Package No. 10 is nearing completion of the final construction items.

Urban spatial development

The Cultural and Sports Square project commenced in July 2024, with a total investment of nearly 200 billion VND from the provincial budget (now Hue City budget), managed by the City's Investment, Construction and Urban Development Project Management Board, and implemented over a period of 4 years (2023-2026).

As a key project, the construction aims to gradually improve public cultural and sports facilities and guide urban spatial development, contributing to the socio -economic development of the city. The project scope includes renovating the existing stadium into a multi-functional cultural facility, expanding the existing stadium from a total floor area of ​​11,952 m² to approximately 19,542 m²; constructing a new spectator stand with an area of ​​approximately 720 m²; and renovating the external technical infrastructure.

According to the contractor selection plan approved by the competent authority, the project includes two construction packages: Package No. 10 (construction and equipment installation costs for technical infrastructure) with a contract value of nearly 98 billion VND, to be constructed by the Thuy Loi – Thanh An – An Bao Joint Venture. This package commenced construction in September 2024 and is expected to be completed in March 2025; Package No. 11 (construction and equipment costs for the renovation of the sports arena) with a contract value of over 82.5 billion VND. This package commenced construction in January 2025 and is expected to be completed in February 2026.

The Sports Training and Competition Center building will be demolished to clear the site for construction as soon as possible.

According to our reporter's observations at the site, construction work is being actively carried out by contractors in areas where the land is available. Taking advantage of the dry weather, the construction units are laying tiles, planting trees, and using heavy machinery to demolish the Sports Training and Competition Center building, in order to quickly clear the land for the construction of the remaining items.

Mr. Hoang Van Minh, the project commander (An Bao Construction and Trading Joint Stock Company), said: "The winning bidder for a portion of package 10, worth over 50 billion VND, includes underground infrastructure, site leveling, concrete pouring, tiling, and landscaping in functional areas A, B, and C, with progress reaching approximately 70% of the contract value. However, the construction site for the Sports Training and Competition Center (approximately 7,000 m2) is currently being demolished, so there is no available space for the contractor. The demolition of this structure is expected to be completed by mid-May this year, at which point the site will be available for the remaining items such as the underground rainwater and wastewater drainage systems, electricity, etc."

Extend the completion deadline.

According to the City's Investment, Construction and Urban Development Project Management Board, Package No. 10 was expected to be completed on March 26, 2025. However, as of now, only about 90% of the construction work has been completed. This is due to the continuous rain at the end of 2024, which significantly affected the construction of outdoor items such as earth excavation, drainage system installation, site leveling, and concrete pouring.

Contractors are taking advantage of the favorable weather to speed up the construction progress.

Furthermore, since this is a public square project, the construction units always prioritized aesthetics during implementation. Therefore, adjustments and additions to the design to enhance its visual appeal have somewhat affected the completion schedule.

Furthermore, land acquisition issues at the City Sports Training Center have prevented the entire project from being implemented simultaneously. The demolition of the existing structure is underway, and a cleared site is expected to be handed over to the construction unit before May 15, 2025. Accordingly, all contract items will be completed and handed over for use by June 30, 2025.

Regarding package number 11, the demolition of the old structure is now basically complete, and pile driving for construction is underway. The foundation work is expected to be completed in May 2025.

According to Mr. Dang Quang Ngoc, Deputy Director of the City's Investment, Construction and Urban Development Project Management Board, the cumulative capital allocated to the project to date is over 130 billion VND, of which 30 billion VND is allocated for the project in 2025. The cumulative disbursed value to date is approximately 88.3 billion VND, with 4.8/30 billion VND disbursed in 2025, reaching 16.2% of the allocated capital for 2025. The volume of work completed to date is approximately 95 billion VND.

The investor is urging the construction units to take advantage of the current favorable weather conditions to shorten the construction time and complete the project as soon as possible for handover and use, serving the people.
