Honoring 10 "Outstanding Capital Citizens" in 2025

At the Hanoi City Patriotic Emulation Congress for the 2025-2030 period, held on the morning of October 10, organized by the Hanoi City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee, 10 "Outstanding Capital Citizens" in 2025 were honored.

1. Architect Tran Ngoc Chinh, Chairman of the Vietnam Urban Planning and Development Association, former Deputy Minister of Construction

He has made many contributions to the construction and development of Vietnam's urban areas and the capital Hanoi. He was awarded the Third Class Labor Medal by the President; Certificate of Merit by the Prime Minister and many times received Certificates of Merit from ministries, departments, branches, and the Chairman of the Hanoi People's Committee.

2. Associate Professor, Doctor, Senior Physician, People's Physician, Colonel Nguyen Kim Nu Hieu, former Deputy Director of 108 Central Military Hospital

She has made many contributions to medical examination and treatment, improving the health of soldiers and people across the country and in Hanoi; and has participated in many social and community activities.

She was awarded by the President the Third Class Medal of Resistance War against America for National Salvation; First Class Medal of Fatherland Protection; Victory Flag Medal; Glorious Soldier Medal, First Class; Feat of Arms Medal, First Class; Title of "Excellent Physician", "People's Physician" and was awarded Certificates of Merit and Medals by Central ministries, departments and branches many times; Hai Ba Trung District People's Committee awarded Certificates of Merit.

3. Dr. Nguyen Van Hoa, Chairman of the Board of Nguyen Binh Khiem Secondary and High School

Founder and builder of Nguyen Binh Khiem Private Secondary and High School, one of the first schools to provide semi-boarding education and has affirmed its brand and reputation in the capital's Education and Training sector.

He was awarded the Second Class Anti-American Resistance Medal by the President, the First Class Liberation Soldier Medal, the Third Class Liberation Feat Medal; a Certificate of Merit by the Prime Minister; many times received Certificates of Merit from the Minister of Education and Training, Chairman of Hanoi People's Committee; and for many consecutive years was awarded the title "Emulation Fighter at the grassroots level".

4. Professor, Doctor, Architect Hoang Dao Kinh, member of Hanoi Architecture and Planning Council, Hanoi Cultural Heritage Association

He has made many contributions to the work of preserving, maintaining and promoting cultural heritages across the country and in the capital Hanoi. He was awarded the Second Class Labor Medal by the President; was awarded the title of Knight of Poland by the Prime Minister of Poland; and in 2024 received the "Bui Xuan Phai - For the Love of Hanoi" award.

5. Mr. Ha Tung Lap, Head of Sepak Takraw Department - Hanoi Sports Training and Competition Center

He has made many contributions to the achievements of the Teams winning many Medals in national and international arenas. He was awarded the Third Class Labor Medal by the President; twice received a Certificate of Merit from the Prime Minister; many times received a Certificate of Merit from the Minister of Culture, Sports and Tourism; and Chairman of the Hanoi People's Committee.

6. Professor, Doctor of Science, Academician Tran Dinh Long, Honorary Member of the Hanoi Union of Science and Technology Associations

With many highly applicable research projects, effectively serving the cause of agricultural and rural development of the country and the capital Hanoi, he was awarded the First Class Resistance Medal, Third Class and Second Class Labor Medals by the President. He was awarded many Certificates of Merit, Commemorative Medals by central ministries, departments and branches. He won many international and domestic awards.

In 2024, he was honored by the Central Propaganda Department (now the Central Propaganda and Mass Mobilization Department) as one of 25 typical examples nationwide in studying and following Ho Chi Minh's ideology, morality and style and was honored in the program "Ho Chi Minh - Journey of Aspiration 2024".

7. Musician Truong Ngoc Ninh, Member of the Hanoi Literature and Arts Association

He has more than 500 musical songs that are loved by audiences in the capital and the whole country; at the same time, he has many activities to encourage members to compose on the theme of Hanoi and praise Hanoians. He has been awarded by the President the Second Class Anti-American Resistance Medal; First, Second, Third Class Glorious Soldier Medal; State Prize for Literature and Arts; Award of the Vietnam Musicians Association for Instrumental Music and many Medals, Awards, Certificates of Merit from all levels and sectors...

8. Mr. Luu Hoang Phuong, Head of Construction Engineering Team, FECON Joint Stock Company, Hanoi City

He has had many technical solutions to help optimize the construction of urban underground infrastructure works, save costs and improve project implementation efficiency in the capital. He was awarded a Certificate of Innovation by FECON Joint Stock Company; in 2022, he was awarded a Certificate of "Initiative and Creativity" by the Nam Tu Liem District Labor Federation; in 2023, he was certified by the Vietnam General Confederation of Labor for his outstanding achievements in the program "1 million initiatives - efforts to overcome difficulties, creativity, determination to defeat the Covid-19 pandemic"; in 2024, he was awarded a Capital Initiative Certificate by the Chairman of the Hanoi People's Committee, and a Certificate of "Initiative and Creativity" by the Hanoi Labor Federation among workers and civil servants in the capital; in 2025, he was awarded the title "Good people, good deeds" by the Hanoi People's Committee.

9. Colonel Dang Viet Quang, Head of the Department of Investigation Police on Social Order Crimes, Hanoi City Police

He directly directed and solved many major cases in the city; contributed to ensuring security, order and social safety in the capital. For many consecutive years, he achieved the title of Emulation Fighter at the grassroots level, Advanced Fighter; 3 times was awarded the title of "Emulation Fighter of the entire People's Public Security Force"; was awarded the First Class Feat Medal by the President, Second Class Feat Medal; Certificate of Merit by the Prime Minister; many times was awarded Certificate of Merit by the Minister of Public Security, Chairman of Hanoi People's Committee; and Certificate of Merit by the Director of Hanoi City Police.

10. People's Artisan Nguyen Van Tinh, Phu Nghia Bamboo and Rattan Association, Hanoi Handicraft and Craft Village Association

He has made many contributions to preserving the value of the traditional rattan and bamboo weaving industry with many rattan and bamboo weaving products winning major awards at domestic and international art exhibitions. He was awarded a Certificate of Merit by the Chairman of the Hanoi People's Committee in 2015, a Certificate of Merit by the Minister of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) in 2022; the People's Committee of Chuong My district (old) commended and rewarded him as an outstanding elderly person with good economic performance in the period 2018-2023; the Chairman of the Hanoi People's Committee awarded a Certificate of Merit in 2025 for his outstanding achievements in the work of the Association and Union managed by the Department of Industry and Trade.
