaches to improve the efficiency of social welfare work. The Youth Union of the commune has been assigned as the core force in this effort.

Ms. Dao Thi Ha, Vice Chairwoman of the Vietnam Fatherland Front Committee of Vinh Am commune and Secretary of the Vinh Am Commune Youth Union, said that the Youth Union surveyed and compiled lists and dossiers of disadvantaged cases; sought opinions from the Party Committee and the People's Committee of the commune to issue a plan to implement the support model. At the same time, they established working groups to review and thoroughly understand the situation. The survey was conducted according to the motto "going to every alley, knocking on every door, checking every case," ensuring that no eligible person was overlooked.
Based on that, a list is compiled and categorized into groups such as: groups needing support with gifts and essential goods; groups needing and eligible to access loans from the Social Policy Bank; groups needing support for house repairs and construction; and groups needing support for education, vocational training, and job placement.
The Youth Union of the commune also proactively mobilized and connected resources through various forms such as creating a propaganda section titled "Joining hands to support those in difficult circumstances" on the public address system, fanpage, and social media groups of the Youth Union, Associations, and Teams; posting inspiring stories and examples of good people and good deeds… At the same time, they directly appealed to businesses, production facilities, business households, successful people from the hometown, officials, civil servants, and workers to support the fund. The commune's Youth Union launched a campaign for youth union members and the people to contribute labor days to support the construction and repair of houses for disadvantaged households.
Thanks to a well-structured approach, from July 1st, 2025 to the present, along with support from the city, Vinh Am commune has provided financial assistance to 4 families for house construction totaling 360 million VND; and 3 families have received support for house renovation and repair totaling 341 million VND.
In 2025, the Youth Union of the commune also mobilized donations of warm blankets for disadvantaged children; donated gifts to people with meritorious service and those in difficult circumstances; provided capital, livestock, and production materials to near-poor households and young people to develop production; and coordinated with Kien An Hospital and Hanoi -Hai Phong Eye Hospital to provide eye examinations and health check-ups for more than 200 elderly people.
Social welfare work is a central and ongoing task.
Over the years, the work of caring for poor and near-poor households, families entitled to preferential policies, and disadvantaged youth has always been effectively implemented by local Party committees and authorities, contributing to ensuring social security and creating a positive impact in the community.

Mr. Bui Gia Huan, Secretary of the Party Committee and Chairman of the People's Council of Vinh Am commune, said that in the coming time, parallel to implementing socio -economic development tasks, the locality identifies social welfare work as a key and continuous task in 2026 and the following years; and at the same time considers this as one of the criteria for evaluating emulation at all levels, sectors, and units.
Currently, the commune is focusing on mobilizing resources to support production, create jobs, and improve housing for 165 near-poor households in the area. Specifically, the goal is to complete the construction and repair of 10 houses for disadvantaged households in 2026; provide livestock, supplies, production materials, and livelihood support to near-poor and disadvantaged households to help them achieve sustainable poverty alleviation.
In addition, the commune continues to mobilize the participation of businesses and philanthropists to care for policy beneficiary families, people with meritorious services, near-poor households, disadvantaged households, orphans, victims of chemical poisoning, etc., helping them gradually stabilize their lives.
During the Lunar New Year of the Horse 2026, in addition to 1,160 recipients of gifts from the central government and the city, Vinh Am commune plans to provide support gifts to 3,731 individuals, including 1,160 people with meritorious service, relatives of people with meritorious service, and those who worship martyrs, and 2,571 individuals receiving social welfare benefits and children with special circumstances, with a total budget of 186.5 million VND.
The local authorities also plan to donate 55 gifts to children in special circumstances with a total cost of 55 million VND, along with some gifts to support disabled people who are the third generation of resistance fighters exposed to chemical toxins…
