At the Hanoi City Emulation Congress for the period 2025-2030, held on the morning of October 10th and organized by the Hanoi City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee, 10 "Outstanding Citizens of Hanoi" for 2025 were honored.
1. Architect Tran Ngoc Chinh, President of the Vietnam Urban Planning and Development Association, former Deputy Minister of Construction.
He has made numerous contributions to the construction and development of Vietnamese cities and the capital city of Hanoi. He has been awarded the Third-Class Labor Medal by the President of Vietnam; a Certificate of Merit from the Prime Minister; and many Certificates of Merit from various ministries, departments, and the Chairman of the People's Committee of Hanoi.
2. Associate Professor, Doctor, Senior Physician, People's Physician, Colonel Nguyen Kim Nu Hieu, former Deputy Director of Military Central Hospital 108
She has made many contributions to medical examination and treatment, improving the health of soldiers and people throughout the country and in Hanoi; and has also participated in many social and community activities.
She has been awarded the Third Class Resistance Against America Medal; the First Class National Defense Medal; the Victory Banner Medal; the First Class Glorious Soldier Medal; the First Class Achievement Medal; the titles "Outstanding Doctor," "People's Doctor," and has received numerous Certificates of Merit and Commemorative Medals from central ministries, departments, and agencies; and a Certificate of Merit from the People's Committee of Hai Ba Trung District.
3. Dr. Nguyen Van Hoa, Chairman of the Board of Directors of Nguyen Binh Khiem Secondary and High School
The founder and builder of Nguyen Binh Khiem Private Junior and Senior High School, one of the first schools to implement a boarding school program, has established a brand and reputation in the education and training sector of Hanoi.
He was awarded the Second Class Anti-American Resistance Medal, the First Class Liberation Fighter Medal, and the Third Class Liberation Achievement Medal by the President; a Certificate of Merit by the Prime Minister; numerous Certificates of Merit from the Minister of Education and Training and the Chairman of the Hanoi People's Committee; and the title of "Outstanding Emulation Soldier at the grassroots level" for many consecutive years.
4. Professor, Doctor, Architect Hoang Dao Kinh, member of the Hanoi Architecture and Planning Council, Hanoi Cultural Heritage Association
He has made numerous contributions to the preservation, conservation, and promotion of cultural heritage throughout the country and in Hanoi. He was awarded the Second Class Labor Medal by the President of Vietnam; the title of Knight of Poland by the Prime Minister; and in 2024 received the "Bui Xuan Phai - For the Love of Hanoi" award.
5. Mr. Ha Tung Lap, Head of the Sepak Takraw Department - Hanoi Sports Training and Competition Center
He has made significant contributions to the achievements of the national teams, winning numerous medals at national and international competitions. He has been awarded the Third-Class Labor Medal by the President of Vietnam; received Certificates of Merit from the Prime Minister twice; and received Certificates of Merit from the Minister of Culture, Sports and Tourism and the Chairman of the People's Committee of Hanoi City on several occasions.
6. Professor, Doctor of Science, Academician Tran Dinh Long, Honorary Member of the Hanoi Union of Scientific and Technical Associations
With numerous highly applicable research works that effectively serve the development of agriculture and rural areas of the country and Hanoi, he was awarded the First Class Resistance Medal, the Third and Second Class Labor Orders by the President of Vietnam. He also received many commendations and commemorative medals from central ministries and agencies; and won numerous international and domestic awards.
In 2024, he was honored by the Central Propaganda Department (now the Central Propaganda and Mass Mobilization Department) as one of the 25 outstanding exemplary individuals nationwide in studying and following the ideology, ethics, and style of Ho Chi Minh, and was recognized in the program "Ho Chi Minh - Journey of Aspiration 2024".
7. Musician Truong Ngoc Ninh, Member of the Hanoi Union of Literature and Arts
He has composed over 500 songs that are loved by audiences in Hanoi and throughout the country; he has also been actively involved in encouraging members to compose songs about Hanoi and praising its people. He has been awarded the Second Class Resistance Against America Medal by the President; the First, Second, and Third Class Glorious Soldier Medals; the State Prize for Literature and Arts; the Vietnam Musicians Association Award for instrumental music, along with numerous other medals, awards, and certificates of merit from various levels and sectors.
8. Mr. Luu Hoang Phuong, Head of Construction Engineering Team, FECON Joint Stock Company, Hanoi City
He has developed numerous technical solutions to optimize the construction of urban underground infrastructure, saving costs and improving project efficiency in Hanoi. He was awarded a Certificate of Recognition for Innovation by FECON Joint Stock Company; in 2022, he received a Certificate of Recognition for "Innovation and Creativity" from the Nam Tu Liem District Labor Union; in 2023, he was recognized by the Vietnam General Confederation of Labor for achieving exceptionally outstanding results in the program "1 Million Innovations - Overcoming Difficulties, Innovating, and Determination to Win Against the Covid-19 Pandemic"; in 2024, he received a Capital Innovation Certificate from the Chairman of the Hanoi People's Committee and a Certificate of "Innovation and Creativity" from the Hanoi Labor Union; and in 2025, he was awarded the title "Good Person, Good Deed" by the Hanoi People's Committee.
9. Colonel Dang Viet Quang, Head of the Criminal Investigation Department for Social Order, Hanoi City Police.
He directly supervised and investigated many major cases in the city, contributing to ensuring security, order, and social safety in the capital. For many consecutive years, he received the title of "Outstanding Soldier at the grassroots level" and "Advanced Soldier"; he was awarded the title of "Outstanding Soldier of the entire People's Public Security Force" three times; he was awarded the First Class and Second Class Military Merit Orders by the President; a Certificate of Merit by the Prime Minister; and numerous Certificates of Merit from the Minister of Public Security, the Chairman of the Hanoi People's Committee, and the Director of the Hanoi City Police.
10. People's Artisan Nguyen Van Tinh, Phu Nghia Bamboo and Rattan Association, Hanoi Handicraft and Traditional Village Association
He has made significant contributions to preserving the value of the traditional rattan and bamboo weaving craft, with many rattan and bamboo products winning major awards at art exhibitions both domestically and internationally. He was awarded a Certificate of Merit by the Chairman of the Hanoi People's Committee in 2015, a Certificate of Merit by the Minister of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) in 2022; commended and rewarded by the People's Committee of Chuong My District (formerly) as an exemplary elderly person excelling in economic activities during the period 2018-2023; and awarded a Certificate of Merit by the Chairman of the Hanoi People's Committee in 2025 for outstanding achievements in the work of associations and organizations managed by the Department of Industry and Trade.
